Abstrak
Desertasi ini membahas tentang aplikasi metode AHP dalam pengembangan CSF kinerja rumah sakit daerah dalam penerapan PPK BLUD. Penelitian ini adalah penelitian kualitatif dan kuantitatif (mix method) yang mengidentifikasi CSF dan melakukan prioritasi dengan metode AHP pada level manajerial. Hasil penelitian mendapatkan 5 CSF yaitu kepemimpinan, strategi bisnis, pengembangan SDM, pengembangan sumber daya dan pelayanan. Diketahuii terdapat perbedaan penilaian prioritas dan konsensus antara level direksi, manajer dan pelaksana. Hal ini menunjukkan konsep BLUD kurang dipahami oleh personel rumah sakit daerah di berbagai levelnya. Pemerintah daerah perlu melakukan evaluasi dan koordinasi untuk meningkatkan penerapan PPK BLUD baik di internal RSUD maupun dengan institusi terkait. Direksi RSUD melakukan refreshing kemampuan berpikir strategis dan teknis tata kelola operasional RSUD serta optimalisasi fungsi pengawasan.

This dissertation discusses the application of AHP method in developing CSF of local hospital performance in applying PPK BLUD. This research is a qualitative and quantitative research (mix method) that identifies CSF and prioritizes by AHP method at managerial levels. The results obtained 5 CSF are leadership, business strategy, human resource development, resource development and service. It is known that there are differences in priority and consensus assessment between the level of directors, managers and operators. This reveals that the BLUD concept is poorly understood by regional hospital personnel at various levels. Local governments need to conduct evaluation and coordination to improve the implementation of PPK BLUD both in internal hospitals and with related institutions. Directors of RSUD hold refreshing strategic thinking and technical skills of operational governance of district hospital and optimization of supervisory function.
