ABSTRAK Penelitian ini membahas tentang faktor-faktor yang mempengaruhi kualitas profil kesehatan Kabupaten Bandung berdasarkan kerangka Health Metrics Networks (WHO, 2012) yang terdiri dari faktor masukan (sumber daya informasi, indikator kesehatan kunci, serta sumber data) dan faktor proses (manajemen data, produk informasi, serta diseminasi dan penggunaan informasi). Faktor keluaran seperti usia informasi, akurasi, relevan, tingkat kejelasan, kelengkapan, dan penyajian informasi menggunakan teori faktor-faktor yang mempengaruhi kualitas informasi Kamali Whitely, 2015. Desain penelitian ini menggunakan metode kualitatif, dengan melakukan wawancara mendalam kepada staf dan pimpinan dari Dinas Kesehatan Kabupaten Bandung sebagai penyedia (pembuat), dan Dinas Kesehatan Provinsi Jawa Barat sebagai pengguna (pengguna), serta puskesmas, Bappeda, Diskominfo, RSUD, dan pihak swasta sebagai pengguna akhir (pengguna akhir). Selain itu, penelitian ini menggunakan telaah dokumen dan observasi yang berkaitan dengan faktor-faktor yang mempengaruhi kualitas profil kesehatan Kabupaten Bandung. Hasil penelitian yang menggunakan penilaian HMN (WHO, 2008), menunjukkan untuk gambaran faktor masukan dan proses dapat disimpulkan bahwa faktor masukan profil kesehatan seperti masih lemahnya sumber daya terkait peraturan perundang-undangan dalam penyusunan profil kesehatan dan peraturan kebijakan dalam koordinasi berupa pertemuan dan pemantauan. Sedangkan menurut aspek sumber daya manusia, dana, dan sumber data sudah terpenuhi. Mengenai gambaran faktor proses, walaupun belum memiliki gudang penyimpanan data, tetapi dalam manajemen data sudah terintegrasi dan mudah digunakan bagi penggunanya melalui web resmi Dinas Kesehatan Kabupaten Bandung. Sedangkan gambaran produk informasi berupa profil kesehatan tidak tepat waktu dalam pelaporannya, sehingga berdampak pada komponen diseminasi dan penggunaan informasi yang ada di profil kesehatan yang tidak dapat digunakan sebagai proses alokasi sumber daya dalam penganggaran pembangunan tahunan yang terpadu, walaupun sudah terpenuhinya semua komponen faktor keluaran seperti usia informasi, akurasi, relevan, tingkat kejelasan, kelengkapan, dan penyajian informasi. Kata kunci: Pofil Kesehatan, Kualitas Profil Kesehatan, Kerangka HMN WHO ABSTRACT This study discusses the factors that influence the quality of the health profile of Bandung Regency based on the framework of Health Metrics Networks (WHO, 2012) which consists of input factors (information resources, key health indicators, and data sources) and process factors (data management, products information, and dissemination and use of information). Output factors such as age of information, accuracy, relevance, level of clarity, completeness, and presentation of information using the theory of factors that influence the quality of information Kamali Whitely, 2015. The design of this study uses qualitative methods, by conducting in-depth interviews with staff and leaders of the Health Office Bandung Regency as a penyedia (maker), and the West Java Provincial Health Office as a pengguna (pengguna), as well as a health center, Bappeda, Diskominfo, RSUD, and the private sector as an pengguna akhir (pengguna akhir). In addition, this study uses document review and observations relating to the factors that influence the quality of health profile in Bandung Regency. The results of the study using the HMN assessment (WHO, 2008), showed that for input and process factors it can be concluded that health profile input factors such as still weak resources related to legislation in preparing health profiles and policy regulations in coordination in the form of meetings and monitoring. Whereas according to aspects of human resources, funds, and data sources have been fulfilled. Regarding the description of process factors, even though they do not yet have a data storage warehouse, the data management has been integrated and is easy to use for its penggunas through the official website of the Bandung District Health Office. While the description of information products in the form of health profiles is not timely in its reporting, so that it has an impact on the dissemination and use of information in the health profile which cannot be used as a resource allocation process in integrated annual development budgeting. Although all components of the output factors have been fulfilled, such as age of information, accuracy, relevance, level of clarity, completeness, and presentation of information.
