Abstrak
Penelitian ini mengeksplorasi penerimaan sumber daya manusia kesehatan (SDM Kesehatan) terhadap Rekam Medis Elektronik (RME) pada klinik-klinik di DKI Jakarta tahun 2024. Jenis penelitian ini adalah kualitatif dengan desain studi kasus. Penelitian dilakukan melalui wawancara mendalam dengan tenaga kesehatan dan staf administrasi, serta analisis dokumen dan regulasi terkait. Kerangka teori yang digunakan adalah Modified Unified Theory of Acceptance and Use of Technology (UTAUT), yang mengevaluasi pengaruh harapan kinerja, harapan usaha, pengaruh sosial, dan kondisi yang memfasilitasi terhadap penerimaan RME. Pengumpulan data dilakukan dengan wawancara mendalam dan telaah dokumen. Hasil penelitian menunjukkan bahwa meskipun manfaat RME diakui dalam hal peningkatan aksesibilitas data dan manajemen pasien, terdapat hambatan signifikan seperti variasi tingkat literasi digital di antara tenaga kesehatan, resistensi terhadap perubahan alur kerja, serta kekhawatiran tentang privasi data dan keandalan sistem. Harapan kinerja ditemukan sebagai faktor penting dalam penerimaan RME, di mana banyak responden percaya bahwa RME dapat menyederhanakan operasi dan meningkatkan pengambilan keputusan klinis. Namun, transisi ke sistem digital membutuhkan usaha besar, terutama bagi tenaga kesehatan dengan pengalaman terbatas pada teknologi digital, sehingga mereka menghadapi kurva pembelajaran yang menantang. Pengaruh sosial dari regulasi dan kepemimpinan institusi memainkan peran signifikan dalam mendorong adopsi RME. Kondisi yang memfasilitasi, seperti dukungan teknis dan pelatihan berkelanjutan, terbukti penting untuk mengurangi resistensi dan mempermudah proses integrasi. Validasi data dilakukan dengan triangulasi antara wawancara, observasi, dan telaah dokumen. Penelitian ini menyimpulkan bahwa adopsi RME yang berhasil memerlukan penanganan hambatan secara menyeluruh. Rekomendasi meliputi pelatihan terstruktur, dukungan teknis yang kuat, dan penciptaan budaya yang mendukung teknologi. Penelitian ini menekankan pentingnya strategi adopsi RME yang efektif untuk peningkatan layanan kesehatan dan efisiensi operasional di klinik.
This study explores the acceptance of health human resources (HHR) toward Electronic Medical Records (EMR) in clinics in DKI Jakarta in 2024. The research type is qualitative with a case study design. The study was conducted through in-depth interviews with healthcare professionals and administrative staff, as well as a review of relevant documents and regulations. The theoretical framework used is the Modified Unified Theory of Acceptance and Use of Technology (UTAUT), which assesses the impact of performance expectancy, effort expectancy, social influence, and facilitating conditions on EMR acceptance. Data collection was conducted through in-depth interviews and document analysis. The results indicate that while the benefits of EMR, such as enhanced data accessibility and patient management, are recognized, significant barriers exist. These barriers include varying levels of digital literacy among healthcare professionals, resistance to changes in established workflows, and concerns about data privacy and system reliability. Performance expectancy was identified as a crucial factor influencing EMR acceptance, with many respondents acknowledging that EMR can streamline operations and improve clinical decision-making. However, transitioning to digital systems requires substantial effort, especially for healthcare professionals with limited prior experience with digital technology, leading to a steep learning curve. Social influence from regulations and institutional leadership plays a significant role in driving EMR adoption. Facilitating conditions, such as the availability of technical support and ongoing training programs, are essential in reducing resistance and easing the integration process. Data validation was performed through triangulation between interviews, observations, and document analysis. The study concludes that successful EMR adoption requires comprehensive handling of these barriers. Recommendations include structured training, robust technical support, and fostering a culture that supports technology adoption. This study emphasizes the need for effective EMR adoption strategies to improve healthcare services and operational efficiency in clinics.
