Abstrak
Tesis ini membahas mengenai kinerja penyedia layanan Antenatal Care (ANC) di 35 puskesmas Kota Tangerang Selatan Provinsi Banten dihubungkan dengan Capaian Indikator Nasional Mutu (INM) Antenatal Care. Penelitian ini adalah penelitian kuantitatif dengan pendekatan Cross Sectional. Hasil penelitian menemukan ada hubungan kinerja menurut kriteria Malcolm Baldrige (kepemimpinan, perencanaan strategis, fokus pada pelanggan, pengukuran, analisis dan manajemen pengetahuan, fokus pada SDM, fokus pada proses) penyedia layanan Antenatal Care dengan hasil capaian Indikator Nasional Mutu Antenatal Care di Puskesmas Kota Tangerang dengan faktor yang paling dominan yaitu fokus pada SDM dan fokus pada proses dan menyarankan Puskesmas untuk meningkatkan evaluasi dan perbaikan dari segi SDM (khususnya pada persiapan regenerasi dan pelatihan bagi petugas ANC dan petugas penginputan INM ANC dan reward pegawai). Dari segi fokus pada proses, puskesmas disarankan untuk melakukan evaluasi kinerja pegawai, dan pembuatan serta penetapan Standar Operasional Prosedur (SOP) pelaksanaan INM ANC dan Dinas Kesehatan Kota Tangerang Selatan diharapkan agar dapat berkomitmen dalam peningkatan capaian INM ANC sehingga dapat meningkatkan mutu dan kinerja pelayanan Antenatal Care di Kota Tangerang Selatan Provinsi Banten.
This thesis discusses the performance of Antenatal Care (ANC) service providers in 35 health centers in South Tangerang City, Banten Province in connection with the Achievement of the National Quality Indicator (INM) of Antenatal Care. This research is a quantitative research with a Cross Sectional approach. The results of the study found that there was a performance relationship according to Malcolm Baldrige's criteria (leadership, strategic planning, focus on customers, measurement, analysis and knowledge management, focus on human resources, focus on process) of Antenatal Care service providers with the results of the achievement of the National Indicator of Antenatal Care Quality at the Tangerang City Health Center with the most dominant factor being focus on human resources and focus on the process and suggesting the Health Center to improve evaluation and improvement in terms of Human resources (especially in preparation for regeneration and training for ANC officers and ANC INM input officers and employee rewards). In terms of focusing on the process, the health center is advised to evaluate employee performance, and the creation and determination of Standard Operating Procedures (SOP) for the implementation of INM ANC and the South Tangerang City Health Office are expected to be able to commit to improving the achievements of INM ANC so that it can improve the quality and performance of Antenatal Care services in South Tangerang City, Banten Province.
