Abstrak
Transisi epidemiologis global menunjukkan Penyakit Tidak Menular (PTM) sebagai penyebab utama kematian, dengan hipertensi tertinggi di Indonesia. Pemerintah merespons melalui Program Cek Kesehatan Gratis (CKG) di layanan primer, namun evaluasi kinerja ini umumnya masih terbatas khususnya di fasilitas kesehatan wilayah Kota Depok. Oleh karena itu, penelitian ini memetakan kinerja puskesmas menggunakan analisis kuadran berdasarkan capaian skrining dan faktor risiko PTM wilayah kerja puskesmas Kota Depok. Penelitian ini menggunakan desain deskriptif kuantitatif dengan model Importance-Performance Analysis (IPA) melalui analisis kuadran. Data bersumber dari data agregat laporan program dari dasbor pelaporan Program CKG pada Aplikasi Sehat Indonesiaku (ASIK). Analisis dengan capaian skrining hipertensi serta faktor risiko PTM meliputi analisis deskriptif frekuensi yakni nilai rerata, standar deviasi, nilai minimum dan maksimum, serta analisis kuadran dengan sumbu X atau Kinerja Aktual adalah persentase capaian skrining hipertensi dan sumbu Y atau Urgensi Wilayah adalah persentase faktor risiko Penyakit Tidak Menular. Hasil penelitian menunjukkan sebanyak 31,6%–39,5% puskesmas berada pada Kuadran I pada masing-masing faktor risiko, menunjukkan perlunya prioritas peningkatan capaian skrining hipertensi pada wilayah dengan beban faktor risiko yang tinggi. Oleh karena itu, diperlukan strategi kebijakan yang disusun secara spesifik sesuai dengan prioritas masalah kesehatan di wilayah dengan risiko tinggi.
The global epidemiological transition shows Non-Communicable Diseases (NCDs) as the leading cause of death, with the highest hypertension in Indonesia. The government responded through the Free Health Check Program (CKG) in primary services, but this performance evaluation is generally still limited, especially in health facilities in the Depok City area. Therefore, this study maps the performance of health centers using quadrant analysis based on screening achievements and risk factors for NCDs in the work area of the Depok City health center. This study uses a quantitative descriptive design and an Importance-Performance Analysis (IPA) model through quadrant analysis. The data is sourced from aggregate data of program reports from the CKG Program reporting dashboard on the Sehat Indonesiaku Application (ASIK). The analysis with hypertension screening achievements and NCD risk factors includes frequency descriptive analysis, namely average values, standard deviations, minimum and maximum values, as well as quadrant analysis with the X axis or Actual Performance being the percentage of hypertension screening achievement and the Y axis or Regional Urgency is the percentage of risk factors for Non-Communicable Diseases. The results showed that as many as 31.6%–39.5% of health centers were in Quadrant I for each risk factor, indicating the need to prioritize increasing hypertension screening achievement in areas with a high burden of risk factors. Therefore, a policy strategy that is specifically formulated according to the priorities of health problems in high-risk areas is needed.
