Abstrak
Industri oil and gas memiliki risiko tinggi, dengan lingkungan kerja yang komplek (Methisen et.al.,2033). Terpapar dengan bahaya kimia, bahaya kebisingan, bahaya fisik dan stressor kognitif dan bahaya mekanikal dan bahaya listrik di laut lepas bisa mengakibatkan injuri dan fatality pada pekerja (Pasman, 2009). Lebih dari itu, bahaya terkait dengan kebocoran dan tumpahan minyak, kebakaran dan ledakan juga berpotensi merusak aset dan lingkungan (Tang et al., 2018). Kecelakaan dan insiden yang terjadi di Oil & Gas sektor tidak hanya merugikan manusia, tetapi juga kehilangan ekonomi dan kerusakan lingkungan. Beberapa kejadian kecelakaan yang terjadi menurut sejarah yang mengakibatkan kematian yaitu, Macondo (2010), BP Deepwater Horizon Tumpahan minyak yang mengerikan (2010), Piper Alpha yang menewaskan 167 orang meninggal (1988) dan kerugian £2 miliar asuransi, Mumbai (2005) dan BP Texas city refinery (2005). Budaya Keselamatan menjadi nilai utama dalam industri oil dan gas yang mencakup sikap, nilai dan perilaku keselamatan yang ada dalam organisasi. Kualitas budaya keselamatan secara langsung dipengaruhi oleh keselamatan individu (Ooshaksaraie et al., 2009, Wu et al., 2009). Budaya keselamatan menjadi hal yang sangat penting dalam manajemen risiko mitigasi risiko dalam industri oil dan gas lepas pantai (Adie et al., 2005). PT.XXX. Telah beroperasi sejak tahun 2017, dengan produksi Minyak dan gas yang berproduksi sekitar 450-600 Mmscfd dan condensate 1000 bopd dilepas pantai Selat Makassar, Kalimantan Timur. Berdasarkan statistik kecelakaan dari 2017-2021 telah terjadi recordable injury sebanyak 5 case dan telah terjadi penurunan sejak dari tahun 2021-2025 dimana tidak terdapat recordable injury. PT. XXX sudah menerapkan beberapa program kampanye dalam meningkatkan iklim keselamatan kerja sejak 2021, akan tetapi belum ada analisa terkait dengan program kampanye keselamatan tersebut berdampak positif dalam peningkatan iklim keselamatan kerja. Penelitian ini bertujuan untuk dapat menggambarkan bagaimana program kampanye keselamatan dalam meningkatkan iklim keselamatan kerja pada pekerja offshore, onshore dan office di PT. XXX

The oil and gas industry is high-risk, with a complex work environment (Methisen et al., 2033). Exposure to chemical hazards, noise hazards, physical hazards and cognitive stressors, as well as mechanical and electrical hazards on the high seas can lead to worker injuries and fatalities (Pasman, 2009). Furthermore, hazards associated with oil leaks and spills, fires, and explosions also have the potential to damage assets and the environment (Tang et al., 2018). Accidents and incidents in the oil and gas sector not only cause human harm but also economic losses and environmental damage. Some of the most recent accidents resulting in fatalities include Macondo (2010), the horrific BP Deepwater Horizon oil spill (2010), the Piper Alpha oil spill (1988), which claimed 167 lives and resulted in £2 billion in insurance losses, Mumbai (2005), and the BP Texas City refinery (2005). Safety culture is a core value in the oil and gas industry, encompassing the safety attitudes, values, and behaviors inherent within the organization. The quality of safety culture directly impacts individual safety (Ooshaksaraie et al., 2009; Wu et al., 2009). Safety culture is crucial for risk management and risk mitigation in the offshore oil and gas industry (Adie et al., 2005). PT. XXX has been operating since 2017, producing approximately 450-600 Mmscfd of oil and gas and 1,000 bopd of condensate offshore in the Makassar Strait, East Kalimantan. According to accident statistics from 2017-2021, there were five recordable injuries, with a decrease from 2021-2025, when there were no recordable injuries. PT. XXX has implemented several campaign programs to improve the workplace safety climate since 2021, but there has been no analysis regarding the safety campaign programs in improving the workplace safety climate. This study aims to 10 describe how the safety campaign program improves the work safety climate for offshore, onshore, and office workers at PT. XXX.
