Abstrak
Sektor konstruksi jalan dan jembatan memiliki risiko keselamatan dan kesehatan kerja yang tinggi karena melibatkan pekerjaan dinamis, penggunaan alat berat, mobilitas tinggi, pekerjaan struktur, serta kondisi lingkungan kerja yang kompleks. PT DEF telah menerapkan Sistem Manajemen Keselamatan dan Kesehatan Kerja (SMK3), namun penerapannya pada setiap proyek dapat berbeda karena dipengaruhi oleh karakteristik lokasi, sumber daya, budaya kerja, keterlibatan pekerja, dan dukungan pemangku kepentingan. Penelitian ini bertujuan untuk menganalisis penerapan SMK3 berdasarkan ISO 45001:2018 serta mengidentifikasi faktor pendorong dan penghambat pada tiga proyek konstruksi jalan dan jembatan Divisi Infrastruktur I PT DEF. Penelitian menggunakan desain deskriptif analitik dengan pendekatan kualitatif. Data dikumpulkan melalui wawancara mendalam terhadap 18 informan yang terdiri dari Project Manager, Site Engineering Manager, Site Operational Manager, QHSSE Manager, Supervisor Pekerja, dan pekerja, serta dilengkapi dengan observasi lapangan dan telaah dokumen. Analisis dilakukan berdasarkan Elemen ISO 45001:2018 dan divalidasi melalui triangulasi sumber dan metode. Hasil penelitian menunjukkan bahwa penerapan SMK3 pada ketiga proyek telah berjalan, tetapi tingkat penerapannya berbeda. Hasil penelitian menunjukkan bahwa penerapan SMK3 pada ketiga proyek secara umum telah berjalan, namun tingkat efektivitasnya masih bervariasi sesuai dengan karakteristik masing-masing proyek. Penerapan yang lebih optimal didukung oleh komitmen manajemen, keterlibatan pemangku kepentingan, pengawasan yang konsisten, dokumentasi yang tertib, serta tindak lanjut temuan yang terstruktur. Sementara itu, hambatan penerapan SMK3 terutama dipengaruhi oleh kondisi geografis dan akses logistik, keterbatasan sumber daya, serta partisipasi pekerja dan subkontraktor yang belum sepenuhnya optimal. Penelitian ini merekomendasikan penguatan partisipasi pekerja, pembinaan subkontraktor, evaluasi kinerja K3 berbasis indikator, tindak lanjut temuan yang terukur, serta strategi pengendalian risiko yang adaptif sesuai tingkat kompleksitas proyek.
Road and bridge construction projects have high occupational health and safety risks due to dynamic work activities, heavy equipment operation, high mobility, structural works, and complex working environments. PT DEF has implemented an Occupational Health and Safety Management System (OHSMS); however, its implementation may vary across projects due to differences in location characteristics, resources, work culture, worker involvement, and stakeholder support. This study aims to analyze the implementation of OHSMS based on ISO 45001:2018 and to identify the supporting and inhibiting factors in three road and bridge construction projects under Division Infrastructure I of PT DEF. This research employed an analytical descriptive design with a qualitative approach. Data were collected through in-depth interviews with 18 informants consisting of Project Managers, Site Engineering Managers, Site Operational Managers, QHSSE Managers, worker supervisors, and workers, supported by field observations and document reviews. The analysis was conducted based on the elements of ISO 45001:2018 and validated through source and method triangulation. The results show that OHSMS implementation in the three projects has generally been carried out, although its effectiveness varies according to the characteristics of each project. More optimal implementation is supported by management commitment, stakeholder involvement, consistent supervision, well organized documentation, and structured follow-up of findings. Meanwhile, the main barriers to OHSMS implementation include geographical and logistical access constraints, limited resources, and suboptimal participation of workers and subcontractors. This study recommends strengthening worker participation, subcontractor development, indicator-based OHS performance evaluation, measurable follow-up of findings, and adaptive risk control strategies according to each project’s complexity level.
