Abstrak
Industri pertambangan memiliki risiko kecelakaan kerja yang tinggi. PT X mengimplementasikan Mobile Apps pelaporan K3, namun efektivitasnya belum dievaluasi secara komprehensif. Penelitian ini bertujuan mengevaluasi efektivitas aplikasi tersebut melalui kelaikan sistem (TELOS), penerimaan pengguna (UTAUT2), dampaknya terhadap Safety Behavior pekerja, serta analisis leading dan lagging indicators keselamatan. Metode penelitian menggunakan desain kuantitatif deskriptif-eksplanatori dengan pendekatan cross-sectional (Maret–Mei 2026) di PT X, Kabupaten Tapin. Sampel terdiri dari 10 pakar manajemen (TELOS) dan 243 pekerja (UTAUT2 dan Safety Behavior). Analisis data menggunakan statistik deskriptif dan PLS-SEM dengan SmartPLS. Hasil TELOS berkategori Baik (grand mean 4,10) dan seluruh variabel UTAUT2 berada pada kategori Setuju. Uji PLS-SEM menunjukkan Hedonic Motivation dan Habit berpengaruh signifikan terhadap Behavioral Intention (R² = 0,776), sedangkan Habit, Behavioral Intention, dan Facilitating Conditions berpengaruh signifikan terhadap Use Behavior (R² = 0,731). Use Behavior berdampak positif-signifikan terhadap Safety Compliance dan Safety Participation, menempatkan Safety Behavior pada level sangat baik. Analisis leading indicator menunjukkan Rate Pemenuhan QSAP menurun dari 104,46% pada tahun 2024 menjadi 101,08% pada tahun 2025, atau turun 3,38 poin persentase, meskipun kedua capaian tetap melampaui target 100%. Analisis lagging indicators menunjukkan Frequency Rate (FR) Nearmiss meningkat dari 1,86 menjadi 3,13 dan Property Damage dari 1,46 menjadi 4,00; FR Fire Case menurun dari 0,53 menjadi 0,17, sedangkan MTI, LTI, dan Fatality tetap 0,00. Kesimpulannya, Mobile Apps PT X terbukti efektif pada tingkat kelaikan sistem (TELOS), penerimaan pengguna (Behavioral Intention), dan perilaku keselamatan individu (Safety Compliance dan Safety Participation), namun belum sepenuhnya efektif pada tingkat kinerja keselamatan organisasi, sebagaimana ditunjukkan oleh penurunan leading indicator dan kenaikan FR pada Nearmiss serta Property Damage. Temuan ini menegaskan bahwa efektivitas sistem informasi keselamatan perlu dinilai secara berjenjang, dari kelaikan teknologi hingga dampak nyata pada kinerja organisasi, dan bahwa penguatan pada dimensi organisasi (mekanisme tindak lanjut, konsistensi reward-punishment, dan kepemimpinan) menjadi kunci untuk menutup kesenjangan tersebut.

The mining industry is a high-risk sector for occupational accidents. PT X implemented Mobile Apps for OHS reporting, but its effectiveness has not been comprehensively evaluated. This study aims to evaluate the application's effectiveness across system feasibility (TELOS), user acceptance (UTAUT2), its impact on workers' Safety Behavior, and safety leading and lagging indicators. A quantitative descriptive-explanatory design with a cross-sectional approach was conducted from March to May 2026 at PT X, Tapin Regency. The sample included 10 managerial experts (TELOS) and 243 workers (UTAUT2 and Safety Behavior). Data were analyzed using descriptive statistics and PLS-SEM via SmartPLS. TELOS results showed a Good category (grand mean 4.10) and all UTAUT2 variables were in the Agree category. PLS-SEM results showed that Hedonic Motivation and Habit significantly influenced Behavioral Intention (R² = 0.776), while Habit, Behavioral Intention, and Facilitating Conditions significantly influenced Use Behavior (R² = 0.731). Use Behavior had a positive and significant effect on Safety Compliance and Safety Participation, placing Safety Behavior at a very good level. Leading-indicator analysis showed that the QSAP Fulfillment Rate declined from 104.46% in 2024 to 101.08% in 2025, a decrease of 3.38 percentage points, although both values remained above the 100% target. Lagging-indicator analysis showed that the Frequency Rate (FR) for Nearmisses increased from 1.86 to 3.13 and Property Damage from 1.46 to 4.00; the FR for Fire Cases declined from 0.53 to 0.17, while MTI, LTI, and Fatality remained at 0.00. In conclusion, Mobile Apps at PT X proved effective at the system feasibility, user acceptance, and individual safety behavior levels (Safety Compliance and Safety Participation), but was not yet fully effective at the organizational safety performance level, as indicated by the decline in the leading indicator and the increased FR for Nearmisses and Property Damage. This finding indicates that the effectiveness of a safety information system must be assessed in a tiered manner, and that strengthening organizational-level factors (corrective follow-up mechanisms, reward-punishment consistency, and leadership) is key to closing this gap.
