Abstrak
Pelayanan kesehatan di dunia telah berubah menuju pendekatan yang lebih berfokus pada pasien (patient-centered care) dimana secara umum dapat ditemukan pada rumah sakit di luar negeri. Sehingga manifestasi dari kondisi tersebut adalah meningkatnya fenomena wisata medis (medical tourism) di Indonesia. Salah satu upaya untuk mengantisipasi hal tersebut adalah melakukan kerja sama atau kolaborasi dengan instansi kesehatan global terbaik. Penelitian ini bertujuan menganalisa posisi kerja sama atau kolaborasi, faktor pendukung serta penghambat dan kontribusinya terhadap strategic value pada aspek peningkatan kualitas serta kapasitas SDM kesehatan dan pengembangan layanan rumah sakit. Penelitian menggunakan pendekatan kualitatif dengan desain studi kasus, dimana data primer didapatkan melalui wawancara mendalam terhadap 10 informan dari berbagai tingkat serta profesi dan didukung data sekunder yang relevan. Hasil menunjukkan bahwa posisi kolaborasi antara RS Pusat Pertamina dengan Mayo Clinic berada pada tingkatan coordinating menuju cooperating, dengan sebagian elemen awal menuju collaborating. Hal ini didukung dengan temuan bahwa selama periode kerja sama tahun 2023 s/d 2024, pengembangan kualitas dan kapasitas SDM kesehatan dilakukan melalui utilisasi program kolaborasi eBoard dilakukan sebanyak empat kali diskusi, eConsult dimanfaatkan secara aktif oleh tujuh KSM, AskMayoExpert dengan dua belas topik terbanyak di akses dan Grand round terlaksana tujuh kegiatan luring. Namun program affinity group tidak terlaksana selama kerja sama berlangsung. Kemudian program pengembangan layanan kesehatan One Day Chemotherapy berhasil mengadopsi layanan Mayo Clinic berupa Cancer Patient Navigator dan melakukan sertifikasi spesifik pada petugas kesehatan layanan Heart Failure Clinic
Healthcare services worldwide have shifted toward a more patient-centered approach, which is generally found in hospitals abroad. Consequently, this shift has led to a rise in medical tourism in Indonesia. One way to address this trend is through partnerships or collaborations with leading global healthcare institutions. This study aims to analyze the status of such partnerships or collaborations, their supporting and inhibiting factors, and their contribution to strategic value in terms of improving the quality and capacity of healthcare human resources and the development of hospital services. The study employs a qualitative approach using a case study design, in which primary data was obtained through in-depth interviews with 10 informants from various levels and professions, supplemented by relevant secondary data. The results indicate that the level of collaboration between Pertamina Central Hospital and the Mayo Clinic is at the “coordinating” stage, moving toward “cooperating,” with some initial elements pointing toward “collaborating.” This is supported by the finding that during the collaboration period from 2023 to 2024, the development of the quality and capacity of healthcare human resources was carried out through the utilization of the eBoard collaboration program, which involved four discussion sessions; eConsult was actively utilized by seven clinical departments; AskMayoExpert had twelve most-accessed topics; and seven in-person Grand Rounds were held. However, the affinity group program was not implemented during the partnership. Subsequently, the One Day Chemotherapy healthcare service development program successfully adopted the Mayo Clinic’s Cancer Patient Navigator service and provided specialized certification to healthcare staff at the Heart Failure Clinic.
