Abstrak
Permasalahan sampah menjadi isu yang terjadi secara global, nasional, hingga tingkat kota, termasuk di Kota Bogor yang sebagian besar timbulan sampahnya berasal dari sampah rumah tangga. TPS 3R hadir sebagai upaya pengelolaan sampah berbasis komunitas melalui kegiatan pemilahan, pengolahan, dan daur ulang, yang efektivitasnya bergantung pada keterkaitan komponen input, proses, dan output. Penelitian ini bertujuan untuk menganalisis sistem pengelolaan sampah di TPS 3R KSM Tamansari Persada Kelurahan Cibadak, Tanah Sareal, Kota Bogor berdasarkan ketiga komponen tersebut beserta keterkaitannya. Penelitian ini menggunakan desain deskriptif kualitatif yang didukung data kuantitatif sekunder, dengan pengumpulan data melalui observasi dan wawancara mendalam kepada empat informan, yaitu pengurus KSM, petugas lapangan, masyarakat pengguna, dan pihak kelurahan, serta data pencatatan harian pengelolaan sampah selama empat belas bulan (2025-2026). Hasil penelitian menunjukkan bahwa komponen input tersedia secara jumlah dan kelengkapan awal, tetapi belum dikelola secara optimal, terutama karena petugas lapangan masih berada di bawah kewenangan RT, bukan KSM, sehingga memengaruhi pemanfaatan sarana prasarana, pengelolaan pendanaan, keberlanjutan partisipasi masyarakat, dan pembinaan kelembagaan. Proses operasional menunjukkan penyempitan cakupan kegiatan 3R, di mana pemilahan bergeser dari masyarakat ke petugas dan pengolahan hanya terbatas pada pengomposan sederhana. Dari total 147.690 kg sampah yang tercatat, sampah organik yang diolah sebesar 32.086 kg (21,7%), anorganik 32.258 kg (21,9%), sedangkan residu masih mendominasi sebesar 83.346 kg (56,4%). Ketiga komponen tersebut saling berkaitan membentuk satu kesatuan sistem, di mana kelemahan pada komponen input berdampak pada proses dan output, serta output yang belum optimal kembali menurunkan partisipasi masyarakat. Penelitian ini merekomendasikan perbaikan tata kelola sumber daya manusia dan penguatan pembinaan kelembagaan secara berkelanjutan agar sistem pengelolaan sampah TPS 3R dapat berjalan lebih optimal.
Waste management has become a global, national, and city-level issue, including in Bogor City, where most of the generated waste originates from households. The 3R Waste Reduction Facility (TPS 3R) was established as a community-based waste management effort through sorting, processing, and recycling activities, the effectiveness of which depends on the interrelation between input, process, and output components. This study aims to analyze the waste management system at TPS 3R KSM Tamansari Persada, Cibadak Village, Tanah Sareal, Bogor City, based on these three components and their interrelation. This research used a descriptive qualitative design supported by secondary quantitative data, with data collected through observation and in-depth interviews with four informants, namely the KSM management, field officers, community members, and the local sub-district (kelurahan) representative, as well as fourteen months (2025-2026) of daily waste record data. The results show that the input component was available in terms of quantity and initial completeness, but had not been managed optimally, mainly because field officers remained under the authority of the neighborhood unit (RT) rather than the KSM, which affected the utilization of facilities and infrastructure, financial management, the sustainability of community participation, and institutional support. The process component showed a narrowing of 3R activities, in which waste sorting shifted from the community to the officers, and processing was limited to simple composting. Of the total 147,690 kg of recorded waste, 32,086 kg (21.7%) of organic waste and 32,258 kg (21.9%) of inorganic waste were processed, while residual waste remained dominant at 83,346 kg (56.4%). The three components were found to be interrelated as a single system, in which weaknesses in the input component affected the process and output, and the suboptimal output, in turn, further reduced community participation. This study recommends improving human resource governance and strengthening continuous institutional support so that the TPS 3R waste management system can function more optimally.
