Penelitian ini bertujuan untuk mengetahui terkait faktor-faktor yang berhubungan dengan utilisasi rawat inap tingkat lanjut (RITL) di FKRTL oleh peserta JKN di wilayah Provinsi Sulawesi Utara pada tahun baik sebelum pandemi COVID-19 (2019) dan saat pada pandemi COVID-19 (2020). Penelitian ini bersifat kuantitatif dengan desain studi cross-sectional menggunakan data sekunder berupa Data Sampel BPJS Kesehatan 2019-2020. Sampel yang diperoleh berasal dari metode total sampling, sehingga sampel yang memenuhi kriteria inklusi dan ekslusi akan diikutsertakan. Total sampel yang diperoleh pada tahun 2019 sebesar 24.748, sedangkan total sampel yang diperoleh pada tahun 2020 sebesar 25.902 peserta. Uji hubungan dianalisis melalui uji Single Logistic Regression. Hasil dari penelitian menunjukkan bahwa secara keseluruhan terjadi penurunan utilisasi rawat inap setelah pandemi COVID-19 dibandingkan sebelum pandemi COVID-19. Layanan RITL baik pada saat sebelum pandemi COVID-19 (2019) maupun saat pandemi COVID-19 (2020) banyak diakses oleh peserta kelompok lansia (7,39% dan 4,13%), kelompok perempuan (6,49% dan 4,46%), kelompok peserta dengan status cerai (12,16% dan 6,58%), kelompok istri (7,44% dan 6,06%), kelompok peserta dengan riwayat PM dan PTM (11,36% dan 7,78%), kelompok hak kelas rawat I (7,67% dan 6,54%), kelompok segmentasi PBPU (9,66% dan 8,53%), kelompok yang pernah mengakses rawat jalan di FKTP (9,09% dan 5,89%) dan FKRTL (17,51% dan10,85%), peserta yang terdaftar di FKTP jenis klinik (8,04% dan 6,64%), peserta yang terdaftar di FKTP milik swasta (7,19% dan 5,84%), dan kelompok peserta yang tinggal di kota (6,03% dan 4,20%). Seluruh variabel memiliki hubungan yang bermakna dengan utilisasi RITL baik sebelum pandemi COVID-19 ataupun saat pandemi COVID-19.

This study aims to determine the factors related to the utilization of advanced inpatient care (RITL) in FKRTL by JKN participants in the North Sulawesi Province in the year both before the COVID-19 pandemic (2019) and during the COVID-19 pandemic (2020). This research is quantitative with a cross-sectional study design using secondary data in the form of BPJS Health Sample Data 2019-2020. The sample obtained came from the total sampling method, so that samples that meet the inclusion and exclusion criteria will be included. The total sample obtained in 2019 was 24,748, while the total sample obtained in 2020 was 25,902 participants. The relationship test was analyzed through the Single Logistic Regression test. The results of the study show that overall there is a decrease in inpatient utilization after the COVID-19 pandemic compared to before the COVID-19 pandemic. RITL services both before the COVID-19 pandemic (2019) and during the COVID-19 pandemic (2020) were widely accessed by participants in the elderly group (7.39% and 4.13%), women (6.49% and 4. 46%), the group of participants with divorced status (12.16% and 6.58%), the group of wives (7.44% and 6.06%), the group of participants with a history of PM and PTM (11.36% and 7, 78%), the right to care class I (7.67% and 6.54%), the PBPU segmentation group (9.66% and 8.53%), the group who had accessed outpatient care in FKTP (9.09% and 5.89%) and FKRTL (17.51% and 10.85%), participants registered in clinic type FKTP (8.04% and 6.64%), participants registered in privately owned FKTP (7.19% and 5.84%, and the group of participants who live in cities (6.03% and 4.20%). All variables have a significant relationship with RITL utilization both before the COVID-19 pandemic or during the COVID-19 pandemic.
