Penelitian ini bertujuan menilai kesiapan sistem informasi Rumah Sakit Pusat Otak Nasional dalam mengimplementasikan metode Activity-Based Costing (ABC) untuk evaluasi biaya satuan pada tahun 2024. Kebutuhan terhadap sistem informasi rumah sakit sangat krusial untuk mendukung otomatisasi dan evaluasi unit cost dengan ABC yang berkala. Desain penelitian menggunakan pendekatan kualitatif dengan metode studi kasus menggunakan asesmen mandiri yang dikembangkan untuk menilai kesiapan implementasi metode ABC, berfokus pada aspek Human-Organization-Technology-Environment (HOT-E). Asesmen mandiri diisi oleh tim tarif atau unit cost rumah sakit dan dikonfirmasi melalui wawancara. Hasil menunjukkan bahwa dimensi sumber daya manusia memiliki kesiapan yang paling tinggi dengan skor rata-rata 2,8 dari 4. Dimensi teknologi dan lingkungan masing-masing 2,5 dari 4. Namun, dimensi manajemen menunjukkan kesiapan terendah dengan skor rata-rata 2,1 karena belum tersedianya standar prosedur penggunaan ABC untuk evaluasi unit cost dan belum masuknya evaluasi unit cost sebagai indikator kinerja utama rumah sakit. Sebagai upaya memastikan keberhasilan implementasi ABC, diperlukan pengembangan fitur analisis biaya dalam sistem informasi rumah sakit, pelatihan berkelanjutan, dan pengembangan standar implementasi yang jelas. Penelitian ini memberikan panduan bagi rumah sakit dalam mempersiapkan implementasi ABC secara lebih komprehensif.
This research aims to assess the readiness of the information system at the National Brain Center Hospital in implementing the Activity-Based Costing (ABC) method for evaluating unit costs in 2024. The need for a hospital information system is very crucial to support automation and periodic evaluation of unit costs with ABC. The research design uses a qualitative approach with a case study method using an independent assessment developed to assess readiness to implement the ABC method, focusing on the Human-Organization-Technology-Environment (HOT-E) aspect. The self-assessment is completed by the hospital's rate or unit cost team and confirmed through an interview. The results show that the human resources dimension has the highest readiness with an average score of 2.8 out of 4. The technology and environmental dimensions each have 2.5 out of 4. However, the management dimension shows the lowest readiness with an average score of 2. 1 because there is no standard procedure for using ABC for unit cost evaluation and unit cost evaluation has not been included as a main hospital performance indicator. In an effort to ensure the success of ABC implementation, it is necessary to develop cost analysis features in hospital information systems, continuous training, and develop clear implementation standards. This research provides guidance for hospitals in preparing to implement ABC more comprehensively.
