Tesis ini membahas pelaksanaan program KB di Kabupaten Lebak di era otonomi daerah pasca dikeluarkannya PP Nomor 38/2007 dan PP Nomor 41/2007 dilihat dari pengaruh struktur birokrasi, sumber daya manusia, dan ketepatan alokasi anggarannya terhadap pencapaian target hasil program KB di Kabupaten Lebak. Penelitian ini adalah penelitian kualitatif dengan desain penelitian deskriptif analitik. Hasil penelitian menemukan bahwa struktur birokrasi dalam pelaksanaan KB di Kabupaten Lebak belum berjalan maksimal, baik dari struktur organisasi yang belum mencakup aspek penting program KB, dan belum adanya SOP untuk pelaksanaan Program KB, serta kurangnya koordinasi antar instansi. Selain itu, penelitian ini juga menemukan penurunan sumber daya manusia baik dari segi kuantitas maupun kualitas. Alokasi anggaran Program KB yang ada di Kabupaten Lebak jumlahnya masih minim. Hasil penelitian menunjukkan bahwa belum tercapainya target program KB di Kabupaten Lebak dipengaruhi oleh ketiga variabel tersebut. Untuk itu perlu adanya komitmen yang kuat dari Pemerintah Daerah Kabupaten Lebak untuk menjadikan Program KB menjadi Program prioritas di Kabupaten Lebak.

This thesis discusses the implementation of Family Planning Program in Lebak Regency during Regional Autonomy Era after the publication of PP No. 38/2007 and PP No. 41/2007 from the perspective of bureaucratic structure, human resources, and budget allocation accuracy. This research is a qualitative research with analytic descriptive research design. The research found that bureaucratic structure in the implementation of family planning program in the regency is not yet well managed, organization structure has not yet covers the important aspect of the family planning program, the SOP has not yet been formed and there is lack of coordination between the organizations. There is also qualitatively and quantitatively decreasing of human resources. The budget allocation for family planning program in Lebak was not adequate. The result of this research shows that the three variables are the main reasons of the failure of the targets achievement. Therefore, it is important for Lebak government to have strong commitment to make family planning program in this regency as a priority.
