Barang Milik Kekayaan Negara, adalah bagian dari kekayaan negara yang harus dikelola dengan baik, pengelolaan ini dilaksanakan secara transparan, bersih dan bebas dari penyalahgunaan kekuasaan. Pengelolaan BMKN adalah dengan melakukan penatausahaan, yakni pencatatan, pendaftaran, pembukuan dan pelaporan secara baik sesuai dengan peraturan-peraturan yang telah ada. Menurut pengamatan, penatausahaan BMKN pada Kantor Wilayah Depkes Propinsi Sumatera Barat belum berjalan seperti yang diharapkan, ini terbukti tidak dijumpai dokumen-dokumen barang pada tiap Bidang dan Bagian dilingkungan Kantor Wilayah dan belum melaksananya penomoran atas barang-barang inventaris, serta belum dilakukan pelaporan secara berkala. Adapun tujuan penelitian ini untuk memperoleh informasi penyebab tidak terlaksananva ketatausahaan BMKN ini dengan semestinya yang dilihat dari pendekaan sistem, yang terdiri dari komponen masukan, proses dan keluaran. Sebagai komponen masukan adalah Tenaga pengelola/pengurus barang yang dilihat dari pengetahuan, lama bekerja, beban kerja dan sikap. Proses pengadaan barang dan ketersediaan dokumen dan peraturan. Komponen proses dilihat dari gambaran perencanaan dan penentuan kebutuhan, pengorganisasian, penggerakan dan pengawasan, sedangkan dari proses keluaran adalah terlaksananya tertib penatausahaan barang. Penelitian ini dilakukan dengan memakai metoda kualitatif, dimana pengumpulan data dilakukan dengan melaksanakan wawancara mendalam (WM) dengan Kepala Kantor Wilayah Koordinator Administrasi, Kepala Bidang dan Bagian, Pengurus / pengelola barang dan Pemimpin royek dilingkungan Kantor Wilayah Depkes Propinsi Sumatera Barat. Dari hasil penelitian ini terlihat tingkat pengetahuan tenaga pengurus / pengelola barang di tangan, tentang penatausahaan barang dirasakan sangat rendah, serta lama bekerja sangat bervariasi dan semua tenaga pengelola barang mempunyai beban kerja yang rangkap dan sikap yang kurang serius. Dokumen-dokumen barang belum tersedia diruangan-ruangan Bagian dan bidang. Untuk terlaksananya tertib penatausahaan BMKN ini perlu dilakukan peningkatan profesionalisme pengurus / pengelola barang tentang penatausahaan barang, tidak memangku tugas rangkap dan disarankan supaya tenaga pengurus/ pengelola barang diangkat sebagai tenaga fungsional yang mendapat tunjangan fungsional, serta meningkatkan pembinaan dan pengawasan dari atasan langsung. Dari pihak penanggung jawab barang pada Kantor Wilayah diharapkan dapat selalu memberikan pembinaan dan umpan balik yang terjadwal.
System Analysis of State Property Administration in Regional Office of West Sumatra Province Year 2000 State property is part of the state assets that must be managed properly, and this management is done in transparent way, clean and free from abuse of power. Management of state property is done by administration, namely recording, listing, filing and reporting property according to the prevailing regulations. According to observation, administration of state property in Regional Office of Health Department of West Sumatra Province has not been done as expected. This is because the lack of documents of the property in each department and section within the Regional Office and the absence of numbering of inventories, and the absence of periodic report. While the purpose of this research is to obtain the information regarding the cause why the state property administration is not implemented properly that can be seen in terms of system approach consists of input,? process and output components. The input components is the administrative personnel for the inventories in terms of knowledge, tenure, workload and attitude, inventories purchase process and availability of documents and regulation, The process component can be seen from the planning and need, organization, motivation and supervision while output process is the good implementation of inventories administration, this research is done by using qualitative method. in which the data collection is done by conducting in-depth interview with the Regional Office. Administration Coordinator, Department and Section Head, Management and Project Officer within the Regional Office of Health Department of West Sumatra. From this research it can be seen in the level of knowledge of the management. Administration knowledge regarding inventories is low, and tenure is varied and all management personnel have double task and not serious. The inventories documents are not available in Department and Section rooms. For good implementation of state property administration the professionalism of the management personnel needs to be improved. They must not have double tasks and it is suggested that the management personnel appointed as functional personnel that receive functional bonus, and direction and supervision from immediate supervisor. It is expected that the personnel in charge for inventories in Regional Office always provide periodic direction and feed back.
Dalam penyelenggaraan upaya kesehatan Puskesmas, sumberdaya yang paling penting adalah sumberdaya manusia, karena sumberdaya manusialah yang akan mengendalikan sumberdaya lainnya sehingga dapat berfungsi dengan baik. Salah satu komponen sumberdaya manusia tersebut adalah tenaga perawat. Untuk melaksanakan pelayanan kesehatan Puskesmas yang baik diperlukan disiplin kerja dari setiap anggota. Masalah yang dianalisis pada penelitian ini adalah rendahnya disiplin waktu kerja perawat Puskesmas di wilayah Kecamatan Panti dan Kecamatan Rao Kabupaten Pasaman. Karena kegiatan pokok Puskesmas dilaksanakan oleh perawat, maka seharusnya perawat memiliki kemampuan yang handal dan mempunyai disiplin sehingga pelayanan Puskesmas dapat diwujudkan dengan baik. Tujuan penelitian ini adalah untuk diperolehnya gambaran tentang faktor-faktor yang berhubungan dengan disiplin waktu kerja perawat Puskesmas di wilayah Kecamatan Panti dan Kecamatan Rao Kabupaten Pasaman. Penelitian yang dilakukan merupakan penelitian deskriptif analitik dengan rancangan cross sectional untuk mengetahui faktor-faktor internal dan faktor-faktor eksternal apa saja yang berhubungan dengan rendahnya disiplin waktu kerja perawat Puskesmas di wilayah Kecamatan Panti dan Kecamatan Rao Kabupaten Pasaman. Sampel penelitian ini adalah seluruh perawat Puskesmas Kecamatan Panti dan Kecamatan Rao Kabupaten Pasaman sebanyak 30 orang. Analisis yang digunakan adalah analisis univariat dan bivariat yaitu t.test, korelasi dan regresi linear. Hasil penelitian menunjukkan bahwa faktor-faktor yang berhubungan dengan disiplin waktu kerja perawat Puskesmas di wilayah Kecamatan Panti dan Kecamtan Rao Kabupaten Pasaman adalah faktor eksternal meliputi; kepemimpinan, supervisi, sumber daya, dan imbalan. Penelitian ini menyarankan kepada pimpinan Puskesmas perlu dipertimbangkan dalam mengembangkan dan meningkatkan kualitas perawat dengan memberikan kesempatan pendidikan dan pelatihan secara lebih merata yang pada akhirnya meningkatkan disiplin waktu kerja.
In organizing health efforts in the Community Health Center, human resource is the most important resources, because people that will control other resources that all will run properly. One of the human resource component is nurse. In order to perform good health service in the Community Health Center, work discipline of each personnel is needed. The problem found out in this research is the low time discipline of the nurses of the Community Health Center in Sub-District of Panti and Sub-District of Rao, Regency of Pasaman. Because the major tasks of the Community Health Center is done by the nurses, it is necessary that the nurses have reliable skill and have good discipline that service of the Community Health Center can be realized properly. The purpose of this research is to obtain description regarding factors related to working time discipline of nurses in the Community Health Center in Sub-District of Panti and Sub-District of Rao, Regency of Pasaman. This research done is analytic descriptive research with cross sectional design to identify internal and external factors related the low discipline of nurses of the Community Health Center in Sub-District of Panti and Sub-Distract of Rao, Regency of Pasaman. Sample of this research is all nurses of the Community Health Center in Sub-District of Panti and Sub-District of Rao, Regency of Pasaman amounted to 30 nurses. The analysis used is univariate and bivariate analysis with t.test, correlation and linear regretion. The result of analysis indicates that the factors related to the working time discipline of nurses in the Community Health Center in Sub-District of Panti and Sub-District of Rao, Regency of Pasaman are external factors such as leadership, supervision, human resource, and reward. This research suggests that the head of the Community Health Center needs to consider the development and improvement of the nurses quality by giving education and training opportunity more proportionately that finally will improve the working time discipline.
Hasil penelitian menunjukan bahwa distribusi biaya yang dapat disediakan oleh masyarakat untuk setiap kali kunjungan di BP Umum minimum Rp.2.000, maksimum Rp.25.000, rata-rata Rp 9.200, Periksa kehamilan, bayi & anak minimum Rp.2.000, maksimum Rp.20.000, rata rata Rp 9.850, dan bila sakit gigi minimum Rp.3.000, maksimum Rp25.000; rata-rata Rp.10.050, dengan harapan adanya peningkatan kualitas layanan dan selalu diperiksa oleh dokter serta obat yang memadai. Hasil simulasi tarif dibandingkan biaya satuan normatif, tarif pesaing dan ATPI, maka tarif yang dapat direkomendasikan adalah untuk BP Rp 5.000, KIA, Rp 9.000, dan BP Gigi Rp. 12.500. Masyarakat yang tersingkir perlu diberikan subsidi silang, melalui upaya kartu sehat yang pengaturannya ditentukan bersama dengan pemerintah kecamatan dan desa. Puskesmas merupakan pilihan utama masyarakat Lubuk Alung Kabupaten Padang pariaman untuk mendapatkan pelayanan kesehatan. Masalah ini karena biaya puskesmas terjangkau, serta lokasi puskesmas dengan sarana transportasi relatif lancar.
In performing the price determination of public health center it is done in an arbitrary and political consideration, So that price of public health center services in is felt no Rational. The rational is price that try to consumer surplus. There are several factors to determine a rational price. One of them is determined based on public ability and willingness to pay for the health service, competitors price, and unit cost. With the ratification of Law No. 22 year 1999 regarding Regional Autonomy, the districts goverment is demanded to explore its own financial sources for its operations. The public health center is performing its 18 major programs needs a large amount of money, while the subsidy from the government is insufficient. While it must improve the quality of its services. So, one of the way to adjust the health community center according to the self-financing policy or pure self-financing is the recalculation of the actual rate of the health community services that must be paid by the customer. This research is a descriptive analysis by using Cross-Sectional method. It user interview to collect data interviview is conducted with visitors of public health center in the last month before the research is done.
The result of the research indicates that the cost distribution that can be covered by the people for each visit to General Health Clinic is at minimum of Rp. 2.000; and maximum Rp. 25.000; and average Rp. 9.200.- Mother and children care consultation at minimum of Rp 2.000.- and maximum Rp. 20.000.- and average Rp. 9.850.-, dental health care at minimum of Rp. 3.000.- and maximum Rp. 25.000.-and average Rp. 10.500.- , with the expectation that the quality of service will increase and always examine by doctors with sufficient medicines. The result of price simulation compared to normative unit - cost, the competitor's price ATP1 indicate that the price to be recommended for Health Clinic is Rp. 5.000.-, Mother and Children Health Clinic is Rp. 9.000: and Dental Clinic is Rp. 12.500. The disadvantaged people need to subsidized with cross-subsidy through health card, the arrangement of which can be done with the local government of sub-district and village. The public health center is the main choice of the people of Lubuk Alung, Padang Pariaman district to obtain health services, because the price of public health center reached and its location is accessible with relatively smooth transportation.
