Perencanaan kesehatan adalah salah satu fungsi yang dilaksanakan terlebih dahulu sebelum pelaksanaan fungsi-fungsi lainnya dalam manajemen. Rendahnya kualitas usulan .perencanaan kesehatan dapat disebabkan oleh berbagai faktor. Untuk mendapatkan gambaran tentang faktor-faktor tersebut perlu dilakukan penelitian, Penelitian ini dilaksanakan di Dinas Kesehatan Kota Padang Panjang yang diadakan selama bulan Oktober 2000 dengan menggunakan metode kualitatif memakai teknik wawancara mendalam dan diskusi kelompok terarah. Secara umum, penelitian ini menemukan adanya berbagai faktor yang diduga bahwa usulan perencanaan kesehatan tahunan di Dinas Kesehatan Kota Padang Panjang masih jauh dari sempurna. Dan dibuat oleh satu orang saja yakni Kepala Sub Bagian Tata Usaha. Hal ini disebabkan usulan perencanaan yang dibuat hanya bersifat lembaran kerja, tanpa mempunyai tujuan yang jelas, tidak berkesinambungan dan dibuat oleh tenaga perencana yang belum terlatih serta tidak memperkirakan faktor penghambat atau pendorong pada waktu pelaksanaan dan tidak dapat menyesuaikan keadaan oleh sangat jarangnya dilakukan bimbingan teknis tentang perencanaan, tidak adanya pendelegasian wewenang secara tertulis, kurangnya koordinasi lintas program dan lintas sektor, tidak terlibatnya staf secara penuh, pengetahuan dan kemampuan para perencana tentang proses perencanaan yang masih kurang serta tidak adanya supervisi tentang proses perencanaan. Berdasarkan hasil-hasil yang sudah dikemukakan di atas maka kualitas usulan tahunan kesehatan relatif rendah, disarankan agar Dinas Kesehatan Kota Padang Panjang melakukan pembenahan terhadap manajemen perencanaan kesehatan dengan menempatkan urusan perencanaan ke dalam struktur yang ada, meningkatkan Pembinaan tentang perencanaan, meningkatkan pengetahuan dan kemampuan perencanaan melalui pelatihan dan pendidikan. Hal lain yang perlu diperhatikan adalah perlunya pendelegasian wewenang secara tertulis, melibatkan staf secara penuh dan meningkatkan kerja lama. lintas program dan lintas sektor.
The Analysis of Factors Expected to Correlase to Low Quality of Proposed Annual Health Planning at Health Department of Padang Panjang District, 1999/2000Health planning is the first function which has to be done before doing the other management functions. Low quality of proposed annual health planning can be caused by many factors. This study was carried out at Dinas Kesehatan Kota Padang Panjang in October 2000. Data were collected through in depth interview, focus group discussion and observation. In general, this study found that the proposed annual health planning at Dinas Kesehatan Kota Padang Panjang is still low in quality. It was correlated with the form of proposed document which was made only in working sheet only, without clear direction, no continuation, no prediction to the strenght and weakness is in time of action, inability to adapt to the situation caused by poor technical guide in the process of health planning, no written delegation of authority, poor coordination and cooperation between program holders and correlated sectors, poor staff who involves fully in the health planning process, poor knowledge and skill in health planning, and no supervision about health planning. It seemed that the proposed was made by contrained worker. Based on the results above the the quality proposed annual health planting was low. It is suggested Dinas Kesehatan Kota Padang Panjang to look into health management by increasing the technical guide of health planning including knowledge and skill through training. Besides that, it is important to restrict the delegation of authority, to involve staffs fully in the health planning process and to increase the coordination and cooperation between program holders and other correlated sectors.

Abstrak:
Skripsi ini menganalisis bauran promosi layanan medical check up di RS AzzraBogor tahun 2013-2014. Permasalahan yang diangkat dalam penelitian ini adalah Berdasarkan data kunjungan medical check up dari tahun 2011-2014 dilihat jumlah kunjungan dari tahun ke tahun perubahan yang fluktuatif serta dilihat dari dataperusahaan yang bekerja sama untuk layanan medical check up adanya penurunanjumlah perusahaan yang bekerja sama dengan rumah sakit Azzra Bogor. Tujuan dari penelitian ini adalah mengetahui kegiatan bauran promosi layanan medical check updi rumah sakit Azzra tahun 2013-2014 dilihat dari aspek input, proses, output. Penelitian ini adalah penelitian kualitatif dengan melakukan wawancara mendalamterhadap manajer marketing, kepala bagian marketing dan staff marketing di rumahsakit Azzra Bogor. Dilakukan pula observasi dan telaah data sekunder dari rumahsakit. Hasil penelitian menunjukkan bahwa belum efektifnya kegiatan bauran promosi yang dilakukan oleh rumah sakit Azzra untuk layanan medical check up bagi perusahaan. Hal ini dapat dilihat dari jumlah kunjungan yang menurun dan cenderung tidak stabil.Kata kunci :Promosi, pemasaran, medical check up, koorporat

Abstrak:
BPJS sudah berjalan sejak tanggal 01 Januari 2014, salah satu program proteksisosial yang belum bergabung dengan BPJS, yaitu Jaminan Kesehatan Daerah(JAMKESDA) khususnya di daerah Kota Tangerang Selatan. Untuk itu perlu adanyasuatu evaluasi program JAMKESDA sehingga dapat menjadi pembanding antaraperencanaan dan kenyataan yang ada di lapangan serta dapat mengetahuipelaksanaan JAMKESDA setalah BPJS berjalan. Penelitian ini merupakan penelitiankualitatif yang menggunakan pendekatan sistem sehingga bertujuan untukmengertahui bagaimana input proses dan output program JAMKESDA pada eraJKN. Berdasarkan hasil penelitian, diketahui bahwa pelaksanaan programJAMKESDA sudah berjalan dengan baik. Kendala utama dalam programJAMKESDA di Dinas Kesehatan Kota Tangerang Selatan adalah terlambatnya klaimdari rumah sakit yang mengakibatkan terlambatnya pelaporan. Persiapan yangdilakukan untuk bergabung dengan BPJS pada tahun 2015 nanti adalah pegawaipelaksana program sedang melakukan validasi data ulang untuk mengetahui wargaTangerang Selatan yang layak untuk masuk dalam BPJS. Dengan demikian, tidakada perubahan yang signifikan pada program JAMKESDA di era JKN, hanya sajaperlu penambahan kualitas dan kuantitas pegawai serta peningkatan sarana dan prasarana, selain itu pelajaran yang dapat diambil ketika JAMKESDA bergabung dengan BPJS adalah perlunya kesiapan sistem, kebijakan pemerintah daerah serta puskesmas sebagai gate keeper.Kata kunci : Analisis pelaksanaan, Program JAMKESDA, JKN, Sistem
