Pengelolaan merupakan suatu proses untuk mencapai suatu tujuan tertentu yang harus dilakukan secara efektif dan efisien. Proses pengelolaan obat dapat berjalan dengan baik bila dilaksanakan dengan dukungan kemampuan sumber daya yang tersedia dalam suatu sistem.Tujuan utama pengelolaan obat di Kabupaten/Kota adalah agar tersedia obat dengan mutu yang baik, obat tersebar secara merata baik jenis dan jumlah sesuai dengan kebutuhan Puskesmas. Gudang Farmasi Kota Pangkalpinang saat ini sedang berusaha untuk melaksanakan tujuan tersebut. Untuk itu diperlukan suatu perencanaan strategis di Gudang Farmasi Kota Pangkalpinang dalam rangka menghadapi otonoini daerah tahun 2003-2005. Sebagai dasar untuk menyusun pereneanaan strategis telah dilakukan analisa lingkungan eksternal dan internal Gudang Farmasi Pangkalpinang dan ditemukan sejumlah faktor yang berperan sebagai peluang, ancaman, kekuatan, serta kelemahan bagi Gudang Farmasi Pangkalpinang.Perencanaan strategis ini disusun dengan melakukan metode penelitian operasional (Operational Research) pendekatan yang digunakan kualitatif melalui wawancara mendalam, sumber data sekunder dan observasi oleh peneliti sendiri.Pada visi Dinas Kesehatan kota Pangkalpinang ditetapkan visi Gudang Farmasi kota Pangkalpinang adalah untuk mencukupi kebutuhan obat di puskesmas dalam rangka menuju Pangkalpinang sehat 2008." Berikutnya dirumuskan padam beberapa misi untuk mengupayakan terwujudnya visi Gudang Farmasi adalah: 1) menjaga mutu obat terjamin, memenuhi kriteria khasiat, keamanan dan keabsahan obat yang diizinkan beredar dan mernenuhi syarat untuk memelihara dan meningkatkan pelayanan kesehatan, memadai, merata dan terjangkau di seluruh wilayah kota Pangkalpinang 2) Obat yang tersedia sesuai dengan kebutuhan nyata baik dalam jun lah dan jenis obat dalam jumlah yang cukup, kontinu dan tepat waktu.Tujuan jangka panjang Gudang Farmasi Kota Pangkalpinang adalah memantapkan kerjasama lintas sektoral dan lintas program serta menyediakan pelayanan obat dan alat kesehatan secara lengkap dengan jumlah dan jenis yang mencukupi kebutuhan di puskesmas, meningkatkan efesiensi dan produktivitas melalui pemanfaatan fasilitas yang ada, meningkat sistem informasi yang baik dan optimalisasi pemberdayaan sumber daya manusia di GFK.Perumusan strategi dilakukan melalui tiga tahap kegiatan dengan menggunakan dua matriks sebagai checklist. Tahap pertama (input stage) menggunakan matriks EFE dan IFE. Tahap kedua (tahap mencocokkan) yaitu dengan menggunakan matiks SWOT dan IE. Pada tahap ketiga (tahap keputusan) yaitu dengan menggunakan matriks QSPM. Pengambilan keputusan dilaksanakan secara konsensus melalui CDMG ( Consensus Decision Making Group).Nilai total EFE adalah 3,07 yang diperoleh dari hasil evaluasi lingkungan eksternal, ditunjukkan bahwa Gudang Farmasi Pangkalpinang dapat merespon peluang-peluang yang ada. Hasil evaluasi lingkungan internal dengan nilai total 2,84, menunjukkan bahwa Gudang Farmasi secara internal memiliki kekuatannya berada pada titik di atas rata-rata.Hasil penentuan strategi terpilih menunjukkan bahwa strategi yang sesuai bagi Gudang Farmasi Pangkalpinang adalah strategi intensif dan strategi integratif yang digunakan secara bersamaan, Sosialisasi dan pelaksanaan perencanaan strategis ini sebaiknya segera dilaksanakan secara periodik, serta dilakukan pemantauan dan evaluasi agar sesuai dengan visi, dan tujuan jangka panjang yang telah ditetapkan.Daftar bacaan : 30 (1977 - 2001)
Strategy Planning on Pharmacy Warehouse of Pangkalpinang City in the Occasion of Rural Autonomy, 2003-2005Management is a process to achieve the goal that should be conducted effectively and efficiently. The process of drug management could run smoothly if supported by human resources that available in a proper system. The specific objective of District Drug Management at district level is to provide drug in good quality; it disseminates equally distributed (number and types) according need of by the Health Center.The District Warehouse of Pangkalpinang City at the moment is trying to implement those goals. A strategic plan is needed to respons the district autonomy in 2003-2005. To achieve those goals, the external and internal environmental analysis at the District Warehouse of Pangkalpinang has been done is found that some factors underlying as the opportunity, threat, strength and weakness for District Warehouse of Pangkalpinang.This strategic plann was developed using operational research, qualitative approach through in-depth interview, secondary data analysis and observation.The vision of District Warehouse of Pangkalpinang is to provide sufficient drug at the Health Centers to achieve healthy Pangkalpinang in 2008." Mission: 1) To maintain the quality of drug, meet with the criteria of safety and validity of drug that allowed to be distributed, and met the condition to maintain and improve the quality of health service, sufficient, equally distributed, accessible throughout the Pangkalpinang City. 2) Available drugs meet need (number and types) i.e. with the disease pattern, sufficient continue and could be provided in time.The long term goals of District Warehouse, Pangkalpinang City is "to improve cooperation between inter sector and inter program, provides drug service and health supplies sufficiently both in number and types that needed by the Health Center, improving the efficiency and productivity through utilizing available facilities, develop good information system and empower the human resources at the GFK."The formulation of strategy is conducted through three steps; i.e. two matrixes as checklist were used. First step (input stage) used EFE and IFE matrixes. Second step (matching phase) used SWOT and IE matrixes. On the third step (decision step) used QSPM matrix. The decision-making was conducted by consensus through CDMG (Consensus Decision-Making Group).The total value EFE is 3.07 that obtained from the result of evaluation on external environmental, it is showed that District Warehouse of Pangkalpinang could respond the opportunities. The result of evaluation on internal environmental with total value is 2.84, it showed that the District Warehouse internally has its strength and the rating is above the normal standard.The result of selected strategy showed that the strategy that meet with the District Warehouse of Pangkalpinang is intensive and integrative strategies that should be used simultaneously.The socialization and implementation of this strategic plann should be implemented, as well as controlling and evaluation to correspond the vision, mission and the long terms goal.References: 30 (1977-2001).
In the incentive policy for health workers in regions dealing with COVID-19 (Innakesda) it is part of the health budget for handling COVID-19 which must be budgeted by local governments sourced from the Refocusing 8% DAU/DBH fund in 2021. It becomes interesting to further study the differences in the results of the implementation of the Innakesda policy carried out by the Regional Government where there are local governments that have succeeded in implementing this policy and there are also regional governments that have not succeeded in doing so. The success in this implementation can be seen from the availability of the budget and the realization of the incentive budget for health workers in the area. Therefore, it is interesting to know the factors that influence a region's success in implementing this policy. This research was conducted with a qualitative approach using in-depth interviews with several key informants and literature review. The analysis was conducted to see the success of Innakesda policy implementation from the dimensions of actors, content, context and processes in regional financial management. The location of the research was conducted in one of the areas that have successfully implemented the implementation of incentive policies for health workers in the regions, namely South Tangerang City. The conclusion of the study illustrates that there are situational context factors for handling the pandemic that rely on the role of health workers as the frontline as well as structural factors on the principle of decentralization of local government administration and humanitarian factors, this context also influences Political Will of the South Tangerang City government in implementing the Innakesda policy. Innakesda policy content in the harmonization of regulations in principle is in harmony with higher regulations to underpin the law on Innakesda policies and various efforts to evaluate policy implementation are also carried out by the central government and the results are used as input in making improvements to policy content in an effort to accelerate the realization of Innakesda in the Government South Tangerang City Area. Political Will of the Mayor of South Tangerang is a key role in the policy implementation process in regional financial management from the planning and budgeting stages in the integration and coordination of refocusing and budget reallocation while maintaining conformity/alignment of achieving RPJMD targets and staying focused on the COVID-19 handling program and Innakesda by looking at budgeting ability. For the implementation and administration stages, the principles of order and compliance in regional financial management are supported by a realization reporting system by utilizing technology in the Planning, Budgeting and Reporting Management Information System (SIMRAL). The research recommends that the South Tangerang City Government make improvements to the Regional Regulation on Disaster Management. Local governments in Indonesia make local regulations on non-natural disaster management with details related to budgeting, recording and reporting as well as maximizing the role of APIP. In determining the provision of incentives for Health Workers, the Ministry of Finance continues to pay attention to regional financial capabilities and the Ministry of Home Affairs continues to encourage Regional Governments to implement the Regional Government Information System (SIPD) properly.
