Manajemen farmasi yang efektif berperan krusial bagi operasional rumah sakit, serta memengaruhi statusnya sebagai cost center atau revenue center. Rumah Sakit Utama merupakan rumah sakit di wilayah kepulauan yang sering menghadapi tantangan dalam variabilitas waktu pengiriman obat, sehingga IFRS Utama memerlukan sistem logistik farmasi yang baik untuk menjamin ketersediaan obat secara efisien. Penelitian ini menganalisis sistem perencanaan dan pengendalian obat di RS Utama saat ini, sekaligus mengevaluasi potensi peningkatannya dengan mensimulasikan penerapan metode ABC Indeks Kritis (yang mengklasifikasikan obat menjadi kategori A, B, C berdasarkan data penggunaan periode Oktober 2024 – Maret 2025) yang dikombinasikan dengan perhitungan safety stock, reorder point, dan economic order quantity secara spesifik untuk obat Kategori A. Model perencanaan dan pengendalian perbekalan farmasi usulan ini kemudian disimulasikan dan kinerjanya dibandingkan dengan metode yang saat ini digunakan oleh rumah sakit, dengan evaluasi terfokus pada dampaknya terhadap nilai persediaan dan Inventory Turnover Ratio (ITOR) obat kategori A Indeks Kritis. Hasil simulasi menunjukkan bahwa metode yang diusulkan, berpotensi menghasilkan penurunan substansial pada rata-rata nilai persediaan serta peningkatan ITOR . Penelitian ini diharapkan memberikan kontribusi empiris dan landasan strategis bagi RS Utama dalam upaya optimalisasi sistem manajemen logistik farmasi, guna meningkatkan efisiensi operasional dan menjamin ketersediaan obat secara lebih efektif.

Effective pharmaceutical management is vital, determining whether the pharmacy as a cost or revenue center. For Utama Hospital, operating in an archipelagic region with variable drug delivery times, a highly efficient pharmaceutical logistics system at its Pharmacy Installation is essential for ensuring consistent and efficient drug availability. This study, therefore, analyzes Utama Hospital's current drug planning and control system, exploring potential improvements by simulating a new model that integrates an ABC-Criticality Index classification with calculations for safety stock, reorder point, and economic order quantity (EOQ). To achieve this, the research methodology involved analyzing drug usage data (October 2024 – March 2025), classifying drugs into categories A, B, and C using an ABC-Criticality Index approach, and then calculating key inventory parameters—safety stock, reorder point, and EOQ—specifically for Category A drugs. The proposed pharmaceutical supply planning and control model, incorporating these parameters, was subsequently simulated. Its performance was then benchmarked against the hospital's current methods, with a focused evaluation on changes to inventory value and the Inventory Turnover Ratio (ITOR) for these critical Category A drugs. The simulation revealed that the proposed method holds strong potential for substantially decreasing average inventory value while significantly boosting the ITOR. This research aims to offer an empirical contribution and strategic framework, enabling Utama Hospital to optimize its pharmaceutical logistics for enhanced operational efficiency and more effective, timely drug availability. Pengendalian adalah proses yang digunakan oleh manajer untuk memastikan bahwa aktivitas yang sebenarnya sesuai dengan rencana. Pengendalian bermanfaat untuk mengevaluasi seluruh kegiatan. Keberhasilan tujuan manajemen farmasi akan tergantung dari unsur-unsur pengendalian yang ada. Instalasi Farmasi merupakan satu-satunya unit kerja dirumah sakit yang bertanggung jawab dalam pengelolaan barang farmasi dan mempunyai kedudukan yang sejajar dengan instalasi lainnya. Kelebihan atau kekosongan persediaan obat dan alkes pada waktu tertentu menunjukkan bahwa pengendalian terhadap pengelolaan obat dan alkes di Instalasi Farmasi Rumah Sakit kurang baik. Temuan di Instalasi Farmasi RSD Ciawi menunjukkan bahwa sistem pengendalian obat dan alkes kurang baik sehingga mengakibatkan overstock dan out of stock. Penelitian ini dilakukan di RSD Ciawi yang bertujuan untuk menganalisa sistem pengendalian obat dan alkes kebutuhan dasar ruangan Rawat Inap di Instalasi Farmasi, tujuan khusus mengidentifkasi dan menganalisa faktor-faktor yang mempengaruhi setiap unsur pengendalian. Penelitian merupakan studi kasus dengan pendekatan kualitatif. Data dan informasi mengenai sistem pengendalian Obat dan alkes kebutuhan dasar ruangan Rawat Inap diperoleh dengan cara in-depth interview terhadap pejabat struktural dan staf pelaksana. Pengumpulan data melalui telaah dokumen serta pengamatan di lapangan. Hasil penelitian menunjukkan bahwa pengorganisasian yang belum efektif, kebijakan yang belum terarah, penyusunan rencana kerja belum optimal, pencatatan dan pelaporan yang belum baik, anggaran yang teratas dan belum terbentuknya pcngawasan intern. Dalam pembahasan diulas tentang kondisi RSD Ciawi scat ini melalui wawancara, meneliti data sekunder serta pengamatan di lapangan dibandingkan dengan teori manajemen pengendalian logistik. Pembahasan menguraikan tentang struktur yang baik, menegaskan kembali uraian tugas tiap unit kerja, menyusun kebijakan tentang standar terapi dan formularium, proses pengendalian obat dan alkes di Instalasi Farmasi. Kesimpulan yang didapat dari basil penelitian bahwa proses pengendalian obat dan alkes kebutuhan dasar ruangan di Instalasi Farmasi RSD Ciawi masih kurang optimal, sehingga banyak terjadi over stock dan out of stock.

Research result indicate that organization which not yet effective, policy which not yet directional, compilation of plan work not yet optimal, reporting and record-keeping which not yet good, limited budget and not yet been formed by internal control him. Is under consideration commented by concerning condition of RSD Ciawi in this time through interview, accurate data of secondary and also perception in field compared to management theory operation of logistics. Solution elaborate concerning good structure, re-affirming the breakdown of duty every activity unit, compiling policy concerning therapy standard and of formularium, process controlling drug of and medical equipment in Installation Pharmacy. Got conclusion of research result that process controlling of and medical equipment inpatient requirement in Installation Pharmacy of RSD Ciawi still less optimal, so that happened many over stock and out of stock.
Pharmaceutical supplies must be managed well for the smooth running of hospital services and finances. Management of hospital pharmaceutical supplies starts from the flow of planning and procurement of medicines in the hospital. An appropriate planning system is needed for managing planning and supplies in hospitals so that efficiency in the drug procurement process can be achieved. Hermina Medan Hospital made changes to its medicine planning system from initially using a min-max system to a Pareto system. This research aims to compare the level of efficiency of the two systems. This research was conducted using operational research on drug samples resulting from ABC analysis and combining qualitative methods. The results of ABC analysis based on usage values during August and September 2023 showed that category A drugs represent 80% of the total value of UHC drug supplies in pharmacy installations. The research results show that by comparing calculations for planning the procurement of category A drugs using the Pareto and min-max systems, the total inventory cost is lower using the min-max system. Procurement planning using a min-max system can be better if the calculation of drug use is routinely controlled and the procurement planning process is assisted by a better information system. It is hoped that the research can be continued for a longer period so that inventory cost assessments can be more accurate.
Latar belakang: Kementerian Kesehatan memperkenalkan Kelas Rawat Inap Standar (KRIS) untuk meningkatkan kualitas layanan kesehatan di rumah sakit. Untuk implementasi dan pengelolaan KRIS yang efektif, diperlukan pendekatan yang komprehensif seperti Balanced Scorecard (BSC). BSC menyediakan kerangka kerja holistik untuk mengukur dan mengelola kinerja rumah sakit dari perspektif keuangan, pelanggan, proses bisnis internal, serta pembelajaran dan pertumbuhan. Tujuan penelitian: Penelitian ini bertujuan untuk mengetahui strategi untuk meningkatkan pendapatan RS dalam penerapan KRIS- JKN di Rumah Sakit Budi Kemuliaan Batam. Metodologi penelitian: Penelitian ini menggunakan pendekatan kualitatif dengan desain studi kasus dengan tujuan memperoleh gambaran tentang strategi peningkatan pendapatan RS Budi Kemuliaan Batam dalam penerapan kebijakan KRIS-JKN dengan Metode Balanced Scorecard. Penelitian ini dilaksanakan dari bulan April 2024 hingga bulan Juni 2024. Hasil penelitian: Pada perspektif keuangan strategi yang diterapkan adalah pengelolaan biaya dan optimisasi pendapatan dari layanan JKN. Perspektif pelanggan menekankan pada peningkatan kualitas layanan dan kepuasan pasien, yang secara langsung berdampak pada peningkatan kunjungan serta memberikan pelatihan komunikasi efektif. Perspektif proses bisnis internal strateginya melakukan diversifikasi pelayanan dari pelayan yang sudah ada salah satunya adalah membuka poli eksekutif dan poli tumbuh kembang anak. Perspektif pembelajaran dan pertumbuhan melakukan pelatihan dan pengembangan kompetensi staf Kesimpulan: Penerapan Balanced Scorecard di rumah sakit Budi Kemuliaan Batam memberikan kerangka kerja yang komprehensif dan terukur untuk meningkatkan pendapatan rumah sakit. Ini melibatkan empat perspektif utama: keuangan, pelanggan, proses bisnis internal, serta pembelajaran dan pertumbuhan. Background: The Ministry of Health has introduced the Standard Inpatient Class (KRIS) to improve the quality of healthcare services in hospitals. For effective implementation and management of KRIS, a comprehensive approach such as the Balanced Scorecard (BSC) is needed. BSC provides a holistic framework for measuring and managing hospital performance from the perspectives of finance, customer, internal business processes, and learning and growth. Objective:. This study aims to identify strategies to increase hospital revenue in the implementation of KRIS-JKN at Budi Kemuliaan Hospital Batam. Methode: This research uses a qualitative approach with a case study design to obtain an overview of the revenue enhancement strategies at Budi Kemuliaan Hospital Batam in the implementation of the KRIS-JKN policy using the Balanced Scorecard Method. The study was conducted from April 2024 to June 2024 Results: In the financial perspective, the strategies implemented are cost management and revenue optimization from JKN services. The customer perspective emphasizes improving service quality and patient satisfaction, which directly impacts increased visits and includes providing effective communication training. The internal business processes perspective involves diversifying services from existing ones, such as opening an executive clinic and a child development clinic. The learning and growth perspective focuses on training and developing staff competencies Conclusion: The implementation of the Balanced Scorecard at Budi Kemuliaan Hospital Batam provides a comprehensive and measurable framework to increase hospital revenue. It involves four main perspectives: financial, customer, internal business processes, and learning and growth. The primary focus is on cost management and revenue optimization, improving service quality and patient satisfaction, operational efficiency and information technology enhancement, as well as staff training and competency development.
