Usaha untuk meningkatkan pelayanan kesehatan di rumah sakit meliputi beberapa faktor yang harus dilakukan secara terpadu dan berkesinambungan. Ketersediaan obat di rumah sakit merupakan salah satu faktor yang penting, karena obat merupakan salah satu faktor dalam proses penyembuhan, pemulihan dan penyelamatan jiwa penderita. Pengendalian persediaan obat menjadi salah satu kunci utama dalam proses pelayanan kesehatan di rumah sakit.Penelitian ini bertujuan untuk melihat apakah manajemen Rumah sakit Polpus RS Sukanto dalam pengendalian persediaan obat di Instalasi Bedah Sentral telah optimal dilaksanakan, serta mengidentifikasi persediaan obat dengan cara melihat besarnya nilai investasi, volume pemakaian, berikut nilai kritisnya, dan identifikasi obat berdasarkan nilai Vital, Esensial dan Normal dari setiap obat.Penelitian bersifat studi kasus dengan menggunakan pendekatan kualitatif, Metode yang dipakai adalah diskriptif analitik dengan cara menggambarkan kondisi manajemen Rumah Sakit dan manajemen persediaan obat berdasarkan analisis kualitatif dan analisis kuantitatif untuk Analisis ABC, Analisis ABC Indeks kritis dan TEN dengan menggunakan data penggunaan obat periode Januari 2001 - Desember 2001.Populasi penelitian terdiri dari 70 jenis obat. Data primer dikumpulkan dengan wawancara kualitatif, observasi dan kuesioner, sedangkan data sekunder diperoleh dari laporan mingguan, bulanan, dan tahunan.Dari hasil penelitian didapat bahwa manajemen persediaan obat di Instalasi Bedah Sentral RS Polpus RS Sukanto belum berjalan dengan baik, hal ini terlihat dari adanya keterlambatan operasi karena keterlambatan obat di Instalasi Bedah Sentral. Faktor yang menyebabkan tidak optimalnya manajemen adalah sumber daya manusia yang kurang khususnya Kasubbid penunjang medis dan Ka Instalasi Farmasi dalam perencaanaan.Dari hasil penelitian terhadap 70 jenis obat yang dipergunakan di instalasi bedah sentral didapatkan obat-obatan yang masuk golongan vital sebesar 53 item (78%), dengan nilai investasi sebesar Rp. 379.757.700,00 (94%). Berdasarkan analisa ABC Indeks Kritis didapatkan golongan obat yang termasuk obat A sebanyak 30 item (42.86%) dengan nilai investasi sebesar Rp. 378.012.600 (93%), golongan that B sebanyak 36 item (51.43%), dengan nilai investasi sebesar Rp. 23.372.700 (6%), dan golongan obat C sebanyak 4 item (5.71%), dengan nilai investasi sebesar Rp. 1.590.000 (1%).Untuk lebih meningkatkan mutu pelayanan Rumah Sakit khususnya dalam persediaan obat-obatan di Instalasi Bedah Sentral perlu dilakukan pelatihan/kursus manajemen perencanaan obat di rumah sakit kepada bagian yang melakukan perencanaan dan pengadaan obat, yaitu subbidang penunjang medis dan instalasi farmasi.Daftar Bacaan : 43 (1983 - 2001)
Drug Inventory Management Analysis At Central Surgery Installation Of The Raden Said Sukanto Central Police Hospital, January 2001 December 2001 PeriodThe raising of the hospital health services must involve all supporting factors, done comprehensively and continually. Drug supply is one of the most important factor for the process of healing and continually. Drug supply is one of the most important factor for the process of healing, rehabilitating as well as life saving of all patients.The objective of this research is to drug inventory control analyse at Central Surgery Installation of the Raden Said Sukanto Central Police Hospital. This research uses VEN, ABC , ABC Critical Index, to analyse the problem and to know the value of invest, the amount of usage and the critical index drug stocks in order to control the stocks.The population is consisting of the 70 drug items. Data collected from weekly, monthly, and yearly reports on the year of 2001. Interviews also have been done to describe the inventory process in this hospital.The result shows that inventory control at central surgery installation have not worked properly. It happens because there was not planning at the Subbid Jangmed and the hospital could not anticipate the future needs. And than vital drug have not inventory plan. The result from 70 drug items used at central surgery installation are 53 items (78%) in category vital.As a result of ABC analysis, we get that the group A needs a highest invest cost (68 % all of cost) consist of 10 % drug items. Group B spends 22 % consist of 19 % drug items and group C needs only 11 % but consist 71 % of all drug. As a result of ABC critical index, critical value from that got from the result of question of anaesthesia doctors, classification A group 93 % invest consist of 42.86 % drug items, Group B spends 6% consist of 51,43 % drug items and group C needs only 1 % consist of 5.71 % drug item.The raising of the hospital health service especially drug inventory at central surgery installation need drug management training for Subbid Jangmed and Fannasi Installation.Reference : 43 (1983-2001)
A good drug logistics cycle is needed by hospital management in meeting the availability of drugs in the hospital. The drug logistic cycle starts from the planning stage to supervision and control, which involves all elements of the organization from the top management to the user level. This study was motivated by the high number of visits by cardiovascular patients so that the availability of cardiovascular drugs is important at RSIJCP. The purpose of this study was to determine the input factors, namely human resources, budget, policies, facilities, and information systems on the drug logistics cycle in an effort to meet the availability of cardiovascular drugs at RSIJCP. The research design was an observational case study at RSIJCP with the IPO (Input Process Output) theory approach. This research is qualitative studies accompanied by the calculation data of the ABC Critical Index analysis, Economic Order Quantity (EOQ) and Reorder Point (ROP) as a method of controlling cardiovascular drug supplies. The conclusion of the study shows that each factor affects the availability of cardiovascular drugs, but the factors that are considered to be lacking and need to be improved by management are information systems, warehouse facilities, and smooth cash flow as input factors, as well as planning and storage factors as process factors. The availability of cardiovascular drugs at RSIJCP is quite good, but from a total of 257 items of cardiovascular drugs, there are 22 drug items (8.56%) whose prices are higher than the E-Catalog price for BPJS Kesehatan services. Collaboration between divisions and management support is needed in managing drugs, especially cardiovascular drugs
Rurnah sakit sebagai mata rantai sistern kesehatan diharapkan dapat mencapai pelayanan yang bermutu, berdaya guna, serta didirikan dan dijalankan dengan tujuan untuk memberikan pelayanan kesehatan promotif, preventif, kuratif dan rehabilitatif yang diperlukan oleh masing-masing penderita dalam batas kemampuan teknologi dan sarana yang tersedia di rumah sakit. Salah satunya adalah instalasi farmasi yang merupakan sarana penting dalam proses penyembuhan dan merupakan salah satu komponen biaya operasional yang besar dari seluruh biaya operasional rumah sakit. Anggaran yang dibelanjakan di Instalasi Farmasi Rumah Sakit Awal Bros untuk obat dan alkes sebanyak 46.65 % (Rp 5.155.680.986) dari total pengeluaran rumah sakit, dari jumlah tersebut 37.88% (1.952.881.880) adalah investasi untuk obat antibiotika. Penelitian dilakukan di Instalasi Farmasi Rumah Sakit Awal Bros pada pemakaian obat-obatan antibiotika periode Januari hingga Juni tahun 2001, dengan tujuan mengidentifikasi tingkat persediaan obat antibiotika di instalasi farmasi, merencanakan dan mengendalikan jumlah pemesanan obat yang efisien dan efektif. Perencanaan yang tepat diharapkan dapat menghasilkan suatu jumlah dan jenis persediaan perbekalan di instalasi farmasi, dalam hal ini khusus obat antibiotika. Persediaan obat-obatan antibiotika dikelompokkan menjadi 3 (tiga) kelompok berdasarkan nilai pemakaian, nilai investasi dan nilai indeks kritis dengan memakai analisis ABC. Pengelompokkan ini merupakan salah satu cara untuk mengendalikan persediaan, dengan demikian dapat diketahui jenis obat mana yang perlu diperhatikan karena mempunyai investasi yang tinggi dengan nilai kritis yang tinggi pula. Indeks kritis dapat diketahui melalui pendapat dari para dokter full timer yang berada di Rumah Sakit Awal Bros yang memakai obat tersebut. Hasil analisis indeks kritis ABC didapatkan basil bahwa kelompok A untuk 75-20-5 yang memerlukan investasi paling tinggi (66.51 % dari seluruh biaya) terdiri dari 32 item obat (9.33 %), kelompok B menelan biaya 28.99% terdiri dari 126 item obat dan kelompok C menelan biaya 4.50% dari seluruh biaya. Jenis obat antibiotika kelompok A 75-20-5 berdasarkan pemakaian, investasi dan indeks kritis berjumlah 74 item, jika dikelompokkan dengan kelompok nama generik akan dapat berkurang menjadi 60 item. Hal ini setidaknya rumah sakit Awal Bros dapat melakukan efisiensi sehingga biaya yang hares diinvestasikan akan berkurang.
Hospital is the part of health system chain which might be expected to provides quality services, efficient, and was established, operated to achieve various level of health services including promotion, prevention, curative and rehabilitation to meet patient needs in accordance to both technologies and facilities availabilities in the respective hospital. In particularly, pharmaceutical department is one of the important facilities in patient care that consume the biggest part of operational cost. In Awal Bros hospital, drugs and consumable goods spent 46.65% of total hospital expenditure. (Rp 5.155.680.986.-). In addition the hospital spent 37.88% of their total drugs expenditure for antibiotic (1.952.881.880 rupiahs). This study took place in Pharmaceutical Department of Awal Bros hospital during January 2001 thorough June 2001 period that aimed to identify the availability of antibiotic, and to develop the most economical procurement plan as well as to manage the availability. By doing so it was expected the hospital could manage the availability of antibiotic in terms of amount and type. The availability of antibiotic was grouped into different categories according to level of utilization, investment as well as critical index by using ABC analysis. This approach aimed to control level of antibiotic availability, an effort to identify priority in next procurement by considering its investment level and critical index. Information on critical index was gathered from selected residence physicians that had been known as frequent users. The ABC critical index analysis revealed that group A (75- 20-5) represented the highest investment totaling 66.51% of total expenditure, consisted of 32 item of antibiotic (9.33%); group B represent 28.99% of total expenditure (126 items) and group C represent 4.50% of total expenses. The total group A 75-20-5 with categories according to level of utilization, investment as well as critical index consisted 74 items, if grouped to generic drugs the least would decrease to 60 items. This approach which aimed to control level of antibiotic availability, can be utilized to identify priority in next procurement by considering its investment level.
Background In “Soeharto Heerdjan” Mental Hospital the total of hospital expenses is 35% is for pharmaceutical goods purchase, and of the total, 47,8% is for drug expense. This Hospital also does not have a good planning in budgeting. Objectives Results of this research is making the drug planning and control that is more oriented and systematic at its Pharmaceutical Installation with determining the number of optimum and economical drug order Methods This is a Riset Operational Research, with Kuantitative Analysis and used ABC Analysis and ABC Critical Index, methods of estimating test of Time Series Forecasting, with the EOQ and ROP calculation. Results To control the drug stock, ABC Analysis and ABC Critical Index is conducted so results of Group A is obtained of ABC Critical Index consisting of 11 drug items. With controlling 11 drug items in the Group A have included 70% of the all investment values. Two methods of estimating test of Time Series Forecasting is conducted to estimate the needs for the quarterly period . Total value of total expenses / Cost of EOQ calculation result gives much better “Soeharto Heerdjan” Mental Hospital result saving Rp. 6.108.717,- Conclusions To have a good drugs planning, we can use EOQ and ROP with methods of estimating test of Time Series Forecasting is conducted to estimate the needs and for a good drugs controling, we can use ABC Analysis and ABC Critical Index.
