Background: Halodoc launched the #PejuangMental campaign with a 50% cashback incentive to increase the use of e-counseling services. However, the effectiveness of cashback in influencing user decisions in the e-health context remains questioned, especially due to the complexity of mental health needs and the stigma surrounding it. Method: This research is a qualitative-descriptive study using Pasolong’s theory to analyze decision-making factors. In-depth interviews were conducted with individuals in Jakarta who had been exposed to the campaign. The analysis focused on five indicators: position, problem, situation, condition, and goals. Results: The study found that cashback did not have a significant influence on the decision to use mental health services. Decisions were more influenced by internal factors such as position, problems, conditions, and goals. Conclusion: Cashback proved irrelevant in encouraging the use of e-health services, unlike in e-commerce. E-health platforms are recommended to shift strategies toward more relevant approaches, such as mental health education and community-based programs.
