Abstrak:
UI telah mengidentifikasi 7 potensi keadaan darurat yaitu kebakaran, pohon tumbang, darurat medis, kecelakaan lalu lintas, insiden laboratorium, gempa bumi dan tenggelam. Keadaan darurat yang tidak ditanggulangi dengan baik dapat menjadi suatu keadaan krisis dan akan menimbulkan kerugian bagi Universitas. Aplikasi mobile Panic Button UI merupakan salah satu layanan notifikasi keadaan darurat untuk menanggulangi 7 keadaan darurat tersebut. Namun pada penerapan aplikasi yang saat ini dimiliki masih memiliki beberapa keterbatasan, oleh karena itu peneliti melakukan pengembangan terhadap aplikasi tersebut. Hasil rancang ulang desain aplikasi Mobile Panic Button UI (PB 2) dapat meningkatkan 70% pemenuhan aplikasi sebelumnya (PB 1). Pemenuhan standar aplikasi tersebut meliputi informasi nama dan No HP pengguna, pilihan kategori keadaan darurat, informasi korban, informasi foto/voice, deskripsi keadaan darurat (teks), pilihan lokasi kejadian, pengiriman notifikasi keadaan darurat, pop up notifikasi terkirim, informasi keadaan darurat kepada petugas ERT. Setelah dilakukan pelatihan waktu penggunaan aplikasi Mobile Panic Button UI lebih cepat 20 detik. Pengembangan aplikasi Mobile Panic Button UI (PB 2) dapat mempercepat waktu respon dan aksi respon, meningkatkan keakuratan respon, memudahkan proses notifikasi keadaan darurat serta memudahkan komunikasi keadaan darurat

Abstrak:
Studi ini membahas tentang manajemen keadaan darurat dan bencana pada institusi perguruan tinggi, Universitas Indonesia tahun 2016. Studi merupakan studi deskriptif dengan pendekatan kualitatif yang akan mendeskripsikan aspek manajemen keadaan darurat dan bencana berdasarkan kerangka Perencanaan - Implementasi - Pemeriksaan - Pengembangan atau Plan - Do - Check Action (PDCA). Hasil studi diperoleh dari wawancara mendalam, observasi dan telaah dokumen. Hasil studi menunjukkan bahwa meski baru ditetapkan pada tahun 2015, penerapan manajemen keadaan darurat UI telah cukup baik. Hal ini ditunjukkan dengan kesesuaian implementasi dengan pedoman dan teori yang ada. Hasil analisis kesesuaian penerapan manajemen keadaan darurat Universitas Indonesia berdasarkan penilaian mencapai 83,63%.
This study discusses about emergency and disaster management of University of Indonesia in 2016. It is descriptive study with qualitative approach that describes emergency and disaster management aspect based on plan-do-check-action (PDCA) framework. The result of the study is obtained through in-depth interviews, observation and review of related document. The result of this study indicates the implementation of emergency management in University of Indonesia has been pretty good although it was newly implemented in 2015. It is based on the conformity to the guidelines and theories. The analysis result of this study shows that Universitas Indonesia?s conformity to NFPA 1600 regarding emergency and disaster management is 83,63%.

Kegiatan inspeksi K3 untuk alat berat menjadi syarat utama bagi setiap kegiatan yang dilaksanakan pada sektor konstruksi. Kegiatan inspeksi meliputi jenis alat berat, jenis inspeksi yang dilakukan, pelaksana inspeksi K3 alat berat, hingga tahapan dari pelaksanaan inspeksi yang didalamnya terdapat proses pencatatan (recording) dan pelaporan (reporting). Proses inspeksi K3 alat berat dapat dilakukan dengan memanfaatkan bantuan teknologi berbasis Android yang melibatkan pengguna, yaitu operator, pelaksana inspeksi K3 alat berat, supervisor, dan manager. Penelitian ini menggunakan metode penelitian (research) dan pengembangan (development) untuk membuat suatu rancang bangun aplikasi inspeksi K3 alat berat di sektor konstruksi. Abstrak:
Peristiwa seperti ancaman penembakan pada mahasiswa, ledakan laboratorium, kebakaran di ruang arsip, dll adalah bukti bahwa keadaan darurat dapat terjadi di perguruan tinggi. Berdasarkan hal tersebut maka dibutuhkan manajemen keadaan darurat di perguruan tinggi yang terdiri atas tahap pra, saat, dan pasca keadaan darurat. Penelitian ini bertujuan untuk melihat manajemen keadaan darurat pada elemen-elemen di 3 tahap tersebut. Penelitian dilakukan Fakultas X menggunakan desain penelitian deskriptif analitik dengan pendekatan kualitatif. Hasil penelitian berdasarkan Prosedur Penanggulan Keadaan Darurat K3L Universitas X, PP No. 21 Tahun 2008, UU No. 24 Tahun 2007, Perda Kota Depok Nomor 10 Tahun 2010, dan NFPA 2016 Edisi 2013, menunjukkan bahwa masih ada elemen pada tahap pra darurat dengan persentase terpenuhi dibawah 60%, yaitu mitigasi (25%); pencegahan (28,6%); prosedur (30%); serta pelatihan dan pendidikan (44,4%). Mitigasi mendapatkan persentase terkecil karena belum melaksanakan penilaian risiko secara keseluruhan. Sedangkan elemen lain yang mendapatkan persentase lebih dari 60% pada elemen di tahap pra keadaan darurat adalah: perencanaan umum (67,88%); sumber daya (77,8%); peringatan dini dan komunikasi (77.8%); pada saat keadaan darurat adalah: tanggap darurat (65,6%); dan pada pasca keaadan darurat adalah: keberlanjutan bisnis (69%).

Events such as threat of firing on students, lab explosion, fire in the archives room, etc. are proofs that the state of emergency can happen in college. Based on this, it needs emergency management in college. Emergency management consists of a pre-emergency, trans-emergency and post-emergency. This study aims to look at the emergency management at the elements in those 3 stages. Research carried at Faculty X Universitas X. This research uses descriptive analytic design with a qualitative approach. The results showed based on Operational Procedure on Emergency Management Universitas X, PP No. 21/2008, UU No. 24/2007, Perda Depok No. 10/2010, and NFPA 2016 Ed. 2013, showed that there are several elements on pre-emergency stage which percentages ―fulfilled‖ are below 60%. They are mitigation (25%); prevention (28,6%); procedure (30%); and training and education (44,4%). Percentage ―fulfilled‖ on mitigation is the least because Faculty X has not done risk assessment on every activities they do. Other elements which has percentage ―fulfilled‖ above 60% in pre-emergency are: general planning (67,88%); resources (77,8%); early warning and communication (77.8%); in trans-emergency is: emergency response (65,6%); and in post-emergency is: business continuity (69%).

Abstrak:
Bencana industri merenggut ribuan nyawa setiap tahun di seluruh dunia. Sebagian besar disebabkan oleh konstruksi atau desain fasilitas yang buruk atau kebakaran besar atau ledakan yang menghanguskan bangunan. Selain desain fasilitas yang buruk, keadaan darurat dapat terjadi diakibatkan oleh adanya Process safety event (PSE) yang melibatkan pelepasan/kehilangan penahanan bahan berbahaya yang dapat mengakibatkan konsekuensi kesehatan dan lingkungan dalam skala besar. Pada saat ini PT. J berada pada tahap desain industri petrokimia. Perusahaan akan memproses bahan kima dengan jumlah besar sehingga perusahaan memiliki bahaya yang tinggi dan berisiko menimbulkan bencana, oleh karena itu PT. J memerlukan suatu sistem manajemen kedaruratan yang dapat menanggulangi setiap potensi bencana yang muncul dan berdampak bagi perusahaan pada tahap operasional. Tujuan dilakukannya penelitian ini adalah untuk menganalisis perencanaan manajemen keadaan darurat pada tahap desain industri petrokimia di PT. J, yang terdiri dari perencanaan sebelum terjadi keadaan darurat, saat terjadi keadaan darurat dan setelah terjadi keadaan darurat. Penelitian ini merupakan penelitian deskriptif analitik, dengan menggunakan desain studi kualitatif. Pengumpulan data primer dilakukan melalui survey lapangan dan Focus Gruop Discussion (FGD) menggunakan Emergency Management Assessment Checklist for Design Stage, yang telah dimodifikasi dari NFPA 1600 edisi 2019. Data Sekunder dikumpulkan melalui telaah dokumen. Berdasarkan hasil penelitian menunjukkan bahwa PT. J belum menerapkan siklus hidup manajemen keadaan darurat secara komprehensif. Pada tahap sebelum terjadi keadaan darurat, perusahaan belum memiliki perencanaan edukasi dan pelatihan, latihan dan uji coba. Pada tahap saat terjadi keadaan darurat diketahui bahwa perusahaan belum memiliki prosedur jadwal pengujian protokol peringatan, pemberitahuan, dan komunikasi saat terjadi keadaan darurat. Selain itu, pada tahap setelah terjadi keadaan darurat perusahaan belum memiliki perencanaan kontinuitas dan pemulihan yang meliputi rehabilitasi dan rekonstruksi. Perusahaan telah melakukan dan memiliki beberapa perencanaan untuk mitigasi, kesiapsiagaan dan tanggap darurat. Perusahaan disarankan untuk mengembangkan rencana yang ada dan membuat rencana baru untuk memaksimalkan perencanaan manajemen keadaan darurat pada tahap desain untuk menghadapi peristiwa keadaan darurat di industri petrokimia pada tahap operasional PT. J.

At this time PT. J is at the design stage of the petrochemical industry. The company will process chemicals in large quantities so that the company has a high hazard and the risk of causing an emergency event, therefore PT. J requires an emergency management system that can handle any potential emergency events that might arise and impact the company at the operational stage. The purpose of this study was to analyze emergency management planning at the design stage of the petrochemical industry at PT. J, which consists of planning before an emergency occurs, when an emergency occurs and after an emergency occurs. This research is an analytic descriptive research, using a qualitative study design. Primary data collection was carried out through field survey and conduct Focus Group Discussion (FGD) using the Emergency Management Assessment Checklist for Design Stage, which has been modified from the NFPA 1600 edition 2019. Abstrak:
Penelitian ini mengevaluasi implementasi layanan panggilan darurat di Universitas Indonesia Tahun 2018-2019. Penelitian ini menggunakan metode semi-kuantitatif dengan desain deskriptif. Penelitian mendapatkan hasil 55% penilaian mahasiswa terhadap komponen system assessment tergolong baik namun fitur dari aplikasi UI Panic Button masih kurang. Pada komponen program planning 40,8% penilaian mahasiswa menunjukkan komponen tergolong baik. Pilihan untuk menghubungi layanan tanggap darurat disediakan untuk menyesuaikan ketersediaan pulsa dan kuota internet mahasiswa namun beberapa masih menganggap penggunaan aplikasi UI Panic Button kurang efisien karena panggilan yang menurutnya pada akhirnya terhubung ke telepon darurat UI. Didapatkan 52,5% penilaian mahasiswa pada program implementation tergolong baik Namun sosialisasi layanan kurang khususnya mengenai kegunaan dari layanan panggilan darurat ini. Selain itu, penyebarannya tidak luas kepada seluruh mahasiswa. 38,3% penilaian program improvement baik dan tidak semua mahasiswa tahu cara penggunaannya. Dari sisi instalasi dan pengaturan perangkat, UI sudah mendesain proses yang bertujuan mempercepat waktu respons. Selain itu, sudah dilakukan juga pelatihan bagi petugas terkait keadaan darurat yang dapat terjadi di kampus UI. Pada program certification, 50% penilaian dari mahasiswa yang sudah menggunakan layanan tergolong baik. Hasil penelitian menyarankan agar Universitas Indonesia memperbanyak fitur aplikasi UI Panic Button; memperluas sosialisasi layanan; mewajibkan pengunduhan UI Panic Button; serta meningkatkan kualitas layanan. Abstrak:
Keadaan darurat merupakan situasi yang dapat mengancam keselamatan manusia serta mengakibatkan kerusakan lingkungan dan properti akibat bencana industri atau bencana alam. Kerugian dapat diminimalkan dengan menerapkan program manajemen keadaan darurat. Talisman Energy Indonesia sebagai salah satu perusahaan yang tidak lepas dari ancaman kerugian akibat bencana, telah melaksanakan program manajemen keadaan darurat. Peneliti melakukan penilaian terhadap 67 komponen program manajemen keadaan darurat berdasarkan NFPA 1600 Edisi 2010 di Talisman Energy dengan desain penelitian deskriptif melalui pendekatan observasional. Hasil penelitian menunjukkan 52 komponen telah sesuai, 14 komponen sesuai sebagian, dan 1 komponen yang masih belum sesuai, yaitu terkait manajemen donasi. Baik komponen yang telah sesuai maupun belum, masih memerlukan pengembangan lebih lanjut.
