Abstrak:
Kota Serang telah menjalankan program Sanitasi Total BerbasisMasyarakat (STBM) sejak tahun 2012. Namun masih ditemukan perilaku BuangAir Besar Sembarangan (BABS) dan akses masyarakat terhadap penggunaanjamban masih cederung sama dengan sebelum dilaksanakan program yaitu barumencapai 60% dari target sebesar 90%. Penelitian ini bertujuan menganalisisimplementasi program Sanitasi Total Berbasis Masyarakat di Kota Serang.Subyek penelitian adalah Dinas Kesehatan, Puskesmas, kader, dan masyarakat.Hasil penelitian menunjukkan bahwa Implementasi Program STBM PilarPertama di Kota Serang belum dilaksanakan secara optimal, media informasisebagai sarana sosialisasi kebijakan masih kurang. Sikap pelaksana menunjukkankurangnya komitmen dari pelaksana kebijakan dalam mengimpelentasikankebijakan program STBM. Koordinasi dengan pihak eksternal belum berjalandengan baik. Dibutuhkan strategi sosialisasi yang tepat dan merata kepada semuakalangan.

Abstrak:
Tesis ini membahas pengendalian kualitas data dalam sistem informasi kepesertaan BPJS Kesehatan setelah berubah bentuk dari perusahaan menjadi badan hukum pada tanggal 1 Januari 2014. Studi ini merupakan penelitian deskriptif kualitatif. Hasil penelitian menunjukkan bahwa faktor-faktor seperti pegawai, data peserta, teknologi informasi, prosedur kerja atau mekanisme, desain produk, pemeliharaan infrastruktur teknologi informasi, standar kualitas dan umpan balik mempengaruhi kualitas data kepesertaan. Oleh karena itu, disarankan agar BPJS Kesehatan mengendalikan faktor-faktor tersebut secara terus menerus, sehingga informasi yang dihasilkan relevan, akurat, lengkap dan tepat waktu.

Abstrak:
Upaya pencegahan penularan HIV dari ibu ke anak (PPIA) pada ibu hamil merupakan kegiatan essensial pada layanan antenatal, dengan integrasi akan lebih efektif untuk meningkatkan jangkauan ibu hamil melakukan skrining HIV yang bertujuan mencegah penularan secara vertikal dari ibu ke anak. Analisis Implementasi integrasi ditujukan untuk melihat pelaksanaan skrining HIV pada ibu hamil yang terintegrasi dalam layanan antenatal terpadu di Kota Depok Tahun 2017.
Metode pada penelitian ini adalah kualitatif dengan teknik pengambilan data WM, FGD dan telaah dokumen dilihat dari komunikasi, sumber daya, disposisi,sikap pelaksana, struktur birokrasi dan lingkungan sosial.
Hasil dari penelitian didapatkan aspek komunikasi dalam bentuk sosialisasi mengenai program dan pedoman pelaksanaan belum optimal dijalankan hal ini berpengaruh kepada aspek lainnya yaitu ketersediaan sumber daya baik fasilitas, dana maupun SDM masih terbatas dan berfokus pada layanan di Puskesmas, struktur birokrasi berupa SOP dan fragmentasi koordinasi antar bidang yang terlibat belum terintegrasi, lingkungan sosial berupa dukungan masyarakat, dukungan layanan kesehatan swasta yang belum optimal dan adanya stigma negatif mempengaruhi implementasi integrasi PPIA ke layanan antenatal. Disisi lain disposisi berupa sikap pelaksana dan sumber daya berupa kewenangan sudah sesuai dengan pedoman.
Kesimpulan didapatkan bahwa implementasi integrasi layanan PPIA ke layanan antenatal belum optimal hal ini didukung konseling pra-tes dan pasca tes belum efektif, cakupan skrining HIV bumil masih rendah, mekanisme rujukan yang belum berjalan dengan baik dan proses pencatatan dan pelaporan serta monitoring evaluasi yang belum terintegrasi. Direkomendasikan melakukan koordinasi efektif agar dapat melakukan pemetaan tentang apa yang sudah dilakukan sehingga akan dapat dibuat road map perencanaan dan regulasi agar proses komunikasi kepada semua pelaksana dan advokasi kepada stake holder dilakukan dengan efektif yang akan berpengaruh kepada ketersediaan sumber daya, disposisi, pembentukan struktur birokrasi dan lingkungan sosial yang mendukung implementasi kebijakan.

Prevention of mother to child HIV transmission (PMCT) in pregnant women is an essential activity in antenatal care, so that the existence of integration would be more effective to increase coverage of pregnant women do HIV screening aimed at preventing the transmission vertically from mother to child. In areas with concentrated HIV epidemic status and expanded, mandatory HIV tests and counseling is offered and became part of antenatal care and laboratory examination time labor for all pregnant women. The analysis of integrated implementation is aimed at seeing the implementation of HIV screening of pregnant women that is integrated with antenatal care in Depok city ,2017.
Method in this research is qualitative data develop techniques with WM, FGD and review the document by using the views of communication, resources, disposition of the attitude of the implementor, the bureaucratic structure and the social environment.
Result of the research, communication aspects of the obtained in the form of socialization about the program and implementation of the guidelines have not been optimally run. it is influential to other aspects, such availability of good facility resources, funds or human resources is still limited and focuses on public health centre, bureaucratic structure in form of SOP and coordination field fragmentation involved has not yet been integrated, the social environment in the form of community support, private health service support that is not optimal and the existence of negative stigma affect the implementation of the integration of the PMTCT to antenatal care. Disposition be implementor attitude and resources in the form of authority is in compliance with the guidelines but is not supported by the availability of resources raises the indifference of the executor.
The conclusions obtained that the implementation of the Integration PMTCT to antenatal care has not been optimal. Recommended effective coordination in order to do perform the mapping of what is already done so will can be made road map planning and regulation in order to make the communication process to managing and advocating to all stake holders is done effectively that will affect the availability of resources, establishment of a bureaucratic structure, disposition and social environment which supports the implementation of the policy.

Dengan adanya Peraturan Menteri Kesehatan Republik Indonesia Nomor 2052/Menkes/Per/X/2011 tentang Izin Praktik dan Pelaksanaan Praktik Kedokteran menyatakan bahwa dokter dan dokter gigi yang telah memiliki SIP dan memberikan pelayanan kedokteran atau memberikan konsultasi keahlian dalam hal diminta oleh suatu fasilitas pelayanan kesehatan. Penelitian ini dibatasi pada implementasi kebijakan ijin praktik dokter pada pelayanan kesehatan dengan melihat dari indikator kinerja, sumber daya, kejelasan tujuan, ketepatan dan konsistensi komunikasi, struktur birokrasi, pengaruh social, pengaruh politik, pemahaman tentang kebijakan serta tanggapan terhadap kebijakan sehingga diharapkan memberikan gambaran implementasi kebijakan pembuatan ijin praktik bagi dokter di pelayanann kesehatan sesuai dengan van meter van horn. Abstrak:
Telekonsultasi FKTP adalah salah satu kebijakan yang dikeluarkan BPJS Kesehatan. Defenisi yang digunakan dalam Telekonsultasi ini adalah Pelayanan Kontak Tidak Langsung yang merupakan pemberian pelayanan kesehatan melalui sistem informasi yang digunakan oleh FKTP dan Peserta sebagai sarana komunikasi, atau melalui sistem informasi yang disediakan oleh BPJS Kesehatan, sebagai sarana komunikasi/konsultasi secara 2 arah. Kebijakan ini mulai dilaksanakan April 2020 dan hingga Agustus 2021, pencapaian secara Nasional masih belum optimal, hanya beberapa kabupaten/kota yang menunjukkan pencapaian lebih baik, salah satu nya adalah pencapaian tertinggi di FKTP Kota Malang, Penelitian ini bertujuan menganalisis Implementasi kebijakan Telekonsultasi FKTP dalam mencegah penyebaran COVID-19 tanpa pasien kehilangan hak nya untuk dapat akses ke layanan kesehatan, menggunakan metode kualitatif, selama bulan Oktober 2021 - Desember 2021 di FKTP Kota Malang. Teknik pengumpulan data melalui FGD dan Wawancara Mendalam kepada Informan utama dan telaah dokumen, menggunakan Implementasi Kebijakan Van Meter dan Van Horn. Hasil penelitian di bulan November 2021 diperoleh capaian Angka Kontak KBK tercapai 135/mill dari target minimal 150/mill, Angka Kontak Tidak Langsung untuk indikator kepatuhan faskes pada kualitas mutu baru tercapai dengan bobot 15% dari target 20%, 100% FKTP Kota Malang telah Implementasi Telekonsultasi, dan pemanfaatan oleh pasien perlahan meningkat sampai dengan 33.66% serta terjadi trend peningkatan FKTP kerjasama. Pada penelitian ini, Peneliti menyarankan pelatihan petugas FKTP dilakukan secara periodik, dimulai dengan melakukan Telekonsultasi pada Peserta Prolanis, supervisi langsung dijadikan kegiatan rutin dan dukungan politik melalui Pemerintah Kota Malang untuk dapat memperbanyak hotspot-hotspot gratis yang dapat diakses oleh warga, sehingga dapat memanfaatkan pelayanan Telekonsultasi

Akreditasi merupakan faktor yang menjadikan institusi pelayanan Kesehatan semakin professional, bukan hanya dari segi pengelolaan layanan tetapi juga sebagai pengelolaan manajemen yang mumpuni. Banyaknya puskesmas di Indonesia saat ini merupakan tantangan bagi pelaksana Akreditasi untuk mencapai posisi status Akreditasi Paripurna sebagai tingkatan kinerja tertinggi. Untuk mengupayakan pencapaian kinerja Akreditasi tersebut berlangsungnya aktivitas knowledge management menjadi hal yang sangat penting. Penelitian ini dilakukan di Puskesmas Samboja Kabupaten Kutai Kartanegara Provinsi Kalimantan Timur dengan status Akreditasi Paripurna untuk melihat penerapan knowledge management pada aspek modal manusia, organisasi, dan teknologi informasi dan komunikasi, serta menganalisis gambaran pengelolaaan resource yang dimiliki dalam memaksimalkan pencapaian status akreditasi tertinggi. penelitian ini menggunakan pendekatan kualitatif dengan menggunakan desain Rapid Assessment Procedures (RAP), yaitu suatu penelitian kualitatif yang dilakukan secara cepat (1-2 bulan) dengan menggunakan metode wawancara mendalam. Hasil penelitian mendapatkan bahwa modal manusia, organisasi serta Teknologi Informasi dan Komunikasi (TIK) memberikan dampak yang besar terhadap pencapaian akreditasi paripurna. Pengelolaaan kemampuan staf dan penguasaan teknologi oleh kebanyakan staf yang diberikan tugas sebagai penanggung jawab, memberi dampak yang besar terhadap staf dalam melakukan intruksi dan progres, dengan ditunjang TIK yang memadai sehingga performa Puskesmas dalam persiapan akreditasi lebih maksimal dan proses knowledge management berjalan dengan sangat baik.
