Indonesia according to Geography, geology, hydrology and demography is a disaster-prone country both from natural disasters, non-natural and human factors. One of theproblems caused by disasters is health services including hospitals. The main problem ofhospitals in the event of a disaster is the existence of structural, non-structural readinessto functional capacities that do not work. The Pan American Health Organization (PAHO)and the World Health Organization (WHO) have developed the Hospital Safety Index(HSI) which is an international tool that has been validated for standard assessment andhospital safety comparison. The purpose of this research is to know the preparedness ofhospital in Cirebon & Indramayu district in the face of disaster. This research usesdescriptive design with semi quantitative method. Population taken is 5 RSUD in town /regency of Cirebon and Regency of Indramayu. The data used are primary data derivedfrom HSI tools with the method of interviewing, observation and checklist and secondarydata in the form of review documents and archives and other data from the internet. Basedon the results obtained that RSUD A got a score of 0.57, RSUD B score 0.76, RSUD Cscore of 0.70, RSUD D score 0.79 and RSUD E score of 0.41. The result obtained statesthat as many as 3 hospitals, RSUD B, C and D are categorized as standby whenemergency while 2 other hospitals that are RSUD A and E need for improvement in theshort term so that the condition is same.Keywords: Disaster, Hospital Preparedness, Safety.
ABSTRAK Nama : Zilka Ilmi Program Studi : Magister Keselamatan dan Kesehatan Kerja Judul : Analisis Nilai Fire Load sebagai Acuan Proteksi Kebakaran di Rumah Sakit Umum Daerah Pasar Rebo Tahun 2018 Fire load merupakan jumlah energi yang dilepaskan seluruh material pada saat terjadi kebakaran dalam suatu ruangan. Keparahan akibat kebakaran akan meningkat jika fire load bangunan lebih besar. Bangunan rumah sakit merupakan salah satu gedung yang memiliki risiko tinggi terjadi kebakaran. Beberapa kegiatan perawatan medis di ICU, ruang operasi dan ruangan terapi pasien tertentu juga melibatkan peralatan dan hal-hal yang kompleks yang dapat menyebabkan timbulnya kebakaran. Untuk menjamin tingkat keandalan serta keselamatan bangunan maka perlu dilakukan pengelolaan bahaya kebakaran dengan baik dan terencana. Penelitian ini bertujuan untuk menganalisis nilai fire load sebagai acuan proteksi kebakaran di RSUD Pasar Rebo. Penelitian ini menggunakan metode penelitian deskriptif dan komparatif dengan membandingkan kondisi pada objek penelitian dengan hasil survei terdahulu. Hasil penelitian menunjukkan bahwa nilai rata – rata fire load density ruang ICU dan kamar operasi adalah 210,968MJ/m 2 . Hasil pengukuran ini masih dalam rentang fractile 80% pada survey yang dilakukan oleh Eurocode1 pada tipe kamar di rumah sakit. Nilai ini berada dalam nilai yang aman. Nilai fire load tidak bisa dijadikan acuan tingginya tingkat fire risk. Untuk mengetahui fire risk perlu memperhitungkan ventilasi dan fire ignition nya. Dari hasil penelitian, disarankan sebaiknya pihak rumah sakit melakukan perbaikan terhadap sistem proteksi kebakaran dan sarana evakuasi agar dapat diandalkan jika terjadi kebakaran sehingga mampu mengurangi risiko bahaya kebakaran. ABSTRACT Name : Zilka Ilmi Department : Occupational Safety and Health Judul : The Analysis of Fire Load Value as Fire Protection at RSUD Pasar Rebo in 2018 Fire load is the total of energy which is released throughout from the material during fire in a room. The fire severity will increase while the fire load of building is higher. The hospital is one of buildings that having high fire risk. Some activities in the ICU and operating room has equipment and complex things that can cause a fire. To guarantee the level of reliability and safety of buildings, its necessary to manage of fire hazards well and planned. The aim of this study was to analyze fire load value as protection fire at RSUD Pasar Rebo. This study was descriptive study and comparative by comparing the conditions in the object of research with the results of previous surveys. The result of this study showed that the average of fire load density value in ICU and operating room was 210,968 MJ/m 2 . This value is still in fractile range of 80% in a survey by Eurocode 1. It means that value is in safe value. Fire load value can not be used as fire risk level. Take into account the ventilation and fire ignition for calculate the fire risk. Therefore, the management should improvements the fire protection system and evacuation facilities to be reliable during fire so as to reduce the risk of fire hazards. This study discusses about implementation of fire protection system, means of escape, and fire management at X Hospital. The design of this study is a qualitative study with observative research method. The object of this study is active fire protection system facilities, passive protection system facilities, means of escape facilities, and fire management at X Hospital. Data collection is obtained by observation, interviews, and document review, also this study use an instrument in the form of checklist. Data analysis is perform by comparing actual condition with applicable standards and regulations. The standards and regulations used in this study is NFPA and Pedoman Teknis Di Bidang Bangunan dan Sarana Rumah Sakit, Ministry of Health Republic Indonesia 2012. The final result of this data are precentage of standards compliance and assessment categoreis according to Reasearch and Development Agency of Public Works Department. Based on the result of the study, active fire protection system has a precentage value of 53% fulfillment rate with deficient category, passive fire protection system has a precentage value of 42% fulfillment rate with deficient category, means of escape has a precentage value of 66,7% fulfillment rate with fairly good category, and fire management has a precentage value of 81% fulfillment rate with good category.

This research discussed about the application of Management System Occupational Health and Safety in RST Dompet Dhuafa Hospital with assessment criteria from Indonesian Government Regulation No. 50 of 2012. Hospital as one of the health care facilities that have the highest potential for accidents and occupational diseases are required to do the assessment of implementation Management System of Occupational Health and Safety to minimize the risk of health hazards and the assessment of the achievements for management system of occupational health and safety in that hospital itself . Therefore, these analysis deemed necessary to determine the application of the system from policy, planning, implementation, monitoring and evaluation, to review and improvement of Occupational Health and Safety at Rumah Sehat Terpadu Dompet Dhuafa Hospital. The research method that used by the authors of this research is qualitative descriptive with Cross-sectional design study. Collecting data in this study conducted with a observation, document review, and in-depth interviews. And for the analysis data, the authors using 12 elements with 166 criteria in Appendix II of Indonesian Govermant Regulation No. 50 of 2012. The final results of this research, that the implementation of the management system occupational health and safety in RST Dompet Dhuafa Hospital is good with a percentage of 77.6 %. 125 criteria have been implemented, 36 criteria are still in the process or have not been implemented, and the other criteria (5 criteria) are considered irrelevant to the RST Dompet Dhuafa Hospital.
