Background:The high cause of tuberculosis prevalence in Indonesia is the enough big of population number and the high density of Indonesian population especially in some of regions. The enough long treatment, 6 – 8 months cause many patients cannot settle their treatment completely. Beside that the discipline level of tuberculosis patient for drinking medicine is still low and tuberculosis attacked people with bad nutrient status and weak physical condition. While the system of recording and reporting of tuberculosis which were most complicated with registration form in number of 13 forms (TB 01 – 13) which was executed manually so that it is much possible that the mistake was happened at the time of filling and many found incomplete data. Incomplete data if it is processed, hence it will create improper information, so that said information cannot be used to prevent tuberculosis. Objective: The objective to be developed the former system becoming new system with automatic processing and calculation can give description of tuberculosis problem in East Jakarta Municipality. Methode: Method used in the development of information system of tuberculosis prevention is life cycle of system development consisting of pre analysis, planning and try out systems. Result: The result of system development is established information system prototype of tuberculosis prevention which can give description of tuberculosis condition in East Jakarta and give conducted description activity as well as help program manager in making work plan of annual program. The development of information system of tuberculosis prevention in East Jakarta for changing former system (TB electronic) represents one effort to handle tuberculosis problem in East Jakarta Municipality. With the establishment of this system, it will help in processing and analyzing tuberculosis data becoming information, such as percentage of new case invention, percentage of recovery, percentage of conversion, percentage of laboratory mistake, the path of new case distribution and drop out case and density population area and poor family (gakin) area, as well as give description of health center performance and health center distribution in servicing tuberculosis patient. Penyakit tuberkulosis (TB) adalah penyakit menular yang disebabkan oleh Mycobacterium tuberculosis dan merupakan penyakit menular yang masih menjadi masalah kesehatan di masyarakat. jumlah penderita TB paru BTA positif di Kabupaten Subang Tahun 2006 sebanyak 1.095 kasus (Insidene rate 107/100.000 penduduk). Di Kabupaten Subang selama lima tahun terakhir sampai tahun 2006 angka penemuan penderita baru. TB paru BTA positif dan angka penemuan penderita seluruh tipe meningkat, keadaan itu menunjukkan bahwa penyakit TB masih menjadi masalah kesehatan di masyarakat. Program Penanggulangan Tuberkulosis di Kabupaten Subang untuk pengumpulan data menggunakan sistem jemput bola pada saat petugas kabupaten melakukan supervisi. Sistem ini mengakibatkan data yang terkumpul pada akhir triwulan tidak sama dengan angka yang sebenarnya ada di puskesmas apabila supervisi dilakukan pada awal atau pertengahan triwulan. Pengembangan sistem yang dilakukan berdasarkan metode System Development Life Cycle, yaitu planning analysis system, design, implementation, maintenance dan evaluation system dengan memadukan konsep Data Base Management System dan terintegrasi dengan data spasial sehingga menambah keunggulan dalarn Sistem Informasi P2TB berbasis wilayah (SIG) di 1Cabupaten Subang. Hasil. analisis system dapat mengidentifikasi permasalahan manajemen sistem informasi penanggulangan penyakit TB serta altematif solusi pada tahap input, proses dan output. SIP2TB berbasis wilayah dirancang nntuk kemudahan input data dan otomasi proses pengolahannya menjadi informasi. Output yang dihasilkan berupa laporan reguler, tabulasi indikator program, grafik indikator program dan informasi pemetaan endemisitas wilayah dengan unit pengamatan terkecil desa. Interpretasi epidemiologis kasus TB pada visual peta ini dapat mengetahui jangkauan pelayanan kesehatan (Puskesmas) dalam penanggulangan TB dari kepadatan penduduk dengan sebaran kasus TB. Aplikasi SIP2TB ini dapat menjadi alat manajemen dalam program penanggulangan TB, menguatkan kemarnpuan pada kegiatan monitoring dan evaluasi. Output yang dihasilkan dapat dijadikan informasi untuk masukan pada pengambil keputusan dalam program Penanggulangan TB. SIP2TB ini diharapkan dapat dijadikan alat bagi pengelola program dan bila memungkinkan dapat dikembangkan di puskesmas sarta menjadi model bagi kabupaten lain.
Tuberculosis (TB) is a communicable disease caused by Mycobacterium tuberculosis that it is still beeing a public health problem in the community. Number of detected new smear positive pulmonary TB were 1,095 cases in Subang district by the year 2006 referred to the national incidencerate, 107/100,000. Over the last five year there were an increased number of detected all type TB cases in Subang district. This showed that TB still becomes a public health problem in the community. TB Control Program in Subang has been carrying out "ball pick up" for TB data colection in district level. It means that district TB supervisor (wasor) goes to health services unit to pick up data or registry when quarterly supervisory visit. This system might cause the data differences between the real existing data at health service unit (UPK) and collected data by wasor at the same period of time if the wasor visit UPK at the begining or in the middle of the quarter. System Development was done on the basis of System Development Life Cycle method, including planning analysis system, design, implementation, maintenance and evaluation system. Through combining the concept of Data Base Management System and integrated with spatial data able to increased an advances of TB Control Program Geographical Information System in Subang district. Result system analysis was able to identify the management information system of TB control program as well as alternative solution on input phase, process phase and output phase. The GISTB was designed to make input data and data processing to be information becoming easier. The output is a regular report, tables, graphs of the program indicators as well as information mapping of TB case distribution in village level as an investigation unit. Epidemilogy Interpretation of TB case on the visual map shows the level of health center coverage in relation to TB services. It also shows the population density and case distribution. The GISTB application will be able become as a management tool of TB control program for strengthening monitoring and evaluation system. Therefore a decision making for TB control program in Subang based on valid, acurate and reliable data as an output of the system. This system also is expected to be able to be adopted as a wasor tools and expanded to health service unit level as well as being a model in other districts.
Jumlah sarana kesehatan di Kota Tangerang Tahun 2006, yaitu Rumah Sakit sebanyak 18 buah, Puskesmas 25 buah, Pustu 7 buah, Posyandu 866 buah, Praktik dokter untuk 652 buab, Praktik dokter gigi 174 buah, Praktik dokter spesialis 275 buah, Balai Pengobatan (BP)/Klinik 120 buah, Rumah Bersalin (RB) 19 buah dan bidan swasta sebanyak 233 buab, namun sebaran sarana pelayanan kesehatan yang ada tersebut belum terlihat khususnya berdasarkan kebutuhan penduduk. Jumlah sarana pelayanan kesehatan swasta meningkat seiring dengan meningkatnya jamlah penduduk dan pencarian pengobatanoleh masyarakat. Sistem informasi registrasi sarana pelayanan kesehatan swasta di Kota Tangerang yang sudah berjalan belum mempunyai sistem basis data yang terintegrasi dan proses registrasi masih dilakukan secara manual. Analisis lebih lanjut perlu dilakukan sehingga dapat dilakukan pengembangan melalui tools yang tepat untuk menganalis kepadatan/rasio sarana pelayanan kesehatan dibandingkan dengan jumlah penduduk. Informasi tersebut dapat digunakan sebagai advise dalam perencanaan pembangunan dan ususlan penentuan lokasi sarana pelayanan kesehatan swasta dan tenaga kesehatan yang dibutuhkan oleh masyarakat. Pengembangan sistem yang dilakukan berdasarkan metode Decision Support System (DSS) yaitu planning, analysis system, design, prototyping,implementation dengan memadukan konsep Data Base Management System dan data spasial sehingga menjadi kekuatan dalam Sistem fnformasi Evaluasi Registrasl Sarana Pelayanan Kesehatan Swasta dan Tenaga Kesehatan (REKESTA). Hasil analisis sistem dapat mengidentifikasi permasalahan yang ada dalam sistem yang sedang berjalan serta altematif solusi pada level input, proses dan output. REKESTA didesain untuk kemudahan input data dan otomasi proses pcngolahannya menjadi informasi. Output yang dihasilkan berupa laporan, tabulasi indikator tenaga kesehatan dan informasi pemetaan sebaran sarana pelayanan kesehatan swasta dan tenaga kesehatan berdasarkan wilayah administrasi dan lnterpretasi 1ebih lanjut akan didapatkan peta sebaran sarana pelayanan kesehatan dasar berdasarkan sarana dan tenaga yang ada, sehingga akan didapatkan daerah yang kekurangan tenaga dan sarana. Aplikasi REKESTA ini dapat menjadi alat manajemen dalam advise dalam perencanaan pembangunan bukan hanya untuk registrasi izin saja tetapi usulan penentuan lokasi yang sesuai dengan kebutuhan masyarakat. REKESTA ini diharapkan dapat dijadikao alat bagi pengeloia program dan dimungkinkan dapat dikembangkan di Kabupaten lain.
The number of health facility in Tangerang on 2006, are 18 hospital, 25 local governer,7 pustu, 866 integrate post service (posyandu), 652 public doctor practise, 174 dentist practise, 275 specialized practice, 120 clinics, i9 maternity hospitals and 233 private midwife, however the spreading of those health services was unseen particularly based on the people needs. The number of private health services increase along with the increasing of people and public searching medical treatment. The information system of private health service registration in Tangerang that already exist now still have not with intergrated data base system and the registration process is still in manuaL Further analysis should be conducted inorder to develope with the right tools to analyze the density or ratio of health service facility compared with the number of citizen. Those informations can be used as advise to plan building and give an idea health service building location that needed by people. Developing system that be done based on decision support system (DSS) method, are planning, analysis system, design, prototyping, implementation by integrating the concept of data base management system and spacial data which result with the power in information system of private health facility service registration evaluation and health personnel (REKESTA). The result of this analysis system can identify the exist problem in the running system, it also can be an alternative solution in level input, process and output. REKESTA is designed to easy in data input and automatic processing into information, The output results are reports, indicator tabulation of health personnel, indicator grafic of health personnel and spreading map information of private health serv(ce and health personnel based on administration area. In further more interpretation can be obtained the spreading map of basic health service facility based on the present facility and personnel, so we will know the area that lack of personnel and facility. The REKESTA aplication can be a management tools in making advise to plan building not only for license registration but also to give idea the appropriate location with the people needs. It hoped can he a tool for programme manager and it is possibly to be developed in other regency.
Pelaporan pelayanan KIA secara rutin setiap bulan telah dilakukan oleh puskesmas di Kota Tangerang, waiaupun masih ada yang belum tepat waktu. Laporan pelayanan KIA puskesmas berasal dari PWS KIA dan LB3 Puskesmas. Laporan texsebut merupakan alat manajemen program KIA untuk memantau calcupan pelayanan KIA diwilayah kexja puskesmas. Pemanfaatan laporan tersebut sudah dilakukau dalam memantau dan mengevaluasi program KIA di puskesmas. Analisis terhadap laporan tersebut sudah dilakukan dalam bentuk narasi, tabel atau grafik, demikian juga umpan balik ke puskesmas dilakukan melalui supervisi atap rapat rutin tiga bulanan di Seksi KIA dan KB. Namun demikian, analisis terhadap cakupan pelayanan KIA dikaitkan dengan ketersediaan layanan KIA dimasing-masing puskesmas belum optimal dilakukan. Dengan aglanya evaluasi program KIA dengan analisis spasial maka dapat diketahui keterkaitan tingkat cakupan pelayanau KIA dengan ketersediaan layanan KIA di setiap puskesmas. Hasil analisis tersebut ditampilkan dalam bentuk peta tematik sehingga lebih memudahkan bagi manajemen dalam melakukan evaluasi program KIA. Metode pengumpulan data yang digunakan adalah observasi, wawancara dan plating posisi puskesmas dalam peta. Pengembangan sistem menggunakan pendekatan analisis sistem mulai dari mengidentitikasi masalah sampai pada menentukan data yang dibutuhkan sistem. Kemudian mendisain sisten; mulai dari pengumpulan, pengolahan dan penyajian data serta perancangan program aplikasinya. Tahap selanjutnya dilakukan analisis spasial. Hasil dari penelitian ini adalah terbentuknya prototipe pengembangan analisis spasial PWS KIA secara komputerisasi dengan menghasilkan informagsi dalam bentuk peta cakupan pelayanan KIA dikaitkan dengan ketersediaan layanan KIA. Berdasarkan hasil tersebut puskesmas yang ada di Kota Tangerang dapat diklasiiikasikan berdasarkan tingkat cakupan indikator KIA dan ketersediaan pelayanan KIA. Ada 8 puskesmas dengan tingkat cakupan indikator KIA masuk kategori baik dan 4 diantaranya adalah ketersediaan pelayanan KIA-nya kurang yaitu Puskesmas Cipondoh, Kunciran, Neglasari dan Jatiuwung. Sebaliknya ada 7 puskesmas dengan indikator KIA kurang dan 4 diantaranya ketersediaan pelayanan KIA cukup yaitu Puskesmas Jurumudi Baru, Gembor, Kedaung Wetan dan Pasar Baru.
Reporting of MCH services regularly each month had been undertaken by Tangerang City community health center (puskesmas), although it was not reported on time. Puskesmas MCH service taken from MCH Local Area Monitoring (Pemarztauan Wilayah Setempat) and MCH/Family Planning Monthly Report (LB3). These reports are a management tool for monitoring of MCH services coverage at puskesmas working area. The reports had been utilized in monitoring and evaluating of MCH Program at puskesmas. Then, it analyzed in types of narration, table, and graphic. In addition, the feed back to puskesmas given by supervision or three-monthly regular meeting at MCH Section and Family Planning. However, analysis for MCH service coverage related to the availability of MCH services in each puskesmas had not been implemented optimally. Through MCH Program evaluation with spatial analysis, the association between MCH service coverage level and its availability in each puskesmas known. The result of analysis presented in thematic map in order to facilitate evaluation of MCH Program by management. Data collection methods are observation, interview, and plotting of puskesmas in map. The system development using system analysis approach starting from the problem identification until data determination needed by system. Then, system design starting fiom data collection, analysis, and presentation and also the design of application program. The final step is spatial analysis. The product of research is prototype of MCH Local Area Monitoring (Pemanfauan Wilayah Serempat) spatial analysis development by computerization. The prototype of information is map of MCH service coverage related to the MCH Program availability. Hence, all puskesmas in Tangerang City classified based on the level of MCH indicator coverage and its availability. There were 8 puskesmas with its MCH indicator coverage level put in good category and four of them have poor MCH availability, namely Puskesmas Cipondoh, Kunciran, Neglasari, and Jatiuwung. In contrary, there were 7 puskesmas with poor MCH indicator. Four of them have enough the availabilities of MCH service i.e. Puskesmas Jurumudi Barn, Gembor, Kedaung Wetan and Pasar Baru.
Penyakit gigi dan mulut sampai saat ini masih merupakan penyakit yang banyak diderita oleh masyarakat Indonesia pada semua golongan umur. Karies atau gigi berlubang merupakan penyakit yang paling sering ditemukan. Menurut SKRT (2001) prevalensi karies di Indonesia masih sangat tinggi yaitu 60 %, sedangkan kota Tangerang prevalensi karies pada murrid madrasah mencapai 47,3 % path tahun 2005. Gambaran ini menunjukkan bahwa masalah kesehatan gigi dan mulut periu segera mendapat penanganan yang serius, sebaliknya hal ini ternyata tidak diikuti dengan cakupan kunjungan pasien yang berobat gigi ke Puskesmas. Sistem informasi yang dapat menyediakan data yang berkualitas, cepa dan akurat sangat dibutuhkan dalam upaya mendukung manajemen Program Pelayanan Dasar Kesehatan Gigi dan Mulut Puskesmas. Sistem yang lama belum mampu menyediakan informasi seperti yang diharapkan karena kendala dalam proses pengolahan data yang sebagian masih dilakukan dengan cara manual sehingga membutuhkan waktu yang relatif lebih lama dalam menghasilkan informasi yang dibutuhkan. Metodologi yang digunakan adalah berdasarkan siklus hidup pengembangan sistem yang diawali dengan tahap perencanaan, analisis, perancangan dan implementasi. Untuk tahap implementasi hanya sampai pada kegiatan dokumentasi sistem dan pengujian sistem hanya dilakukan di laboratorium menggunakan data laporan buianan Puskesmas tahun 2005. PengumpuIan data dan informasi melalui wa.wancara mendalam, telaah dokumen dan observasi. Unit kerja yang menjadi obyek penelitian adalah Sie Kesehatan Khusus di Dinas Kesehatan Kota Tangerang. Dalam penelitian ini telah dihasilkan suatu otomasi pengolahan data berupa prototype Sistem Informasi Kesehatan Gigi dan Mulut Puskesmas. Prototype ini diharapkan mampu menjadi solusi dalam hal mendapatkan informasi yang cepat, akurat dan relevan mengenai data pelayanan dasar kesehatan gigi dan mulut Puskesmas, sehingga dapat dipergunakan untuk meningkatkan pelayanan kesehatan gigi dan mulut pada masyarakat dalam rangka menunmkan angka kesaldtan gigi di Kota Tangerang.
Dental and oral diseases are mostly suffered by Indonesians in all ages. Caries is often found as a disease. According to SICRT (2001) caries prevalence in Indonesia is still very high about 60 %, meanwhile in Tangerang caries prevalence of elementary Islamic student reached 47.3 % in 2005. This illustration shows that dental and oral health problem should be handled seriously soon. On the other hand this matter is not followed by patient visiting to Health Center. An information system that provides qualified data is required in order to support the management of Dental and Oral Health Service Program in Health Office. The system is not able to provide the expected information because the data processing has manual system so that it takes relatively long time to produce the expected information. The method for this research is using system development life cycle approach that is started by planning, analysis, design, and implementation stages. The implementation stage is only tested at laboratory using monthly report data of some Health Centers year 2005. The required data and information were collected by depth interviews, document examinations and observations. The object of this research is Seksi Kesehatan Khusus of Health Office in Tangerang City. The research has created a prototype of automatically data process. This prototype could be a solution in order to gain fast, accurate and relevan information concerning Dental and Oral Health Program in Health Office, so that it could be used to improve Dental and Oral Health Service for people in framework of minimize caries prevalence in Tangerang City.
