Kepuasan pasien merupakan suatu ketimpangan antara harapan dan kenyataan masing-masing individu terhadap pelayanan yang dirasakan dan diterima. Apabila jasa yang diterima atau dirasakan sesuai dengan yang diharapkan maka mutu dipersepsikan baik dan memuaskan sebaliknya bila pelayanan yang diterima lebih rendah daripada yang diharapkan maka mutu pelayanan dipersepsikan buruk. Dengan demikian baik tidaknya mutu pelayanan tergantung dari kemampuan penyedia jasa dalam memenuhi kebutuhan harapan pelanggannya secara konsisten. Tujuan dari penelitian ini adalah untuk memperoleh gambaran tentang tingkat kepuasan pasien di ruang rawat inap Rumkitpolpus RS Sukanto sesuai dengan karakteristik dan kelas perawatan pasien dengan metode Servqual terhadap pelayanan rawat inap. Pengukuran tingkat kepuasan dilakukan terhadap 191 responden dari berbagai tingkatan kelas dan ruang perawatan melalui pengisian kuesioner. Jenis penelitian ini adalah cross sectional. Data yang digunakan adalah data primer dengan analisis univariat dan bivariat serta tingkat kesesuaian antara harapan dan kenyataan tentang pelayanan yang diterima pasien ruang rawat inap yang tergambar dalam importance performance analysis. Hasil penelitian menunjukkan proporsi responden yang puas sebesar 37,7% sedangkan yang tidak puas sebesar 62,3%. Rata-rata harapan pasien adalah 3,51, dan rata-rata kenyataan yang diterima pasien adalah 3,32 dengan tingkat kesesuaian 94,63. Faktor-faktor yang menjadi prioritas utama (kuadran A) yang menjadi kelemahan dalam pelayanan rawat inap di Rumkitpolpus RS Sukanto adalah bagian admission yang meliputi prosedur yang cepat dan tepat, kenyamanan dan keamanan dalam pelayanan serta keadaan ruangan rawat inap yang meliputi ruangan yang bersih dan nyaman, kebersihan tempat tidur dan seprei serta kebersihan kamar mandi dan WC. Terdapat 3 faktor yang terdapat di kuadran B yang perlu dipertahankan dan perlu terus ditingkatkan kualitasnya. Menyarankan kepada pihak Rumkitpolpus RS Sukanto untuk memberdayakan tim Gugus Kendali Mutu (GKM) guna memantau dan mengevaluasi mutu layanan di setiap unit layanan, memberi kesempatan bagi tenaga kesehatan untuk mengikuti Diktat tentang mutu layanan, membuat petunjuk teknis berupa standar penerimaan pasien yang jelas dan terperinci sehigga semua petugas dapat mengerti dan memahami tugasnya dengan baik. Diharapkan RS dapat membuat jadwal bezoek yang ketat sehingga pasien merasa lebih nyaman dan aman. Diadakannya lomba kebersihan di setiap ruang perawatan dengan imbalan insentif bagi setiap karyawan sehingga mereka termotivasi untuk meningkatkan kebersihan ruangannya.
Patient satisfaction is the gap between perceived service and expected service. Good quality will be accepted if the perceived service is appropriate with patient's expectation, on the other hand if the perceived service is lower than what patient expects, service quality must be bad. Good and bad service quality depends on provider's ability on providing the expected service to the customer continuously. The aim of this study is to gain the description of patient satisfaction level in inpatient ward at RS Sukanto Police Department Hospital Center in 2002 based on patient characteristics and class of inpatient service. The measurement of satisfaction level was conducted to 191 subjects of vary classes at inpatient ward through filling in the questionnaire. This study was a cross sectional design which used primary data with univariate and bivariate analysis and appropriateness level between expectation and perception service among patients at inpatient ward which depicted by the importance performance analysis (Kartesius Diagram). The result of this study showed that the proportion of satisfied patients were 37,7%, while unsatisfied patients were 62,3%. On average, patient expectation level was 3,51 and patient perception of service was 3,32 with appropriateness level was 94,36%. The priority factor (Quadrant A) that becomes the weakness of inpatient service at RS Sukanto Police Department Hospital Center were admission service as follows: quick and accurate procedure, security and comfortable service, and condition at inpatient ward including bed and sheet cleanliness as well as bathroom and toilet cleanliness. There were 3 factors on Quadrant S that needs to be kept and increased its quality. It is recommended to Raden Said Sukanto Police Department Hospital Center to empower the team of quality control circle on every unit, giving chance to the health providers to increase their knowledge about service quality, to make a clear and detail technical report and standard operational procedure, so every employee in hospital could understand and recognize their duty well. It is gratefully honor to the hospital to make tight schedule of patient visit so the patient could feel comfort and secure. Cleanliness competition should be held in every inpatient ward by rewarding every employee an incentive payback so they will be motivated to keep their room cleaned.

Latar Belakang Dalam menghadapi berbagai perubahan dan tantangan strategis yang mendasar baik internal maupun eksternal, maka pembangunan Nasional khususnya pembangunan Kesehatan harus dapat menjawab tantangan tersebut yang di jabarkan melalui visi Indonesia Sehat 2010. Lebih spesifik lagi dalam bidang pelayanan kesehatan visinya adalah Pelayanan Medik Prima 2010, dengan misi yang khusus mengenai perumah sakitan adalah di antaranya ” Mempersiapkan Sistim Rumah Sakit dan Sarana Kesehatan dalam Menghadapi Perubahan akibat Globalisasi dan Desentralisasi”. Untuk turut mendukung tercapainya Misi tersebut Rumah Sakit di jajaran kesehatan Angkatan Darat melakukan pelayanan terhadap masyarakat umum dengan berpedoman kepada etika perumahsakitan yang ada. Rumah Sakit Salak Bogor yang merupakan bagian dari Rumah Sakit di jajaran Angkatan Darat perlu menyusun perencanaan strategi untuk menselaraskan dengan Misi pemerintah tentang pelayanan Kesehatan. Tujuan Untuk keperluan penyusunan perencanaan strategi Rumah Sakit Salak Bogor periode 2006 – 2010 dilakukan penelitian dengan tujuan untuk menganalisis faktor – faktor yang berpengaruh baik eksternal maupun internal. Metode Penelitian yang dilakukan menggunakan metode penelitian operasional dengan deskriptif analitik melalui pendekatan kualitatif. Hasil Llingkungan eksternal, peluang : Politik, Ekonomi, Sosial, Demografi, Geografi, Pemasok dan Pelanggan, untuk Ancaman : Teknologi dan Pesaing. Lingkungan internal, kekuatan : Visi & Misi, SDM, Produk layanan, Pemasaran dan Keuangan, untuk kelemahan : Fasilitas Fisik, Organisasi dan Sisitim Informasi. Pada formulasi strategi tahap input dengan matriks EFE dan IFE, tahap penentuan posisi dengan matriks IE Hold and Maintain dan matriks SPACE Competitive, selanjutnya dilakukan matching dengan pilihan strategi Product Development dan Market Penetration, pada tahap keputusan dengan QSPM nilai TAS tertinggi pada Product Development pilihan produk layanan Tim Ambulan Cepat. More specifically the vision of health service is Pelayanan Medik Prima 2010, with one of the special missions regarding hospital services “ Drawing up Hospital systems and Health Media in the face of changes due to Globalization and Decentralization. In order to participate in achieving the mission, Salak Hospital Bogor as an integral part of the Indonesian Army Health services, carries out health services to the public based on conducts the existing ethics. As a consequence Salak Hospital Bogor has to set up a strategic planning. Objective A research on the internal and external influencing factors was done to formulate the Salak Hospital Bogor Strategic Planning for 2006 – 2010. Methods The research method taken is an operational research with descriptive analysis by qualitative approach. Results The external factors are, opportunity : politic, economics, social, demography, geography, customer and supplier. Threat : technological and competitor. The internal factors comprise of Strength : mission and vision, human resources, service product, finance and marketing. Weaknesses : physical facility, organizational and information systems. The input stage of the strategic formulation uses EFE and IFE matrix, the determining stage of position Hold and Maintain with IE matrix, Competitive with SPACE matrix, further stage conducted by matching with strategy choice product development and market penetration, the decision stage uses QSPM with highest TAS value at product development is Rapid Team Ambulance. Conclusions The strategic recommended is product development with Rapid Team Ambulance. By implementing the selected strategy into the annual work plan, Salak Hospital Bogor will be able to improve his performance gradually and continuously.
