Abstrak:
Gejolak emosi yang dialami oleh remaja menyebabkan mereka rentan terhadapberbagai masalah perilaku negatif seperti menurunnya prestasi belajar, tawuran,kenakalan remaja, putus sekolah dan penyalahgunaan narkotika, psikotropika, danzat adiktif (NAPZA) hingga perilaku seks bebas. Di masa seperti sekarang ini,dimana orangtua sibuk dalam usahanya memenuhi kebutuhan keluarga denganbekerja justru peran Guru di sekolah lebih besar perannya dibandingkan denganperan orangtua. Dengan porsi pertemuan yang lebih besar dengan murid tentupara guru juga harus dibekali dengan pengetahuan tentang kesehatan jiwa remaja.Tesis ini ingin mengetahui peranan Guru BK dalam penanggulangan masalahkesehatan jiwa remaja siswa-siswi SMP Negeri di Jakarta Timur thun 2014.Desain penelitian yang dilakukan dalam penelitian ini adalah menggunakan desainstudi cross sectional (potong lintang). Populasi dalam penelitian ini adalah GuruBimbingan dan Konseling yang berdinas di SMP Negeri di Kota AdministratifJakarta Timur. Jumlah Guru Bimbingan dan Konseling yang berdinas di SMPNegeri di Kota Administratif Jakarta Timur sebanyak 293 orang. Sampel yangdiambil berjumlah 110 orang. Penelitian dilaksanakan di SMP Negeri di Kotaadministrative Jakarta Timur tempat Guru BK mengajar. Analisis Bivariatmenyimpulkan tidak ada hubungan yang signifikan antara Sosiodemografi GuruBK dengan praktik Guru BK. Ada hubungan yang signifikan antara pengetahuandengan praktik Guru BK dengan p value = 0,001. Tidak ada hubungan yangsignifikan antara sikap Guru BK terhadap masalah kesehatan jiwa remaja denganpraktik Guru BK dengan p value 0,391. Hasil analisis multivariat menyimpulkanvariabel yang berhubungan bermakna dengan praktik Guru BK adalahpengetahuan. Diketahuinya adanya hubungan yang kuat antara latar belakangpendidikan dengan praktik, tetapi tidak signifikan yang berarti fenomena ini hanyaterjadi di sampel, tidak pada populasiKata kunci:Kesehatan jiwa remaja, Guru BK, pengetahuan, sikap, praktik.

In times like this, where busy parents inmeeting the needs of working families with precisely the role of teachers inschools greater role than the role of a parent. With a larger portion of the meetingwith the students of course teachers should also be equipped with knowledge ofadolescent mental health. This thesis would like to know the role of Guidance AndCounseling Teacher in the response to adolescent mental health problems studentsof Junior High School in East Jakarta in 2014. ABSTRAK Informasi tentang kesehatan sebagai usaha preventif dapat diperoleh melalui jalur pendidikan. Sekolah sebagai sarana pendidikan tidak hanya terbatas memberikan pengetahuan dan informasi tetapi juga memberikan bimbingan dan konseling kepada siswa yang diwujudkan dengan keberadaan guru BK. Guru BK memiliki 4 fimgsi dalam kesehatan reproduksi yaitu fungsi pemahaman, pencegahan, pcrbaikan dan pengembangan pribadi. Penelitian ini dilakukan untuk mendapatkan gambaran tentang peran gum bimbingan konseling dalam kesehatan reproduksi remaja pada dua SMP di Kecamatan Jagakarsa Jakarta Selatan. Pengumpulan data melalui WM, FGD, observasi dan telaah dokumen pada bulan Mei 2007 di SMP Negeri X dan SMP swasta Y. Guru BK yang bermgas scbagai informan utama dan kepala sekolah, guru, siswa dan pejabat diknas sebagai informan pendukung. Hasil penelitian memperlihatkan bahwa masalah kespro di SMP Ncgeri X lebih beragam dibandingkan dengan masalah kespro di SMP Swasta Y. Sementara im persepsi dan sikap guru BK di kedua sekolah terhadap kesehatan reproduksi memiliki persamaan, sehingga gum BK merasa perlu meiaksanakan perannya sebagai fasilitator maupun konselor dalam kesehatan reproduksi remaja. Namun karena keterbatasan pengetahuan tentang hal ini maka guru BK di kedua sekolah melaksanakan perannya sebatas pengetahuan dan pengalaman yang dimi|iki_ Gum BK di SMP Swasta Y lebih menunjukkan peranannya dibandingkan dcngan gum BK SMP Ncgeri X. Hal ini ditunjukkan dengan pelaksanaan tugas guru BK baik sebagai fasilitator dan konseior yang aktif berinteraksi dengan siswa dan mendapatkan kesan positifdari siswa_ Kenyataan ini didukung oleh keterlibatan kepala sekolah di SMP Swasta Y dalam mensosialisikan keberadaan layanan BK kepada siswa dan pelaksanaan bentuk kerjasama clengan instansi lain dalam memberikan pengeiahuan kespro kcpada siswa. Peran guru BK di SMP Ncgeri X belum dapat berjalan optimal, hal ini lebih diakibatkan karena kurangnya pendelcatan guru BK terhadap siswa, kesan negatif siswa terhadap keberadaan guru BK serta kurangnya kcyakinan guru dan siswa terhadap kemampuan BK dalam memberikan jaminan kcrahasiaan. Gum BK di SMP Negeri X juga merasakan kurang optimalnya peran guru BK sebagai akibat dari besarnya jumlah siswa yang ditangani dan tidak adanya insentif yang diberikan jika beban kerja melebihi ketentuan mengakibatkan menurunnya motivasi gum BK dalam pelaksanaan tugasnya. Hal ini menunjukkan bahwa pelaksanaan peran guru BK tidal: hanya dipengamhi oleh faktor individu tetapi juga ada faktor lain dalam hal ini keberadaan dukungan organisasi. Pada akhirnya agar pelaksanaan peran guru BK dalam kesehatan reproduksi remaja dapat berjalan optimal, maka perlu dilakukan berbagai usaha yang menjadi tanggung jawab bersama antara sekolah dan instansi yang terkait dalam hal ini Depdil-:nas dan Depkes. Pihak sekolah disarankan Iebih mensosialisasikan keberadaan guru BK seperti yang dilaksanakan di SMP Swasta Y, mempenimbangkan sumberdaya yang dapat mendukung pelaksanaan peran gum BK, melakulcan monitoring dan evaluasi terhadap kinerja guru BK dan mempertimbangkan pemberian insentif sesuai ketentuan yang berlaku sebagai reward atau salahsatu bentuk upaya memotivasi gum BK. Depdiknas dan Depkes sebaiknya mempenimbangkan strategi dalarn usahanya menangani masalah kespro remaja melalui keberadaan guru BK di sekolah balk berupa pelaksanaan pelatihan dan penyediaan buku atau media penunjang yang dapat dimanfaatkan gum BK dalam melaksanakan perannya.
ABSTRACT Reproduction health campaign can be considered as a preventive action in education process. School as education institute shall perform not only in knowledge transfer, but also in giving guidance to student, which carried out by counselling teacher. Counselling teacher has four functions in reproduction health education; those are understanding, prevention, upgrading, and personality improvement. Research was conducted to get description about the role of counselling teacher in giving guidance for reproduction health. This research conduct on 2 Junior High School in District Jagakarsa, Jakarta Selatan. Data collection through Indepth Interview, Focus Group Discussion, observation, and documentation studies were held on May 2007 in Public Junior High School X and Private Junior High School Y. Counselling teachers provide main infomation source while headmaster and teachers provide additional information. Result has shown that reproduction eases in Public Junior High School X are varied than Private Junior High School Y. Meanwhile, counselling teachers in those schools have similarity in perception and action. Nevertheless, because of limitation of knowledge, those counselling teacher only perform as far as their knowledge and experience. Counselling teachers in Private Junior High School Y perform their role better than counselling teachers in Public Junior High School X. This shown in their action as facilitator and actively interact with student with good responses from student as result. ln Private Junior High School Y, They also supported by headmaster in socializing counselling function to student and creating cooperation with other institute in reproduction education. The Role of counselling teacher in Public Junior High School X could not perform optimal, mostly caused by minimum eITort by counselling teacher in approaching the student, negative opinion of student to their counselling teacher and confidentially aspect. Counselling teacher in Public Junior High School X already realize regarding their role but the ratio between students and counselling teachers are wide and no such given incentive. These affect their motivation in perform their role. This condition can show that results are affected not only by individual manner but also by organization manner. ln the end, rolc of counselling teacher in health reproduction could be perform well as if there is integrated effort between Department of National Education and Department of Health. School shall be strongly socialized their counselling, Private Junior High School Y as an example. School shall support to counselling?s role with monitoring and evaluating to their performance. A reward system shall be applied to motivate them, Department of Health and Department of National Education can consider to develop strategy to handle teenager reproduction health matter by utilize counselling in school and provide training and media to improve counselling teacher to perform their role.
