Abstrak:
Bencana merupakan sesuatu hal yang datang tanpa diduga, dimana dan kapanakan terjadinya. Ciri khas yang umum terjadi pada saat bencana datang adalahkepanikan yang dialami manusia, hingga akhirnya memakan korban jiwa dankerusakan yang lebih besar. Salah satu risiko terbesar bagi pekerja di gedungbertingkat yaitu terjadinya kebakaran, risiko tersebut bisa datang dari berbagaihal. Namun, risiko terjadinya kebakaran sebenarnya dapat dikurangi ataupundihindarkan dengan memperhatikan aspek pencegahan dan penanggulangankebakaran. Penelitian ini mengenai kajian tingkat pemenuhan saranapenyelamatan jiwa, sistem proteksi aktif dan sistem manajemen kebakaran digedung XYZ tahun 2016. Tujuan dari penelitian ini untuk mengetahui kesiapandari gedung dan perusahaan dalam mencegah dan mengurangi dampak dari risikokebakaran. Desain penelitian ini bersifat observasional dengan melakukanperbandingan kesesuaian keadaan pada lokasi penelitian dan regulasi yang berlakudi Indonesia. Pengamatan dilakukan pada beberapa lantai dan area parkir gedungXYZ, hasil penelitian menunjukan bahwa tingkat pemenuhan saranapenyelamatan jiwa sebesar 94,6%, tingkat pemenuhan pada sistem proteksi aktifsebesar 92% dan sistem manajemen kebakaran sebesar 100%.Kata Kunci:Manajemen Kebakaran, Mitigasi, Gedung

A commoncharacteristic at the time of the disaster coming is the panic experienced by humanbeings, to finally take some casualties and greater damage. One of the biggestrisks for workers in high-rise building. the occurrence of fires, the risk can comefrom a variety of things. However, the risk of fires can actually be reduced oravoided by considering the aspects of prevention and mitigation of fires. Thisresearch study regarding the level of fulfillment of the means of save lives facility,active protection system and fire management system at XYZ building in 2016.The purpose of research to know preparedness of the building in the scope of themeans of salvation, active protection systems, and fire management system inpreventing and reducing the impact of the fire risk. The design research was anobservational approach to compare study between XYZ Building and regulationapplicable in Indonesia. Observations carried out on several floors and parkingarea XYZ building, research results show that percentage and the level offulfillment of the means of salvation 94,6% percentage rate on active protectionsystem of 92% and the percentage of fire management system got 100%.Keyword:Fire Management, Mitigation, Building

Abstrak:
Skripsi ini membahas mengenai gambaran penerapan sistem proteksi kebakaran, sarana penyelamatan jiwa, dan manajemen kebakaran pada Rumah Sakit X. Penelitian ini menggunakan desain penelitian observasional dengan pendekatan kualitatif. Objek pada penelitian ini adalah fasilitas sistem proteksi kebakaran aktif, sistem proteksi kebakaran pasif, sarana penyelamatan jiwa, dan manajemen kebakaran Rumah Sakit X. Pengumpulan data didapatkan melalui observasi, wawancara, dan telaah dokumen, serta menggunakan instrumen berupa checklist. Analisis data dilakukan dengan membandingkan kondisi aktual dengan standar dan peraturan yang berlaku. Standar dan peraturan yang digunakan dalam penelitian ini adalah NFPA dan Pedoman Teknis Di Bidang Bangunan dan Sarana Rumah Sakit, Kemenkes RI 2012. Hasil akhir data merupakan presentase tingkat pemenuhan standar dan kategori penilaian menurut Balitbang Departemen Pekerjaan Umum. Berdasarkan hasil penelitian, sistem proteksi kebakaran aktif memiliki nilai presentase tingkat pemenuhan 53% dengan kategori kurang, sistem proteksi kebakaran aktif memiliki nilai presentase tingkat pemenuhan 42% dengan kategori kurang, sarana penyelamatan jiwa memiliki nilai presentase tingkat pemenuhan 66,7% dengan kategori cukup baik, dan manajemen kebakaran memiliki nilai presentase tingkat pemenuhan 81% dengan kategori baik.

Abstrak:
Rumah sakit merupakan tempat yang memiliki risiko tinggi untuk terjadi kebakaran. Penelitian ini membahas tentang gambaran penerapan sistem proteksi kebakaran dan sarana penyelamatan jiwa di Rumah Sakit Harum Sisma Medika. Desain penelitian ini adalah studi evaluasi yang bersifat deskriptif analitik dengan menggunakan pendekatan observasional. Objek penelitian ini adalah sistem proteksi aktif, pasif, dan sarana penyelamatan jiwa. Pengumpulan data dilakukan dengan metode observasi, wawancara, dan telaah dokumen. Analisis dilakukan dengan melakukan perbandingan antara sistem proteksi kebakaran dan sarana penyelamatan jiwa dengan standar NFPA 10: Standard for Portable Fire Extinguisher, NFPA 13: Standard for the Installation of Sprinkler System, NFPA 14: Standard for the Installation of Stand and Hose System, NFPA 72: National Fire Alarm and Signaling Code, NFPA 99: Standard for Health Care Facilities, NFPA 101: Life Safety Code, serta Peraturan Menteri Pekerjaan Umum No. 26/PRT/M/2008 tentang Persyaratan Teknis Sistem Proteksi Kebakaran pada Bangunan Gedung dan Lingkungan. Dari penelitian ini didapatkan bahwa keselamatan kebakaran gedung di Rumah Sakit Harum Sisma Medika belum menjadi prioritas manajemen RS dibuktikan dengan sistem proteksi kebakaran dan sarana penyelamatan jiwa yang masih belum memenuhi standar.

From this study, it was found that the fire safety in Harum Sisma Media Hospital has not been a priority of the management hospital. This is evidenced by still many element of fire protection systems and means of escape have not met the requirements in standards.
