Tesis ini membahas tentang kepuasan kerja petugas Puskesmas berdasarkan kepuasan kerja intrinsik dan ekstrinsik, serta membahas kepuasan pelanggan terhadap pelayanan yang diberikan oleh petugas loket pendaftaran, perawat, dokter, dan petugas loket obat di unit rawat jalan Puskesmas Kabupaten Cirebon. Penelitian ini menggunakan metode kuantitatif dengan pendekatan cross sectional. Tujuan dari penelitian ini adalah diketahuinya gambaran kepuasan kerja petugas maupun kepuasan pelanggan Puskesmas serta hubungan antara keduanya. Data diolah melalui analisis univariat, bivariat, multivariat, dan dengan menggunakan diagram kartesius (Importance Performance Analysis). Hasil penelitian menyarankan bahwa untuk meningkatkan kepuasan kerja petugas Puskesmas dan kepuasan pelanggan hendaknya pihak terkait seperti Kepala Puskesmas, Dinas Kesehatan dan Pemerintah Daerah berusaha untuk memenuhi harapan petugas Puskesmas dan pelanggan, antara lain meningkatkan insentif bagi petugas, perbaikan manajemen Puskemas, dan pemenuhan peralatan di Puskesmas. Sedangkan untuk meningkatkan kepuasan pelanggan hendaknya pihak Puskesmas berusaha untuk terus memberikan pelayanan yang terbaik kepada pelanggan dengan berupaya untuk terus meningkatkan kualitas pelayanan, sehingga masyarakat akan puas mendapatkan pelayanan kesehatan di tingkat Puskesmas. The study focused into job satisfaction (especially intrinsic and extrinsic’s job satisfaction) among primary healthcare provider and customer satisfaction’s relationship in outpatient’s unit Community Health Centre in Cirebon district. This research used quantitative method with cross sectional approach. The data was processed with univariate, bivariate and multivariate analysis using Cartesius diagram. The researcher suggests that Puskesmas, Health district office, District Government should improve the service quality by implementation quality assurance programme in health center (such as Puskesmas accreditation or Pusksmas ISO), remuneration payment system, leadership and management capacity building also medical and non medical equipment availability. Quality health services is now becoming the demands of all parties, including thepublic as service users, with the era of globalization, increasing social groupscapable, educated, and control of information, quality of service issues become anabsolute requirement The dominant factor affecting the quality of health servicesat the health center are human resources, both of which are involved in themanagement and care. Complaints (complaints) from customers is an indicator ofthe lack of quality of service due to poor management system.This study aims to determine the relationship between customer characteristicsand quality management efforts focus on providing customers with the level ofpatient satisfaction in the Puskesmas DTPin Bogor District 2014. Quantitativeresearch method is descriptive analytic cross-sectional design. With a populationis the entire patient care and management elements in the Puskesmas DTPinBogor District 2014. Samples in this study were inpatients as many as 181 peopleand 50 elements in the management of the Puskesmas DTPfrom 10 health centersWith Nursing.The results showed that there is no relationship between the characteristics ofpatients with levels of customer satisfaction, there is a significant associationbetween quality management efforts focus on providing customers with the levelof patient satisfaction in Bogor Regency DTP health centers in 2014, there is asignificant difference in mean scores between patient satisfaction The HealthCenter is implementing a quality management efforts focus on the customer andare not implementing a quality management efforts focuson the customer and notimplementing quality management efforts focus on the customer.The author suggested that health centers improve the management dimensions ofcustomer focus and customer-related processes. Both of these dimensions has notbeen fully implemented in the application of quality management efforts focus onthe customer. Management Health Center to pay attention and responsiveness as atangible dimension of service quality dimensions with the lowest satisfactionlevels. Measuring the level of customer satisfaction is an important element of the level of patient demand. Patient characteristics which are internal factors of the patient consist of age, gender, education level and occupation. The assumption of dissatisfaction often arises in patients who pay for public use or use independent health insurance. The purpose of this study was to determine the relationship and type of payment with patient satisfaction using secondary data, based on the results of the Serang Kota Community Health Center Community Satisfaction Index survey at the end of 2019, quantitative descriptive with a cross sectional design. Univariate results showed that most respondents expressed dissatisfaction (55.6%), aged 17- 45 years (78.1%), female (63.6%), advanced education (62.5%), had a job (58 , 6%), are old patients (77.5%), use health insurance (53.9%) and special service users (61.1%). Based on multivariate analysis, it is known that the most dominant factor related to patient satisfaction is the service unit.
Background: People who receive services directly feel the level of satisfaction of services provided by government agencies. The level of public satisfaction is measured using instruments such as the Community Satisfaction Index (IKM). The results of measuring customer satisfaction that are objective and accurate can help health community service in formulating a better form of service. The average Community Satisfaction Index at 36 health community service in 2019 was 84.28. The IKM target in 2019 is 82.8, while health community service X does not reach the target and has the lowest IKM score, namely 77.75. From the results of the IKM at health community service X in 2019, it is known that there are 3 elements of service with poor service quality values (<3.06), namely elements of service speed with a value of 2.89, elements of clarity and certainty of service with a value of 2.95, and elements of fairness of costs 2.98. Objective: To find in-depth information about patient satisfaction with the quality of outpatient services at health community service X in 2020. Methods: This research is descriptive using qualitative research methods, namely case studies, the instruments used are in-depth interview guidelines and document review, the informants in this study consisted of 1 head health community service, 6 health community service officers and 5 patients. Results: Patient satisfaction with the quality of outpatient services was good, all patient informants were satisfied with the dimensions of assurance, reliability, responsiveness and empathy, but all patient informants were dissatisfied with the dimensions of physical evidence. The quality of service in the physical evidence dimension is quite good in terms of the completeness of facilities and infrastructure, but the building conditions are still inadequate and the placement of information media is not optimal because not all patients see the media. In the assurance dimension, the patient feels safe and trusts the officer, the ability of the officer is quite good and polite. In the dimension of responsiveness, officers always tell when services will be provided, officers provide services quickly. On the reliability dimension, the service schedule is in accordance with the time set and has provided maximum service according to the SOP, for handling patient complaints a suggestion box is provided, but there are patient informants who do not know there is a suggestion box. In the dimension of empathy, the informant felt that the staff was good enough at empathizing by giving attention and providing assistance to patients. Conclusion: The quality of service in the dimensions of physical evidence, assurance, reliability, responsiveness and empathy is good enough, so that the patient feels satisfied, but the patient states that he is not satisfied with the dimensions of physical evidence, especially constrained by the small, narrow and hot health community service building
Kunjungan Puskesmas Sarolangun mengalami penurunan selama 3 tahun terakhir. Survey awal yang dilakukan didapatkan hasil kepuasan pasien terhadap mutu layanan yang diberikan sebesar 40 %. Sementara menurut Petugas Puskesmas Sarolangun mereka mengganggap telah memberikan pelayanan dengan baik dan memuaskan. Untuk itu perlu dilakukan penelitian tentang perbedaan persepsi antara pasien dengan petugas tentang mutu layanan yang diberikan. Hasil penelitian diperoleh persepsi antara pasien dengan petugas dari dimensi tangible hampir sama, kecuali dalam hal prosedur pelayanan , rata-rata persepsi pasien lebih rendah dibandingkan dengan persepsi petugas dan perbedaan ini bermakna secara statistic. Dimensi reliability , persepsi antara pasien dengan petugas hampir sama, kecuali dalam hal penjelasan informasi tentang penyakit pasien dan sistim adminisrasi puskesmas rata-rata persepsi pasien lebih rendah dibandingkan dengan persepsi petugas dan perbedaan ini bermakna secara statistik. Persepsi pasien dan petugas dari dimensi responsibility ada perbedaan yang signifikan secara statistik, terutama pertanyaan mengenai kecepatan petugas menangani keluhan, petugas selalu memberi kemudahan saat melayani dan waktu tunggu yang cepat. Persepsi pasien dengan petugas untuk dimensi assurance terlihat ada perbedaan yang signifikan secara statistik pada pertanyaan mengenai keramahan kesabaran kesopanan dan pemeriksaan sebelum menyerahkan resep. Persepsi Kepuasan pasien dengan petugas dari dimensi empaty tidak bermakna secara statistik kecuali untuk pertanyaan mengenai perhatian petugas secara individua, persepsi pasien lebih rendah dibandingkan persepsi petugas. Dari hasil Fokus Grup Diskusi pada dua kelompok petugas terhadap komponen yang bermakna didapatkan hasil bahwa penyebab yang menjadi latar belakang perbedaan adalah perbedaan faktor individual petugas dan pasien , suasana lingkungan kerja ,beban kerja serta keterbatasan sarana dan kewenangan yang dimiliki. Hasil Penelitian diatas dapat disarankan kepada Puskesmas Sarolangun perlu meningkatkan mutu layanan terutama pada aspek dimensi Responsiveness dan assurance, serta berusaha memecahkan masalah yang menjadi latar belakang penyebab perbedaan seperti hasil Fokus Grup Diskusi.
Sarolangun health center visits declined during the last 3 years. Initial survey of patient satisfaction results obtained for the quality of services provided by 40%. Meanwhile, according to officials they consider Sarolangun Health Center has provided good service and satisfying. For that we need to do research on the differences between patients with the officer's perception about the quality of services provided. The results obtained among patients with the officer's perception of the tangible dimension is almost the same, except in the case of service procedures, patient perception of the average lo-wer than the perceptions of officers and this difference was statistically significant. The dimen-sions of reliability, the perception among patients with officers about the same, except in terms of explanation and information about the patient's disease clinic system adminisrasi patient's per ception of the average lower than the perceptions of officers and this difference was statistically significant. Patient's perception of the dimension of responsibility and the officers there was a statistically significant difference, especially questions about the speed of handling complaints officer, the officer always provide convenience when serving and waiting times are fast. Perceptions of patients with officers for assurance dimension appears there was a statistically significant difference on the question of patience, politeness and friendliness checks before handing the recipe. Patient satisfaction with the officer's perception of the dimension empaty not statistically significant except for the question regarding the officer's attention by individual, lower than the patient's perception of officers of perception. From the results of Focus Group Discussions in two groups of workers against the significant components showed that the cause of the difference is the difference in background factors and the patient's individual officers, the atmosphere of work environment, workload and limited means and authority possessed. The results of the above studies can be recommended to the Health Center Sarolangun need to improve the quality of services especially in the dimensions Responsivnes and assurance, as well as trying to solve a problem the background causes of differences such as the Focus Group Discussion.
Secara umum dapat dikatakan bahwa salah satu penyebab terjadinya penurunan mutu pelayanan di puskesmas disebabkan relatif rendahnya tingkat pemenuhan kebutuhan dan tingkat kepuasan kerja. Selaras dengan hal ini karakteristik individu diduga mempunyai hubungan dengan tingkat pemenuhan kebutuhan dan tingkat kepuasan kerja staf puskesmas. Penelitian dengan desain cross sectional melalui analisa kuantitatif, dilakukan untuk mengetahui tingkat pemenuhan kebutuhan berdasarkan tingkat kepuasan staf puskesmas, serta mengetahui hubungan karakteristik individu berdasarkan; (umur, pendidikan, jumlah anak, jumlah tugas pokok, jumlah tugas tambahan, lama tugas di puskesmas, golongan pangkat, jumlah penghasilan dari puskesmas, fasilitas dari puskesmas dan tingkat pengetahuan) dengan tingkat pemenuhan kebutuhan dan tingkat kepuasan kerja staf puskesmas kota Jambi. Beberapa variabel yang diduga sebagai sumber pemenuhan kebutuhan dan sumber kepuasan kerja staf dibatasi pada aspek; finansial, afiliasi sosial, peningkatan karir, aspek pekerjaan, sarana pekerjaan dan aspek keorganisasian dengan pengukuran penelitian adalah total skor variabel dengan menggunakan skala liken pada kategori jawaban; sangat memenuhi kebutuhan, memenuhi kebutuhan, agak memenuhi kebutuhan, tidak memenuhi kebutuhan, sangat tidak memenuhi kebutuhan dan total skor tingkat kepuasan pada kategori jawaban; sangat puas, puas, agak puas, tidak puas, sangat tidak puas. Hasil penelitian ini diperoleh beberapa temuan sebagai berikut : 1). Secara umum dapat dikatakan bahwa tingkat pemenuhan kebutuhan staf dapat dikategorikan tinggi, (53,8%) menyatakan memenuhi kebutuhan, dan tingkat kepuasan staf puskesmas dapat dikategorikan sedang, (35,2%) mengatakan agak puas. 2). Dari 10 karakteristik individu yang diduga mempunyai hubungan dengan tingkat pemenuhan kebutuhan staf terdapat 5 variabel (umur, lama tugas, golongan pangkat, jum!ah anak dan jumlah tugas tambahan) dengan taraf signifikan (p = 0,0001). 3). Dan terdapat 5 variabel diduga pula mempunyai hubungan dengan tingkat kepuasan kerja staf ( umur, lama tugas, golongan pangkat, tingkat pendidikan dan jumlah anak) pada taraf signifikan ( p = 0,0001). 4). Secara bersama terdapat 2 variabel karakteristik individu yang berhubungan bermakna berturut-turut dengan tingkat pemenuhan kebutuhan staf puskesmas yaitu: karakteristik golongan pangkat dan tugas tambahan (P = 0,001), Artinya dapat ditafsirkan pula bahwa secara umum tingkat pemenuhan kebutuhan staf puskesmas akan berkurang atau menurun jika golongan pangkat dan tugas tambahan staf puskesmas bertambah. 5). Dan terdapat 2 variabel karakteristik individu yang berhubungan bermakna berturut-turut dengan tingkat kepuasan kerja staf puskesmas yaitu: karakteristik golongan pangkat dan tingkat pendidikan. Artinya dapat ditafsirkan pula bahwa secara umum tingkat kepuasan staf puskesmas akan bertambah tinggi jika tingkat pendidikan staf puskesmas semakin tinggi, tetapi seiring dengan meningkatnya status golongan pangkat staf tingkat kepuasan mereka ditafsir menjadi turun. Rekomendasi Kebijakan yang penting dari hasil penelitian ini, terutama ditingkat dinas, peningkatan sumber daya manusia melalui rencana peningkatan karir, evaluasi terhadap kinerja dan melakukan beberapa kegiatan pelatihan dan ditingkat operasionalisasi puskesmas, agar selalu dilakukan pemantuan terhadap karakteristik yang diduga mempunyai hubungan dengan tingkat pemenuhan kebutuhan dan tingkat kepuasan kerja sebagai alternatif pemecahan masalah staf.
In general, it can be said that one important factor related to low quality of service in health centre is low level of work satisfaction and their need fulfillment. On the other hand work satisfaction and need fulfillment is also related to individual characteristic. This study is a cross sectional research with quantitative approach, which is cruducted examine need fulfillment and work satisfaction and to observe relationship between these variable with individual characteristics such as age, level of educations, number of children, number of main tasks, additional tasks, years of work experience, level of seniority, salary, facilities to fulfill the job and level of work knowledge. Both dependent variables (i.e., need fulfillment and work satisfaction) are measured by several indicants such as financial, social affiliations, career development, working cruditing organization support, likert scale with 5 level answers were used. This study showed results as follows: 1. In general, need fulfillment is high (53,8%) and moderate satisfaction level (35,2%). 2. Five characteristics variables are significantly related to need fulfillment at P=.0001 (age, years of exp, seniority, no of child, and additional task). 3. Five characteristics variables are significant related to work satisfactions at p=4,0001 (Age, years of experience, seniority, level of education and number of children). 4. Multivariable statistic with linear regression showed 2 variables reversely related to need fulfillment, which are seniority and additional task (at p 5 0,0001). It meant that the high seniority or the move additional task given to the employers will decrease score of need fulfillment. 5. Multivariable statistic with linear regression showed 2 variables very reversely related to need fulfillment, which are seniority and level of education (at p s 0,0001). It meant that the high seniority or that meant is level of staff work satisfaction, that the high seniority given to employers will decrees score of staff work satisfactions. This study recommends several important policy and managerial action, as follows: at district level, District Health Organization (DHO) should develop human resource plan that includes career development, valid performance evaluation and training development and at operational level, head of Puskesmas should always monitor level of operating and factor related to it.
Kepuasan pasien merupakan salah satu indikator untuk melihat mum pelayanan kesehatan. Puskesmas merupakan tempat pelayanan kesehatan publik yang saat ini dimanfaatkan oleh seluruh lapisan masyarakat. Rendahnya kcpuasan pasien menggambarkan kualitas pelayanan belum maksimal dan belum sesuai dengan standar, sehingga harus diperbaiki. Kepuasan pasien dapat dipengaruhi oleh banyak faktor, misalnya karakteristik pasien sendiri Serta biaya yang ada untuk mendapatkan pelayanan tersebut. Penclitian ini dilakukan di enam Puskesmas DTP di Kabupaten Bekasi dan dua Puskesmas DTP di Kota Bckasi. Penelitian ini bertujuan untuk mclihat perbandingan tingkat kepuasan pasien Puskesmas DTP di Kabupatcn dan Kota Bekasi, melihat karakteristik pasien pengguna jasa pelayanan Puskesmas, serta mclihat faktonfaktor karakteristik mana yang berhubungan dengan tingkat kcpuasan pasien. Disain penelitian adalah cross sectional pada 480 responden. Dilakukan selarna 3 bulan dari Februari sampai April 2007. Secara keseluruhan kamkteristik pasien di kedua tempat diatas adalah sama, perbedaannya ada pada tingkat pendidikan, jenis pekerjaan dan pendapatan pasien. Tingkat kepuasan pasien di Kabupaten Bekasi (gratis) 2,14 kali lebih rendah dibandingkan tingkat kepuasan pasien di Kota Bekasi (bayar). Jumlah pasien yang puas di Kota Bekasi 64,2% sementara di Kabupaten Bekasi 45,5%. Tidak ada hubungan yang bermakna antara faktor-faktor karakteristik pasien dengan tingkat kepuasan di kedua tempat diatas, serta tidak ada faktor-faktor karakteristik yang menjadi faktor konfonding. Dari Importance and Pewrmance Anabvsis unsur yang harus diperhatikan di Kabupaten Bekasi adalah jadwal perikasa dokter tiap hari tepat waktu, obat diresepkan tersedia di Puskesmas, petugas segera memenuhi keinginan pasien serta dokter menjadi pendengar yang baik bagi pasien. Sementara itu di Kota Bekasi unsur-unsur yang hams diperhatikan adalah ruang rawat inap, sarana kamar mandi/WC, keberadaan petugas di mang rawat inap/jalan, ruang tunggu, suasana lingkungan, lantai dalam/luar ruangan, pelayanan oleh dokter, obat yang diresepkan tersedia di Puskesmas. -Iasil penelitian ini diharapkan dapat dimanfaatkan oleh Dinas Kcsehatan Kabupaten Bekasi dan Kota Bekasi dalam mengambil kebijakan serta Puskesmas DTP di Kabupatzh dan Kota Bekasi dalam meningkatkan kualitas pelayanan.

The low level of the patients satisfaction depicted the quality of the service was not yet maximal and did not yet be in accordance with the standard, so as to have to be improved. The patient satisfaction could be affected by many factors, for example the characteristics of the patient personally as well as the available cost to get this service. This research was carried out in six inpatient facility in the Bekasi Regency and two inpatient facilities in the Bekasi City. This research aimed at seeing the level comparison of patient satisfaction of the inpatient facility in the Regency and the Bekasi City, saw the characteristics of the user's patient in community health centre service, as well as saw what characteristics factor that was connected with the level of the patients satisfaction. 'Ihe design of the research was cross sectional to 480 respondents. Carried out for 3 months hom February to April 2007. On the whole the characteristics of the patient in the two places above was same, its difference was in the level of education, the work kind and the income ofthe patient. The level of the patient?s satisfaction in the Bekasi Regency (ti-ee) 2.14 times was lower compared with the level ofthe patient?s satisfaction in the Bekasi City (paid). The number of patients who was satisfied in the Bekasi City 64, 2% now in the Bekasi Regency 45, 5%. There is no relation that was significant between characteristics factors ofthe patient and the level of satisfaction in the two places above, as well as did not have characteristics factors that became the factor confounding. From Importance and Performance Analysis the element that must be paid attention to in the Bekasi Regency was the doctor schedule right on time, prescription medicine was available in the community health centre, the ofiicial immediately filled the patients wish as well as the doctor to become listeners who were good for the patient. In the meantime in the Bekasi City elements that must be paid attention to were space inpatient facilities, bathroom means/the Toilet, the existence of the official in room, the waiting room, the atmosphere of the environment, the floor in/outside the room, the service by the doctor, prescription medicine was available in the community health centre. From this research, we recommended for District Health Service of Bekasi Regency and Bekasi City in taking the policy, inpatient facility in the Regency and the Bekasi City in increasing the quality ofthe service.
