Abstrak:
Alat kesehatan merupakan komponen penting dalam pelayanan kesehatan disamping obat. Selain memiliki fungsi sosial, alat kesehatan juga memiliki fungsi ekonomi dan menjadi komoditas yang memiliki nilai menjanjikan. Indonesia adalah pasar yang besar untuk pemasaran alat kesehatan dengan nilai pasar sekitar 800 juta USD pada tahun 2015 dan diperkirakan mencapai 1,2 miliar USD pada tahun 2019 (BMI, 2015). Namun, kebutuhan alat kesehatan masih dipenuhi lebih dari 90% alat kesehatan impor. Penelitian ini menggunakan metode kualitatif dengan teknik Indept Interview. Hasil penelitian: Komunikasi pada implementasi kebijakan hilirisasi hasil riset alat kesehatan di Universitas Gadjah Mada masih belum efektif. Sumber daya di Universitas Gadjah Mada seperti SDM, fasilitas dan dana belum optimal. Struktur Birokrasi, belum adanya SOP dalam pelaksanaan hilirisasi hasil riset alkes. Kesimpulan: Implementasi kebijakan hilirisasi hasil riset alat kesehatan di Universitas Gadjah Mada masih belum optimal dalam penyelenggaraan hilirisasi hasil riset alat kesehatan. Hambatan: Komunikasi periset Universitas Gadjah Mada dengan LKPP kurang bersinergi sehingga produk-produk yang dihasilkan yang seharusnya dapat disusun dalam tata kelola pengadaan alat kesehatan masih adanya penolakan oleh LKPP. Disposisi pada persepsi penggunaan alat kesehatan luar negeri lebih bagus mutunya serta kurangnya minat industri untuk memproduksi alat kesehatan dan pelaku usaha untuk menanamkan investasi di bidang industri alat kesehatan. Sumber daya periset secara kuantitas yang masih kurang dalam mendukung riset alat kesehatan secara konsisten, selama ini fungsi dosen sebagai tenaga pengajar dan sebagai periset. Serta laboratorium pengujian yang masih kurang bagi periset Universitas Gadjah Mada. Struktur organisasi kurang menyusun SOP tugas direktur, periset dan tim advokasi dalam melaksanakan tanggungjawabnya sehingga kurangnya pencapaian tujuan dari prototype, Izin Edar, HAKI, dan komersialisasi hasil riset.

Indonesia is a big markets for medical devices marketing with a market value of about 800 million USD by 2015 and is estimated to reach 1.2 billion USD by 2019 (BMI, 2015). However, the need for medical devices is still fulfilled by more than 90% of imported medical devices. This research uses qualitative method with In-depth Interview technique. Research Result of: Communication on the hilirization policy implementation of medical devices research results in Gadjah Mada University still not effective. Resources at Gadjah Mada University such as human resources, facilities and funds have not been optimal. Bureaucracy Structure, the have not SOP in the the hilirization policy implementation of medical devices research results. Conclusion: the hilirization policy implementation of medical devices research results in Gadjah Mada University is still not optimal in the hilirization implementation of medical devices research results. Obstacles: Gadjah Mada University researchers' communication with LKPP is less synergic so that the products that should be arranged in the governance of medical devices procurement are still rejected by LKPP. The disposition on the perception of the use of foreign medical devices is of better quality and the lack of industry interest in producing medical devices and business actors to invest in the medical devices industry. Research resources in quantity are still lacking in supporting the research of medical devices consistently, so far the function of lecturers as teaching staff and as a researcher. And testing laboratories are still lacking for Gadjah Mada University researchers. The organizational structure lacks the SOP of the director's job, the researchers and the advocacy team in carrying out their responsibilities resulting in a lack of achievement of the objectives of the prototype, Circulation License, HAKI, and commercialization of research results.

Indonesia memiliki jumlah penderita TB terbanyak kedua di dunia dengan notifikasi kasus yang masih rendah, ini menandakan bahwa keterlibatan rumah sakit dalam program TB masih rendah salah satunya rumah sakit khusus gigi dan mulut. Padahal tindakan perawatan gigi dan mulut memiliki risiko infeksi yang tinggi dan lebih dari 15% pasien TB yang memiliki masalah gigi dan mulut. RSGM UGM Prof. Soedomo merupakan salah satu RS khusus dengan angka penemuan kasus yang rendah. Tujun Penelitian : Evaluasi program penanggulangan tuberkulosis di RSGM UGM Prof. Soedomo Tahun 2023. Metode : Penelitian menggunakan metode kualitatif. Data akan diperoleh dengan wawancara mendalam, telaah dokumen, dan observasi di RSGM. Informan berjumlah 9 dipilih dengan teknik purposive sampling. Hasil : Komponen program TB mulai dari komponen input, proses, dan monitoring dan evaluasi sudah dijalankan sesuai dengan regulasi tetapi terdapat komponen yang perlu diperbaiki seperti pada klinik isolasi dan bilik dahak yang jarang terpakai, keterlambatan pelaporan kasus TB, leaflet TB yang habis tidak diisi kembali, monitor TV tidak selalu hidup, dan monev TB yang belum rutin. Komponen output (angka penemuan kasus) masih berada dibawah target yang ditetapkan yaitu 0 (zero), ini disebabkan oleh tidak adanya pasien TB yang datang ke RS mengingat RS merupakan RS Khusus Gigi dan Mulut. Kesimpulan : RSGM UGM ikut berperan aktif dalam program TB khusussnya penemuan ,dilihat dari seluruh komponen program TB telah dijalankan sesuai dengan regulasi meskipun terdapat komponen yang perlu dimaksimalkan.
Indonesia has the second highest number of TB sufferers in the world with case notifications which are still low, this indicates that hospital involvement in the TB program is still low, one of which is a special dental and oral hospital. Even though dental and oral care procedures have a high risk of infection and more than 15% of TB patients have dental and oral problems. RSGM UGM Prof. Soedomo is a special hospital with a low case discovery rate. Research Aim: Evaluation of the tuberculosis control program at RSGM UGM Prof. Soedomo Year 2023. Method: Research uses qualitative methods. Data will be obtained by in-depth interviews, document review, and observations at RSGM. Nine informants were selected using purposive sampling technique. Results: TB program components starting from input, process, and monitoring and evaluation components have been carried out in accordance with regulations but there are components that need to be improved, such as isolation clinics and sputum chambers which are rarely used, delays in reporting TB cases, TB leaflets which are used up and not refilled. , the TV monitor is not always on, and TB monitoring and evaluation is not routine. The output component (case discovery rate) is still below the set target, namely 0 (zero), this is due to the absence of TB patients coming to the hospital considering that the hospital is a special dental and oral hospital. Conclusion: RSGM UGM plays an active role in the TB program, especially discovery, it can be seen that all components of the TB program have been carried out in accordance with regulations, although there are components that need to be maximized.

Abstrak:
Laboratorium Parasitologi Klinik FKUI merupakan laboratorium khusus rujukan nasional penyakit parasitik di Indonesia dan telah terakreditasi A, sebaiknya dapat menetapkan target KPI kepuasan pengguna jasa pengguna laboratorium setiap tahunnya lebih besar dari 82%. Hal tersebut tidak sesuai dengan Permenpan No. 14 Tahun 2017 Tentang Survey Kepuasan Masyarakat untuk mutu pelayanan mengenai kinerja unit pelayanan minimal 88,31%. Penelitian ini bertujuan untuk mengetahui kondisi terkait mutu layanan kesehatan Laboratorium Parasitologi Klinik FKUI berdasarkan 5 dimensi Servqual dengan desain metode penelitian kualitatif menggunakan desain studi kasus. Penelitian dilaksanakan pada bulan Oktober dan November 2020 di Laboratorium Parasitologi Klinik FKUI dengan total 13 orang informan yaitu kepala laboratorium, petugas laboratorium dan pasien yang melakukan pemeriksaan di laboratorium. Hasil penelitian menunjukkan dari dimensi kehandalan segi sumber daya manusia sebenarnya sudah mencukupi akan tetapi karena Laboratorium Parasitologi Klinik FKUI selain menerima pasien yang datang namun juga melakukan penelitian dan pendidikan sehingga menyebabkan terjadinya double job pada karyawan dan mengakibatkan salah satu penyebab lamanya waktu tunggu pada pelayanan laboratorium. Dimensi jaminan, petugas juga masih dianggap kurang ahli dalam melakukan tindakan dibandingkan di laboratorium lain. Dimensi bukti fisik yang ada di laboratorium masih pelu diperbaiki atau diperhatikan agar pelanggan dapat merasa nyaman. Peneliti menyarankan dapat mengefektifkan pengawasan pelaksanaan SOP oleh koordinator laboratorium, adanya indikator waktu tunggu untuk meningkatkan pelayanan laboratorium dan analisa beban kerja dan penyesuaian tenaga kerja sesuai dengan beban kerjanya
