Penelitian ini berfokus pada analisis determinan out-of-pocket payment (OOP) pada rumah tangga di Provinsi Nusa Tenggara Timur menggunakan data Susenas tahun 2021. Variabel independen yang diteliti adalah tingkat ekonomi rumah tangga, kepemilikan jaminan kesehatan, beban biaya transportasi ke fasilitas kesehatan, dan tingkat pendidikan kepala rumah tangga. Sedangkan variabel dependen pada penelitian ini adalah besaran OOP kuratif rumah tangga. Diketahui bahwa di beberapa kabupaten/kota, kelompok tingkat ekonomi rumah tangga, kepemilikan jaminan kesehatan, dan tingkat pendidikan kepala rumah tangga berhubungan signifikan dengan besaran OOP. Beban biaya transportasi ke faskes juga berkorelasi signifikan dengan OOP namun memiliki koefisien yang lemah. Peneliti menyarankan adanya upaya peningkatan pemanfaatan JKN melalui perbaikan kualitas layanan dan pemerataan akses pada layanan kesehatan sehingga OOP dapat dicegah.
The focus of this study is to analyze out-of-pocket payment determinants among households in East Nusa Tenggara using Susenas 2021. Independent variables in this study included economic status, health insurance ownership, transportation fee to health services, and head of household education level while dependent variable was focused on household curative OOP. The result showed that in several regions, economic status, health insurance ownership, and education level was significantly associated with OOP. Moreover, transportation fee to health services was also correlated with OOP with small correlation coefficient. Researcher suggested the need of better health services quality and access so that people could utilize JKN more often and prevent OOP.
