Proses transisi rekam medis manual ke elektronik paling lambat 31 Desember 2023, tetapi setelah 11 bulan berlalu, masih 30,60% dari 107.582 fasyankes yang tekoneksi dengan SATUSEHAT. Salah satu yang belum terpenuhi koneksinya adalah rumah sakit milik Tentara Nasional Indonesia. Meskipun TNI dikenal dengan kedisiplinannya, tetapi dalam penerapan kebijakan rekam medis elektronik masih terbilang rendah. Pelaksana dalam penerapan rekam medis elektronik memerlukan payung hukum dan prosedur dalam bentuk kebijakan turunan sehingga menjadi kewajiban dan urgensi rumah sakit untuk segera menyusun dan mengimplementasikannya. Penelitian ini bertujuan untuk mengetahui kesiapan implementasi Peraturan Menteri Kesehatan Nomor 24 Tahun 2022 di Rumkital Marinir Cilandak tahun 2024 dilihat dari variabel komunikasi, struktur birokrasi, disposisi dan sumber daya mengadopsi teori Edward III dan dimodifikasi dengan teori Merilee S Grindle dan teori Mazmanian & Sabatier. Penelitian ini merupakan penelitian policy review dengan pendekatan studi kasus menggunakan metode pengumpulan data wawancara mendalam dan telaah dokumen. Hasil penelitian didapatkan kesiapan implementasi rekam medis elektronik di Rumkital Marinir Cilandak sudah menyelenggarakan dan berfungsi dengan baik, akan tetapi masih terdapat beberapa poin keharusan dari Peraturan Menteri Kesehatan Nomor 24 Tahun 2022 yang belum terlaksana yaitu dari variabel komunikasi aspek transmisi kebijakan, struktur birokrasi belum tersedia kebijakan turunan dan sumber daya.

The transition from manual medical records to electronic must be completed by December 31, 2023. However, after 11 months, only 30.60% of the 107,582 health service facilities are connected to SATUSEHAT. One of the facilities that has not yet established a connection is the hospital owned by the TNI. Although the TNI is known for its discipline, the implementation of the electronic medical record policy is considered low. Implementing electronic medical records requires legal Protection and procedures in the form of derivative policies, so it becomes an obligation and urgency for hospitals to formulate and implement them promptly. This study aims to determine the readiness of the implementation of the Minister of Health Regulation Number 24 of 2022 at the Cilandak Marine Hospital in 2024, viewed from the variables of communication, bureaucratic structure, disposition, and resources, adopting the theory of Edward III and modified with the theories of Merilee S. Grindle and Mazmanian & Sabatier. This research is a policy review study with a case study approach using data collection methods of in-depth interviews and document review. The study results showed that the readiness to implement electronic medical records at the Cilandak Marine Hospital had been organized and functioned properly. However, several mandatory points from the Minister of Health Regulation Number 24 of 2022 still have not been implemented, namely, from the communication variable of the policy transmission aspect, the bureaucratic structure has not provided derivative policy and resources.
