Abstrak:
Bencana industri merenggut ribuan nyawa setiap tahun di seluruh dunia. Sebagian besar disebabkan oleh konstruksi atau desain fasilitas yang buruk atau kebakaran besar atau ledakan yang menghanguskan bangunan. Selain desain fasilitas yang buruk, keadaan darurat dapat terjadi diakibatkan oleh adanya Process safety event (PSE) yang melibatkan pelepasan/kehilangan penahanan bahan berbahaya yang dapat mengakibatkan konsekuensi kesehatan dan lingkungan dalam skala besar. Pada saat ini PT. J berada pada tahap desain industri petrokimia. Perusahaan akan memproses bahan kima dengan jumlah besar sehingga perusahaan memiliki bahaya yang tinggi dan berisiko menimbulkan bencana, oleh karena itu PT. J memerlukan suatu sistem manajemen kedaruratan yang dapat menanggulangi setiap potensi bencana yang muncul dan berdampak bagi perusahaan pada tahap operasional. Tujuan dilakukannya penelitian ini adalah untuk menganalisis perencanaan manajemen keadaan darurat pada tahap desain industri petrokimia di PT. J, yang terdiri dari perencanaan sebelum terjadi keadaan darurat, saat terjadi keadaan darurat dan setelah terjadi keadaan darurat. Penelitian ini merupakan penelitian deskriptif analitik, dengan menggunakan desain studi kualitatif. Pengumpulan data primer dilakukan melalui survey lapangan dan Focus Gruop Discussion (FGD) menggunakan Emergency Management Assessment Checklist for Design Stage, yang telah dimodifikasi dari NFPA 1600 edisi 2019. Data Sekunder dikumpulkan melalui telaah dokumen. Berdasarkan hasil penelitian menunjukkan bahwa PT. J belum menerapkan siklus hidup manajemen keadaan darurat secara komprehensif. Pada tahap sebelum terjadi keadaan darurat, perusahaan belum memiliki perencanaan edukasi dan pelatihan, latihan dan uji coba. Pada tahap saat terjadi keadaan darurat diketahui bahwa perusahaan belum memiliki prosedur jadwal pengujian protokol peringatan, pemberitahuan, dan komunikasi saat terjadi keadaan darurat. Selain itu, pada tahap setelah terjadi keadaan darurat perusahaan belum memiliki perencanaan kontinuitas dan pemulihan yang meliputi rehabilitasi dan rekonstruksi. Perusahaan telah melakukan dan memiliki beberapa perencanaan untuk mitigasi, kesiapsiagaan dan tanggap darurat. Perusahaan disarankan untuk mengembangkan rencana yang ada dan membuat rencana baru untuk memaksimalkan perencanaan manajemen keadaan darurat pada tahap desain untuk menghadapi peristiwa keadaan darurat di industri petrokimia pada tahap operasional PT. J.
Industrial disasters claim thousands of lives every year around the world. Most are caused by poor construction or design of facilities or large fires or explosions that engulf buildings. In addition to poor design facility, emergencies can occur as a result of a Process safety event (PSE) which involves the release/loss of containment of hazardous materials which can result in large-scale health and environmental consequences. At this time PT. J is at the design stage of the petrochemical industry. The company will process chemicals in large quantities so that the company has a high hazard and the risk of causing an emergency event, therefore PT. J requires an emergency management system that can handle any potential emergency events that might arise and impact the company at the operational stage. The purpose of this study was to analyze emergency management planning at the design stage of the petrochemical industry at PT. J, which consists of planning before an emergency occurs, when an emergency occurs and after an emergency occurs. This research is an analytic descriptive research, using a qualitative study design. Primary data collection was carried out through field survey and conduct Focus Group Discussion (FGD) using the Emergency Management Assessment Checklist for Design Stage, which has been modified from the NFPA 1600 edition 2019. Secondary data was collected through document review. Based on the research results shows that PT. J has not implemented a comprehensive emergency management life cycle. At the stage before an emergency occurred, the company did not yet have planning for competency and training, drills and trials. At the stage when an emergency occurs, it is known that the company doesn’t have procedures for testing protocols for warning, notification, and communication during an emergency. In addition, at the stage after an emergency occurs, the company does not yet have a continuity and recovery plan that includes rehabilitation and reconstruction. The company has carried out and has several plans for mitigation, preparedness and emergency response. Companies are advised to develop existing plans and create new plans to maximize emergency management planning at the design stage to deal with emergency events in the petrochemical industry at the operational stage of PT. J.

Abstrak:
International Labour Organization (ILO), setiap tahun ada lebih dari 250 kecelakaan di tempat kerja dan lebih dari 160 juta pekerja menjadi sakit karena bahaya di tempat kerja. dan 1,2 juta pekerja meninggal akibat kecelakaan dan sakit di tempat kerja. Dampaknya pada ekonomi dunia karena hilangnya hari kerja mendekati 4% dari GDP Global. PT. X merupakan perusahaan konsorsium konstruksi migas yang salah satu aktivitas yang memiliki tingkat kecelakaan kerja tinggi di PT. X hal ini dapat dilihat dari data pendahulu kecelakaan kerja yang dimiliki PT. X pada periode Januari 2023 sampai dengan April 2023 dengan total kasus kecelakaan kerja sebanyak 40 kejadian. Dari uraian diatas maka penulis ingin melakukan penelitian mengenai faktor yang mempengaruhi kecelakaan kerja pada perusahaan konstruksi migas di PT. X Tahun 2023. Penelitian ini menggunakan desain penelitian deskriptif analitik dengan rancangan crossectional. Penelitian ini memiliki sampel berjumlah 106, penelitian dilakukan pada bulan Mei 2023 sampai dengan Juni 2023, berusia rata-rata 28 tahun dan di dominasi usia di atas 28 tahun sebanyak 94 pekerja (88,7%), jenis kelamin di dominasi pekerja laki-laki sebanyak 85 pekerja (80,2%), untuk tingkat pendidikan di dominasi pekerja berpendidikan tingkat tinggi sebanyak 85 pekerja (83%), dan masa kerja di dominasi pekerja yang bekerja di bawah 5 tahun sebanyak 91 pekerja (85.8%). Hasil penelitian ini menunjukkan bahwa pada Analisis Bivariat terdapat 4 Faktor yang mempengaruhi kecelakaan kerja yaitu Shift Kerja dengan hasil p value 0,000 < 0,05, Sosialisasi K3 dengan hasil p value 0,008 < 0,05, Pengawasan Manajemen dengan hasil nilai p value 0,032 < 0,05 dan Penggunaan APD dengan hasil p value 0,090 < 0,05. Dengan hasil Analisis Multivariat yang menunjukkan bahwa faktor yang dominan adalah faktor shift kerja. Kesimpulannya adalah faktor yang paling mendominasi dalam terjadinya kecelakaan kerja adalah shift kerja.

International Labor Organization (ILO), every year there are more than 250 accidents in the workplace and more than 160 million workers become sick due to hazards in the workplace. and 1.2 million workers died as a result of accidents and illness at work. The impact on the world economy due to lost working days is close to 4% of Global GDP. PT. X is an oil and gas construction consortium company which is one of the activities that has a high work incident and or accident rate at PT. X, this can be seen from the work incident and accident predecessor data owned by PT. X in the period January 2023 to April 2023 with a total of 40 occupational incident and accident cases. From the description above, the authors want to conduct research on the factors that influence occupational incident and or accidents at oil and gas construction companies at PT. X Year 2023. This research uses a descriptive analytic research design with a cross-sectional design. This study has a sample of 106, the study was conducted from May 2023 to June 2023, the average age is 28 years and the predominance is over 28 years of age as many as 94 workers (88.7%), gender is dominated by male workers as many as 85 workers (80.2%), for the level of education dominated by highly educated workers as many as 85 workers (83%), and years of service dominated by workers who worked under 5 years as many as 91 workers (85.8%). The results of this study indicate that in Bivariate Analysis there are 4 factors that influence work accidents, namely Shift Work with a p-value of 0.000 <0.05, OSH Socialization with a p-value of 0.008 <0.05, Management Supervision with a p-value of 0.032 <0 .05 and use of PPE with a p value of 0.090 <0.05. With the results of Multivariate Analysis which shows that the dominant factor is the work shift factor. The conclusion is that the most dominating factor in the occurrence of work accidents is shift work.
