Abstrak:
ABSTRAK PBPU) atau disebut sebagai peserta mandiri. Jenis penelitian yang digunakan adalah penelitian kuantitatif deskriptif dengan desain cross-sectional. Data yang diambil adalah data primer yang diperoleh dengan membagi kuesioner kepada 33 pedagang di Pasar Gunung Batu, Kota Bogor. Hasil analisis menunjukkan bahwa tingkat kepatuhan peserta bukan penerima upah (PBPU) patuh dalam membayar iuran JKN sebesar 72%. Peserta bukan penerima upah di Pasar Gunung Batu sebagian besar terdiri atas perempuan sebanyak 19 orang dengan persentase 57,6%. Sebagian besar pedagang memiliki latar belakang pendidikan SMA sebesar 45,5%. Rata-rata umur peserta adalah 42,48 tahun dengan median 43 tahun. Peserta bukan penerima upah sebagian besar memiliki jumlah anggota keluarga sebanyak 2-3 orang sebanyak 57,6%. Sebagian besar peserta JKN telah mengikuti program selama lebih dari 3 tahun dan mengambil iuran kelas 2 (48,5%). Peserta sebagian besar memiliki jenis usaha seperti makanan, sembako, pakaian dan sayuran dengan pendapatan rata-rata peserta sebesar Rp3.777.272. Risiko penyakit tidak terlalu mempengaruhi kepatuhan peserta, 100% dengan riwayat penyakit dan membutuhkan pengobatan serta 60% peserta yang sedang tidak sakit tetap membayar iuran. Hasil analisis menunjukkan bahwa sikap, norma subyektif dan sanksi tidak mempengaruhi kepatuhan peserta secara signifikan. Namun, sikap yang ditunjukkan peserta terhadap program JKN ini cukup positif. Pembayaran iuran belum menjadi norma bagi masyarakat. Walaupun peserta tidak setuju dengan adanya sanksi namun mereka merasa sanksi cukup efektif untuk membuat peserta patuh membayar iuran. The type of research used is descriptive quantitative with crosssectional design. The data taken is primary data that are obtained by dividing questionnaires to 33 traders in Gunung Batu Market, Bogor City. The results of the analysis show that the compliance level of non-wage earners (PBPU) is compliant in paying JKN contributions of 72%. Non-wage participants in Pasar Batu Batu consisted mostly of 19 women with a percentage of 57.6%. Most traders have a high school education background of 45.5%. The average age of the participants was 42.48 years with a median of 43 years. Non-wage participants mostly had 2-3 persons as much as 57.6%. Most of the participants of JKN have attended the program for more than 3 years and take the 2nd class contribution (48.5%). Participants mostly have business types such as food, basic foods, clothing and vegetables with average income of participants of Rp 3,777,272. The risk of disease does not significantly affect the compliance of participants, most of 60% participants still pay dues even though not ill. The results of the analysis show that the attitude, subjective norms and sanctions do not significantly affect the participant's compliance. However, the attitude shown by the participants towards the JKN program is quite positive. Tuition payments have not become the norm for society. Although the participants did not agree with the existence of sanctions but they felt sanction effective enough to make the participants dutifully pay dues. Abstrak:
Skripsi ini membahas pengetahuan dan sikap peserta JKN kelompok PBPU terhadap Pendaftaran Calon Bayi di Kota Depok. Latar belakang dari penelitian in adalah karena masih ditemukannya Angka Kematian Ibu (AKI) dan Angka Kematian Bayi (AKB) di kota Depok sehingga pentingnya mendaftarkan bayi dalam kandungan sebagai peerta BPJS untuk menghindari risiko kesehatan dan mendapatkan jaminan kesehatan. Tujuan penelitian ini adalah untuk mengetahui pengetahuan dan sikap peserta dan faktor yang berhubungan dengan pengetahuan dan sikap peserta JKN kelompok PBPU tentang pendaftaran calon bayi di kota Depok Tahun 2018. Penelitian merupakan penelitian kuantitatif dengan desain studi cross sectional. Hasil penelitian peserta JKN kelompok PBPU memiliki tingkat pengetahuan yang tinggi dan sikap positif terhadap pendaftaran calon bayi.

Penelitian ini membahas tentang faktor-faktor yang berhubungan dengan pengetahuan dan sikap calon peserta PBPU yang sedang mendaftar di kantor BPJS Kesehatan tentang sistem rujukan berjenjang. Penelitian ini dilakukan dengan pendekatan kuantitatif dengan desain studi Cross Sectional. Jumlah responden penelitian ini sebanyak 107 calon peserta PBPU. Berdasarkan hasil penelitian diketahui bahwa responden memiliki tingkat pengetahun tinggi (63,6%) dan sikap favorable (mendukung/positif) (51,4%) terhadap sistem rujukan berjenjang. Terdapat perbedaan yang signifikan antara usia dengan tingkat pengetahuan (p-value 0,048) dan tidak terdapat perbedaan yang signifikan antara tingkat pengetahuan dengan sikap (p-value 9,199).

Abstrak:
Program Kader JKN-KIS telah berjalan selama satu tahun, sejak April 2017 di BPJSKesehatan Kantor Cabang Depok. Penagihan dan pengumpul iuran pada kelompokPBPU menjadi tujuan utama dari program tersebut. Penelitian ini membahas efektivitasimplementasi program Kader JKN-KIS melalui evaluasi input, process, dan output diBPJS Kesehatan Kantor Cabang Depok tahun 2018. Jenis penelitian ini adalah kualitatifmenggunakan wawancara mendalam, Focus Group Discussion (FGD), dan telaahdokumen. Variabel yang diteliti menggunakan gabungan Model CIPP (Context, Input,Process, Product) dan Model George Edward III. Hasil dari penelitian menunjukkankomunikasi, sumber daya, disposisi, struktur birokrasi, dan kegiatan program KaderJKN-KIS sudah berjalan dengan baik dan sesuai dengan pedoman pelaksanaan sertaterdapat peningkatan angka kolektabilitas kelompok PBPU dari 61,32% menjadi68,80% pada bulan Januari 2018 dan tersisa 25,59% jumlah penduduk kota Depok yangbelum terdaftar sebagai peserta JKN. Walaupun demikian terdapat beberapa hal yanngperlu ditingkatkan dalam program ini, yaitu pengelolaan kembali SDM dan peninjauankembali insentif untuk Kader.

Pemerintah menaikkan iuran Jaminan Kesehatan Nasional mulai 1 Januari 2020. Peserta Pekerja Bukan Penerima Upah (PBPU) merupakan peserta yang terdampak karena kebijakan tersebut. Hal ini dikarenakan mereka membayar iuran JKN sendiri, tanpa bantuan pemerintah atau pemberi kerja. Penelitian ini mencoba menganalisis persepsi peserta PBPU terhadap kebijakan tersebut dan bagaimana keputusan responden terhadap kepesertaan JKN ke depan. Penelitian ini menggunakan rancangan studi cross sectional dengan sampel sebanyak 100 responden, yang merupakan peserta PBPU dengan studi kasus pedagang di Pasar Asemka Jakarta Barat. Analisis data dilakukan dengan tabulasi dan uji statistik chi square dan t-test. Hasil penelitian mendapatkan bahwa 52 persen responden mempunyai persepsi negatif terhadap kebijakan, dan sebanyak 54 persen responden menyatakan akan berhenti membayar iuran JKN. Persepsi yang buruk sejalan dengan pilihan responden untuk berhenti membayar iuran JKN, dan bermakna secara statistik. Variabel lain yang juga sejalan dan bermakna secara statistik adalah tingkat pendapatan. Sementara pengetahuan, sikap dan pengalaman dalam layanan JKN tidak bermakna secara statistik. Hasil dari penelitian ini menyarankan perlunya memberikan pemahaman yang benar kepada masyarakat terkait dengan kenaikan iuran JKN termasuk konsekuensinya, baik melalui diseminasi langsung maupun tidak langsung. Latar Belakang: Peningkatan jumlah peserta BPJS Kesehatan setiap tahunnya tidak sejalan dengan tingkat kepatuhan pekerja bukan penerima upah dalam membayar iuran. Terjadi peningkatan PBPU yang tidak aktif pada tahun 2023 sebesar 32,58 juta jiwa (25%) yang menyebabkan defisit anggaran. Metode: Metode penulisan pada penelitian ini menggunakan literature review. Tujuan: Mengetahui faktor-faktor apa saja yang berhubungan dengan kepatuhan pekerja bukan penerima upah dalam membayar iuran BPJS Kesehatan. Hasil: Didapatkan 8 artikel yang memenuhi kriteria inklusi untuk disertakan dalam penelitian ini. Definsi kepatuhan adalah perilaku peserta yang secara konsisten membayar iuran tepat waktu, yaitu pada tanggal 1-10 setiap bulannya. Persentase kepatuhan PBPU dalam membayar iuran BPJS Kesehatan berkisar antara 29,5%-84,7% dengan rata-rata sebesar 67,72%. Pengetahuan yang tinggi mengenai manfaat asuransi kesehatan terbukti meningkatkan kesadaran dan kepatuhan pembayaran, sesuai dengan teori Lawrence Green dan John Nyman. Pendapatan yang lebih tinggi juga meningkatkan kepatuhan. Persepsi positif terhadap layanan dan manfaat BPJS Kesehatan mendorong pembayaran rutin. Usia kepala keluarga yang lebih tua, tarif iuran yang terjangkau, jarak tempuh yang lebih dekat ke tempat pembayaran, dan motivasi yang tinggi juga berkontribusi pada kepatuhan pembayaran iuran. Rekomendasi: BPJS Kesehatan perlu melakukan upaya sosialisasi dan edukasi menyesuaikan karakteristik wilayah dan kerjasama dengan stakeholders, melakukan perbaikan secara berkelanjutan melalui transformasi mutu layanan, dan menjalin kerjasama dengan berbagai kanal layanan serta memberikan edukasi untuk menyediakan sarana layanan pengaduan.
Background: The increase in the number of BPJS Health participants each year is not in line with the level in compliance of independent participants to pay contributions. There was an increase of inactive independent participants in 2023 by 32.58 million people (25%) which caused a budget deficit. Methods: The writing method in this study is using literature review. Objective: To identify factors related to compliance of independent participants to pay BPJS Health contributions. Results: There were 8 articles that fulfilled the inclusion criteria to be included in this study. The definition of compliance is the behavior of participants who consistently pay contributions on time, namely on the 1st-10th of each month. The percentage of PBPU compliance in paying BPJS Health contributions ranged from 29.5%-84.7% with an average of 67.72%. High knowledge of health insurance benefits is proven to increase awareness and payment compliance, in accordance with Lawrence Green and John Nyman's theory. Higher income also increases compliance. Positive perceptions of BPJS Kesehatan services and benefits encourage regular payments. Older age of the head household, affordable contribution rates, closer distance to the payment center, and high motivation also contribute to the compliance of contribution payment. Recommendation: BPJS Kesehatan needs to make socialization and education efforts according to regional characteristics and cooperation with stakeholders, make continuous improvements through service quality transformation, and cooperate with various service channels and educate them to provide complaint service facilities.

Pendahuluan: Kesehatan merupakan kebutuhan dasar yang wajib diperoleh bagi seluruh masyarakat dan dijamin oleh negara melalui pencapaian UHC. Dalam rangka mencapai UHC, Indonesia memulai program asuransi sosial yang disebut Jaminan Kesehatan Nasional (JKN) sejak tahun 2014. Beberapa tahun awal, program JKN mengalami defisit walaupun mengalami surplus di masa COVID-19, namun diprediksi akan mengalami defisit kembali akibat biaya kesehatan dan utilitas dari layanan kesehatan yang semakin meningkat. Dengan tujuan agar program JKN dapat berkelanjutan, maka penting untuk memperhatikan faktor pengumpulan dana, pooling risiko, serta pembelanjaan kesehatan yang efisien. Dana yang terkumpul sangat bergantung pada status keaktifan kepesertaan. Khususnya pada peserta JKN segmen Pekerja Bukan Penerima Upah (PBPU) dan Bukan Pekerja (BP) merupakan segmen yang paling tinggi ketidakaktifan status kepesertaannya. Tujuan: Oleh sebab itu, penting untuk mempelajari faktor-faktor yang mempengaruhi status keaktifan kepesertaan JKN pada segmen tersebut agar pengumpulan dana dapat dimaksimalkan. Metode: Penelitian ini dilakukan dengan metode cross sectional data sekunder Data Sampel BPJS Kesehatan tahun 2023. Melalui persamaan logistic model Logit untuk mencari hubungan dari faktor-faktor yang mempengaruhi. Hasil: Total sampel 589.529 orang, didapatkan bahwa seluruh provinsi di Indonesia kecuali DKI Jakarta, domisili di luar negeri, perempuan, usia muda, peserta yang memilih hak kelas kepesertaan I dan II, serta peserta yang memilih Puskesmas memiliki probabilitas status kepesertaan tidak aktif secara signifikan. Hanya frekuensi utilisasi FKTP, FKRTL dan peserta yang memilih FKTP di Klinik Pratama dan yang belum kawin memiliki probabilitas status kepesertaan aktif secara signifikan. Kesimpulan: Perlunya kerjasama lintas sektoral serta evaluasi beberapa regulasi atau kebijakan dalam meningkatkan status kepesertaan JKN agar mampu menyelenggarakan program JKN yang berkelanjutan
Introduction: Health is a basic need that must be obtained by the entire community and is guaranteed by the state through the achievement of Univesal Health Coverage (UHC). In order to achieve UHC, Indonesia launched a social insurance program called the National Health Insurance (JKN) in 2014. In the initial years, the JKN program experienced a deficit, although it experienced a surplus during the pandemic of COVID-19, but it is predicted to experience a deficit again due to increasing healthcare costs and healthcare service utilization. In order for the JKN program to be sustainable, it is important to pay attention to the factors of fund collection, risk pooling, and efficient healthcare purchasing. The collected funds are highly dependent on the active membership status. Specifically, for the JKN participants in the Non-Wage Earners (PBPU) and Non-Workers (BP) segments, they have the highest inactivity rate in thei membership status. Objective: Therefore, it is important to study the factors that influence the active membership status of the JKN program in Non-Wage Earners and Non-Workers segments in order to maximize fund collection. Method: This research was conducted using a cross-sectional method with secondary data from the 2023 BPJS Kesehatan Sample Data. The Logit logistic model equation was used to find the relationship and probability of the influencing factors. Results: From a total sample of 589,529 people, it was found that all provinces in Indonesia except DKI Jakarta, domicile abroad or living abroad, female, young age, participants who choose class I and II membership rights, and who choose Puskesmas (primary health centers) have a signifincantly higher probability of inactive membership status. Only the frequency of utilization of primary healthcare facilities, referral healthcare facilities and participants who choose Clinics and those who are unmarried have a significantly higher probability of active membership status. Conclusion: The need for cross-sectoral collaboration and evaluation of several regulations of policies to improve JKN membership status in order to be able to organize a sustainable JKN program
