Abstrak:
Skripsi ini membahas mengenai gambaran umum berita online mengenai programJaminan Kesehatan Nasional (JKN) BPJS Kesehatan pada website Kompas.com danRepublika.co.id periode Januari 2016 - April 2017. Penelitian ini adalah penelitianyang menggunakan metode desktiptif. Penelitian ini tidak berpretensi untukmembuktikan hipotesis tetapi sesuai dengan sifat data. Hasil penelitian ini yaitu rata-rata setiap bulannya terdapat 15 berita di tahun 2016 dan 10 berita di kuarter pertamatahun 2017, dan bulan dengan jumlah berita terbanyak di tahun 2016 dan 2017 yaitupada bulan Maret, Cakupan wilayah terbanyak berita yaitu wilayah dibawahpengawasan Divisi Regional IV, dan Unit dengan berita terbanyak yaitu UnitKeuangan/Fiskal. Saran penelitian ini yaitu BPJS Kesehatan perlu melakukankerjasama dengan website berita online untuk menyebarluaskan berita mengenaiprogram JKN BPJS Kesehatan, melakukan koordinasi terlebih dahulu ke Komisi IXDPR RI jika ingin melaksanakan kebijakan baru dan menginformasikan dari jauh harikepada masyarakat mengenai kebijakan baru yang akan diterapkan.Kata kunci: Berita Online, BPJS Kesehatan, Kompas.com, Republika.co.id.

Lonjakan kasus HMPV di Tiongkok menjadi sorotan media dan berkaitan dengan komunikasi risiko serta cara penyampaian pesan yang membentuk persepsi publik melalui pengaruh bias dan kepentingan media. Penelitian ini bertujuan untuk mengidentifikasi sejauh mana pemberitaan Human Metapneumovirus (HMPV) pada Detik.com, Kompas.com dan Liputan6.com pada tanggal 1 Desember 2024 hingga 28 Februari 2025 selaras dengan kaidah komunikasi risiko WHO menggunakan metode analisis isi. Hasil penelitian ini menunjukkan, dari 296 artikel yang dianalisis, sebagian besar belum sepenuhnya mengikuti kaidah komunikasi risiko WHO. Pilar komunikasi risiko dalam membangun kepercayaan publik belum optimal diterapkan, tercermin lebih dari 30% artikel tidak memaparkan informasi dasar HMPV. Informasi sifat penyakit HMPV yang paling banyak ditemukan adalah informasi mengenai gejala HMPV dan paling sedikit adalah informasi penanganan HMPV. Pilar integrasi komunikasi risiko terhadap sistem kesehatan dibuktikan dengan adanya laporan data epidemiologi HMPV namun terbatas pada data kasus penyakit HMPV di Indonesia dan data kasus penyakit HMPV di luar negeri. Pilar praktik komunikasi risiko kurang optimal diupayakan oleh media dibuktikan dalam minimnya informasi yang dimuat mengenai upaya dan kebijakan kesehatan. Liputan6.com menjadi media daring yang paling memenuhi kaidah komunikasi risiko, dibuktikan melalui tingginya persentase temuan informasi dasar HMPV, sifat penyakit, data epidemiologi luar negeri, dan upaya kesehatan oleh pemerintah Indonesia serta fasilitas kesehatan. Kompas.com dan Detik.com lebih banyak memuat informasi bersumber pemerintah, sedangkan Liputan6.com lebih banyak memuat informasi bersumber pakar. Berita yang tidak mencantumkan sumber paling banyak ditemukan pada Detik.com. Tidak semua artikel berita memenuhi kaidah komunikasi risiko karena jenis pesan didominasi dengan pesan berisi ancaman dibandingkan pesan efikasi. Detik.com memuat paling banyak pesan ancaman sekaligus paling sedikit pesan efikasi. Sebanyak 49% artikel mengandung bias komersial berupa tersebarnya potongan dan pengulangan informasi pada artikel berbeda yang paling banyak ditemukan pada Detik.com. Strategi penyampaian pesan oleh media tercermin melalui headline artikel yang dominan menyoroti peristiwa HMPV, penutup yang mendukung isu HMPV, gaya penceritaan deskriptif yang banyak mengandung solusi terhadap penanganan HMPV, disertai penekanan fakta yang dominan melalui gabungan elemen huruf dan visual.
The surge in HMPV cases in China has been in the media spotlight and is related to risk communication and how messages are conveyed, which shape public perception through media bias and interests. This study aims to identify the extent to which reporting on Human Metapneumovirus (HMPV) on Detik.com, Kompas.com, and Liputan6.com from December 1, 2024, to February 28, 2025, aligns with WHO risk communication guidelines using content analysis methods. The results of this study indicate that, out of 296 articles analyzed, most have not fully adhered to WHO risk communication guidelines. The pillars of risk communication in building public trust have not been optimally applied, as evidenced by over 30% of articles failing to provide basic information about HMPV. The most found information about HMPV is related to its symptoms, while the least common is information about its management. The pillar of integrating risk communication into the health system is evidenced by the availability of HMPV epidemiological data reports, though these are limited to HMPV case data in Indonesia and HMPV case data from other countries. The pillar of risk communication practices is not optimally pursued by the media, as evidenced by the limited information provided on health efforts and policies. Liputan6.com is the online media outlet that best meets the principles of risk communication, as evidenced by the high percentage of basic information on HMPV, disease characteristics, epidemiological data from abroad, and health efforts by the Indonesian government and health facilities. Kompas.com and Detik.com contain more information sourced from the government, while Liputan6.com contains more information sourced from experts. News articles without sources were most found on Detik.com. Not all news articles met risk communication guidelines because the type of message was dominated by threat-based messages rather than efficacy-based messages. Detik.com published the most threat-based messages while having the fewest efficacy-based messages. 49% of articles contained commercial bias in the form of repeated and duplicated information across different articles, most foundon Detik.com. The media's message delivery strategy is reflected through article headlines that predominantly highlight HMPV events, conclusions that support HMPV issues, descriptive storytelling styles that often include solutions for HMPV management, accompanied by a dominant emphasis on facts through a combination of text and visual elements.
