Abstrak:
Rumah sakit dalam memberikan pelayanan kesehatan masyarakat harus dapat menjaga mutu dan kualitas. Salah satu upaya pemerintah untuk meningkatkan mutu pelayanan rumah melalui akreditasi. Akreditasi wajib dilakukan dan merupakan syarat ijin operasional sesuai aturan pemerintah. Rumah Sakit Prima Medika melakukan persiapan akreditasi KARS 2012 yang terdiri dari 4 sasaran pokok, namun penelitian ini pada dua sasaran yaitu sasaran keselamatan pasien dan Milenium Development Goals. Tujuan penelitian ini untuk mengetahui tahapan, masalah dan monitoring dalam proses persiapan akreditasi. Penelitian ini menggunakan metode kualitatif melibatkan partisipan sebanyak 7 orang yang terlibat dalam kelompok kerja akreditasi. Pengumpulan data dengan teknik wawancara mendalam dan penelusuran dokumen, dianalisis menggunakan content analysis. Hasil wawancara persiapan akreditasi dimulai komitmen dari seluruh jajaran rumah sakit, kelompok kerja akreditasi ditetapkan direktur, penyusunan dokumen sesuai elemen penilaian akreditasi, sosialisasi pada staf medis maupun non medis, implementasi sangat penting karena penilaian lebih terfokus pada pelaksanaan dilapangan, monitoring dan evaluasi dengan laporan monev, indikator mutu dan turun langsung ke lapangan. Kesimpulan tahapan persiapan yang penting adalah komitmen seluruh jajaran rumah sakit, melakukan pendekatan kepada dokter spesialis secara formal maupun informal, menambah pelatihan internal. This study focus on two goals of Prima Medika Hospital in preparation of KARS 2012 accreditation: International Patient Safety Goals and Millennium Development Goals. The purpose of this study is to determine the stages, problems and monitoring in the preparation process of accreditation on the patient's safety goals and the Millennium Development Goals. This research uses qualitative method by involving 7 participants working group of accreditation. Data collected by in-depth interview technique and document tracing, then analyzed using content analysis. The results of the interviews show that the preparation phase begins with the commitment of all hospitals, the accreditation working group established by the director, the compilation of documents of the assessment elements according to the accreditation standards, program dissemination to medical and non-medical staff, then the implementation. The next stage are monitoring and evaluation, through monev report, quality indicator and field inspection. In conclusions, the very important stages in preparation process are: commitment from all level of hospital, approaches to the specialist doctors formally or informally, more internal training. Abstrak:
ABSTRAKPeran kepemimpinan memiliki arti yang sangat penting dalam peningkatan mutumelalui akreditasi pada organisasi pelayanan kesehatan primer. Kepemimpinanyang efektif berpengaruh terhadap proses menuju keberhasilan akreditasi. Tujuanpenelitian ini adalah untuk menganalisis peran kepala puskesmas dalam persiapanakreditasi puskesmas di Puskesmas Beber Kabupaten Cirebon Jawa Barat tahun2016. Puskesmas Beber merupakan puskesmas yang telah melalui tahap persiapanakreditasi dan puskesmas pertama di Jawa Barat yang akan dilakukan surveiakreditasi nasional. Metode penelitian menggunakan pendekatan kualitatif.Prosedur sampling yang digunakan adalah non-probability sampling denganprinsip kecukupan dan kesesuaian. Metode pengumpulan data dilakukan melaluiwawancara mendalam dengan Kepala Puskesmas Beber dan focus groupdiscussion (FGD) terhadap 16 staf Puskesmas Beber yang terbagi dalam duakelompok FGD. Untuk keabsahan data, dilakukan triangulasi sumber, metodedan telaah dokumen. Hasil penelitian menunjukan peran kepemimpinan kepalapuskesmas merupakan hal yang utama dalam persiapan akreditasi. Dari informasiyang didapatkan dari hasil FGD dan wawancara mendalam, peran kepemimpinandalam persiapan akreditasi adalah penetapan tujuan organisasi dengan komitmendan visi yang jelas, membangun pondasi organisasi dengan tim yang kuat danmemiliki kapabilitas, membangun kemauan staf untuk berpartisipasi denganmenunjukan nilai-nilai kepemimpinan, menghasilkan ide-ide termasuk melakukankajibanding untuk perbaikan mutu, dan melakukan perubahan denganmenggerakan semua sumberdaya yang ada. Secara umum dapat disimpulkanbahwa peran kepemimpinan kepala puskesmas dalam persiapan akreditasimerupakan kunci utama. Peran kepemimpinan tersebut pada akhirnya mendorongsistem yang kuat yang dapat membawa seluruh staf puskesmas untuk bersama-sama dalam satu visi, meningkatkan mutu pelayanan melalui akreditasipuskesmas.Kata kunci : akreditasi puskesmas; peningkatan mutu; peran kepemimpinan;persiapan akreditasi.
The process of communication, collaboration and coordination have a majorimpact on the effectiveness of the organization and an important element in theachievement of quality health services. The purpose of this study to analyzepatterns of communication, collaboration and coordination in Puskesmas IbrahimAdjie - Bandung, which has implemented a quality standard ISO 9001: 2008 andas the best health center in 2016 in West Java. The research method uses aqualitative approach is confirmatory. To maintain the validity of the data wasperformed using triangulation sources and methods of data collection is done byin-depth interviews to four people who are important in the process, focus groupdiscussions by six staff, observation and study of the document. The resultsshowed there is a pattern of all levels and channels of communication. Thepattern of broad-spectrum collaboration is secondary. Coordination patterns arestrengthening and expansion. Barriers that often happens, the choice of prioritydelivery of information, the dual role, misunderstanding, trouble harmonize timeactivities with other agencies, the repetition of the process of coordination whenthere is change of officials such as district or village heads, the delay in theapproval of program activity reports from the district and village. Suggestions areto continue to maintain the existing pattern and increase, the need for advocacyfor the strengthening of human resources, the need for a MoU, it is necessary totransfer the pattern of the process that has been ongoing basis to the health centerpersonnel.
