Abstrak: ABSTRAK PBPU) atau disebut sebagai peserta mandiri. Jenis penelitian yang digunakan adalah penelitian kuantitatif deskriptif dengan desain cross-sectional. Data yang diambil adalah data primer yang diperoleh dengan membagi kuesioner kepada 33 pedagang di Pasar Gunung Batu, Kota Bogor. Hasil analisis menunjukkan bahwa tingkat kepatuhan peserta bukan penerima upah (PBPU) patuh dalam membayar iuran JKN sebesar 72%. Peserta bukan penerima upah di Pasar Gunung Batu sebagian besar terdiri atas perempuan sebanyak 19 orang dengan persentase 57,6%. Sebagian besar pedagang memiliki latar belakang pendidikan SMA sebesar 45,5%. Rata-rata umur peserta adalah 42,48 tahun dengan median 43 tahun. Peserta bukan penerima upah sebagian besar memiliki jumlah anggota keluarga sebanyak 2-3 orang sebanyak 57,6%. Sebagian besar peserta JKN telah mengikuti program selama lebih dari 3 tahun dan mengambil iuran kelas 2 (48,5%). Peserta sebagian besar memiliki jenis usaha seperti makanan, sembako, pakaian dan sayuran dengan pendapatan rata-rata peserta sebesar Rp3.777.272. Risiko penyakit tidak terlalu mempengaruhi kepatuhan peserta, 100% dengan riwayat penyakit dan membutuhkan pengobatan serta 60% peserta yang sedang tidak sakit tetap membayar iuran. Hasil analisis menunjukkan bahwa sikap, norma subyektif dan sanksi tidak mempengaruhi kepatuhan peserta secara signifikan. Namun, sikap yang ditunjukkan peserta terhadap program JKN ini cukup positif. Pembayaran iuran belum menjadi norma bagi masyarakat. Walaupun peserta tidak setuju dengan adanya sanksi namun mereka merasa sanksi cukup efektif untuk membuat peserta patuh membayar iuran. Kata Kunci: iuran, kepatuhan, PBPU, peserta mandiri This study discusses the compliance of non-wage earners (PBPU) or referred to as independent participants. The type of research used is descriptive quantitative with crosssectional design. The data taken is primary data that are obtained by dividing questionnaires to 33 traders in Gunung Batu Market, Bogor City. The results of the analysis show that the compliance level of non-wage earners (PBPU) is compliant in paying JKN contributions of 72%. Non-wage participants in Pasar Batu Batu consisted mostly of 19 women with a percentage of 57.6%. Most traders have a high school education background of 45.5%. The average age of the participants was 42.48 years with a median of 43 years. Non-wage participants mostly had 2-3 persons as much as 57.6%. Most of the participants of JKN have attended the program for more than 3 years and take the 2nd class contribution (48.5%). Participants mostly have business types such as food, basic foods, clothing and vegetables with average income of participants of Rp 3,777,272. The risk of disease does not significantly affect the compliance of participants, most of 60% participants still pay dues even though not ill. The results of the analysis show that the attitude, subjective norms and sanctions do not significantly affect the participant's compliance. However, the attitude shown by the participants towards the JKN program is quite positive. Tuition payments have not become the norm for society. Although the participants did not agree with the existence of sanctions but they felt sanction effective enough to make the participants dutifully pay dues. Abstrak: Penelitian ini membahas mengenai faktor-faktor yang mempengaruhi keputusan pembelian Jaminan Kesehatan Nasional pada pedagang kaki lima. Rancangan penelitian adalah analitik kunatitatif dengan pendekatan potong lintang. Hasil penelitian menunjukkan bahwa dari 100 responden yang diteliti, 43 responden telah membeli JKN. Hasil uji Chi-square menunjukan bahwa ada hubungan yang signifikan antara usia, pendapatan, risiko riwayat penyakit kronis keluarga, risiko finansial keluarga,harga/iuran JKN, tempat/lokasi BPJS Kesehatan, tempat/lokasi rumah sakit, bukti fisik BPJS Kesehatan; dan SDM (Sumber Daya Manusia) BPJS Kesehatan dengan keputusan pembelian Jaminan Kesehatan Nasional pada pekerja sektor informal (pedagang kaki lima) di Kota Bogor Tahun 2017. The study design was analytical quantitative with cross sectional approach. The result of research showed that from 100 respondents who had been interviewed, 43 respondents had bought National Health Insurance. Chi-square test showed that there were significant results between age, income, family history of chronic disease, family financial risk, premium of JKN Program, the location of BPJS Kesehatan, the location of hospital, proof of BPJS Kesehatan, and human resources of BPJS Kesehatan with decision for purchasing national health insurance among street vendors in Bogor 2017.
