Abstrak:
Akar penyebab sebagian besar kecelakaan industri telah dikaitkan dengan masalah proses keselamatan mulai dari budaya keselamatan yang buruk, kurangnya komunikasi, masalah integritas aset, kurangnya kepemimpinan manajemen dan manusia faktor serta kebijakan yang kurang tepat. Kecelakaan dapat dicegah dengan penerapan yang memadai dari process safety management Proses pemilihan Subcontractor, yang akan di tunjuk di dalam sebuah pekerjaan, merupakan langkah awal untuk menjalankan sebuah sistem perusahaan sebagai pencegahan, pengawasan, implementasi serta peningkatan mutu di dalam sebuah pekerjaan. Penilitian dilakukan secara delphi. Penelitian dilakukan pada bulan febuari 2022 sampai dengan juni 2022. Teknik pengumpulan data melalui pengamatan langsung dan telaah dokumen perusahaan yang berpedoman pada RKK penawaran yang akan di analisis ke dalam pedoman dari International Sustainable Rating System (ISRS) dan teori Process safety Management dari Theophilus. Tujuan lainnya juga adalah jika kebijakan dokumen ini di lakukan secara lebih sesuai maka, sudah dipastikan bisa meningkatkan kinerja keselaman konstruksi subkontraktor dan dari sisi pemerintahan agar dari pihak kementrian PUPR bisa membentuk assessor team pada saat pemeriksaan seleksi vendor di awal, menentukan penilaian tingkat risiko dan mengembangkan lagi poin yang bisa melengkapi untuk meyakinkan bahwa subcontractor ataupun vendor telah menjalankan kebijakan dokumen yang sesuai. Dan bagi perusahaan agar bisa menampilkan peningkatan kinerja keselamatan konstruksi
The root causes of most industrial accidents have been linked to process safety issues ranging from poor safety culture, lack of communication, asset integrity issues, lack of management leadership and human factors as well as inappropriate policies. Accidents can be prevented with adequate application of process safety management. The subcontractor selection process, which will be appointed in a job, is the first step to run a company system for prevention, supervision, implementation and quality improvement in a job. The research was conducted using Delphi. The research was conducted from February 2022 to June 2022. Data collection techniques were through direct observation and review of company documents guided by RKK offers which will be analyzed according to guidelines from the International Sustainable Rating System (ISRS) and Process safety Management theory from Theophilus. Another objective is that if this policy document is carried out in a more appropriate manner then it is certain that it can improve the diving performance of subcontractor construction and from the government side so that the Ministry of PUPR can form an assessor team during the initial vendor selection inspection, determine the risk level assessment and develop Another point that can be completed is to ensure that the subcontractor or vendor has implemented the appropriate document policy. Sektor konstruksi memiliki risiko kecelakaan kerja tinggi. Studi ini mengembangkan pengukuran sistem manajemen k3 konstruksi menggunakan kriteria sistem manajemen keselamatan konstruksi sesuai peraturan Permen PUPR No.10/2021, dapat digunakan dalam menilai keselamatan di industri konstruksi. Metodologi menggunakan pendekatan mixed-method exploratory design. Hasil studi menunjukkan bahwa perusahaan BUMN karya yang diobservasi menerapkan sistem manajemen keselamatan konstruksi berdasarkan peraturan yang berlaku dan dilaksanakan berbeda-beda sesuai visi misi perusahaan. Meskipun pengukuran belum dilakukan dengan aplikasi khusus, namun penelitian menunjukkan bahwa pengukuran dapat dilakukan melalui aplikasi yang dikembangkan. Faktor-faktor kompetensi, SOP, dan SMKK 10/21 ditemukan mempunyai pengaruh yang signifikan terhadap penerapan sistem manajemen keselamatan konstruksi.
This study focuses on developing a measurement for assessing the construction safety management system in the construction sector, known for its high risk of work accidents. The researchers used the criteria outlined in Permen PUPR No.10/2021 to evaluate safety in the industry. The study employed a mixed-method exploratory design approach. The findings indicate that state-owned construction companies adhere to the construction safety management system based on relevant regulations, albeit with variations depending on each company's vision and mission. While a specific application of the measurement has not been conducted, the study demonstrates that it is feasible to measure safety in construction through the developed tool. The study also identified competency, SOPs, and SMKK 10/21 as significant factors influencing the implementation of construction safety management systems
