Abstrak:
Tesis ini membahas proses penanganan pengaduan disiplin kedokteran di MKDKI dengan faktor yang berperan dalam lamanya proses. Faktor-faktor ini dianalisismelalui wawancara mendalam kepada Anggota MKDKI, Pengadu dan Teradu.Penelitian ini menggunakan metode kualitatif dan dilakukan studi eksplorasi kasusdari 1 Januari 2012-1 Januari 2014. Faktor yang paling berpengaruh terhadap lamanya proses adalah faktor internal dan yang paling berperan adalah sumber dayamanusia, panitera. Diharapkan hasil penelitian menjadi bahan kepada Anggota MKDKI untuk memperbaharui Petunjuk Teknis (Juknis) Pelaksanaan Penanganan Pengaduan.

This thesis aimed to analyze the process of and identify the factors related to thehandling of medical complaint cases by the Indonesia Medical Displinary Board(MKDKI). Qualitative research method was implied using indepth interview toIMDB members, Complainants and Doctors. 87 cases from January 1 2012 to January1, 2014 were also studied. The most contributing factor was the human resourcesnamely the MKDKI members and the admin officer. It is expected the findings to beused as input for MKDKI to improve the Standard Operational Procedure (SOP) inhandling the medical complaint cases, which to include better management ofMKDKI members and the admin officer.

Abstrak:
Sistem Surveilans Penyakit Berpotensi KLB Berdasarkan Kejadian merupakan bagian dari peningkatan kewaspadaan dini dan respon terhadap adanya ancaman KLB melalui pengelolaan data dan informasi adanya kejadian berpotensi KLB yang telah terverifikasi kebenaran dan besarannya. Pengembangan ini bertujuan membangun Sistem Online Surveilans Penyakit Berpotensi Kejadian Luar Biasa berdasarkan kejadian yang dapat mengelola data KLB terverifikasi untuk menghasilkan laporan harian KLB yang akurat, dan tepat waktu untuk peningkatan kewaspadaan dini yang terjadi sewaktu waktu. Pengembangan sistem ini menggunakan pendekatan kualitatif dengan metode pengembangan system development life cycle yang meliputi tahap analisis, perancangan, dan implementasi yang menghasilkan prototype aplikasi. Penelitian ini menghasilkan prototype sistem informasi online untuk memudahkan dalam komponen masukan, pengolahan dan luaran. Sistem ini mempermudah proses pengumpulan, entri dan pengolahan data hingga menghasilkan informasi yang tepat waktu dan akurat karena prosesnya sudah secara otomatis dengan teknologi komputer. Penyimpanan data menggunakan teknologi basis data sehingga memudahkan penelusuran data, pengolahan data dan terkoneksi dengan internet. Keluaran sistem berupa penyajian informasi persebaran, status KLB, kronologi kejadian yang tepat waktu, menggambarkan periode, yang dapat mendukung dalam identifikasi upaya yang akan dilakukan sebagai peningkatan kewaspadaan dini dan respon. Monitoring system based on event or EBS is part of an increase in vigilance and early response to the existence of a threat of the outbreak through the management of data and information of the existence of the outbreak that has potentially occurrences verified truth and adjustment. This research aims to develop information systems online monitoring of the outbreak based on events (event based surveillance) in the command post of the outbreak the Ministry of health who can manage the outbreak data are accurate, realtime and daily in increased alertness and early response. The research development of the system using a kualitatfi approach that aims to obtain identify information systems that are running at the moment. Data collection was done through in-depth interviews, observation and document study. Information obtained become the foundation to design a system of which refer to method of development used namely system development life cycle which includes the analysis stage , design , and the implementation of the simulation as prototype of application .This research produce prototype EBS information system in the form of application to make it easier for online in a component input , processing and the outer covering of .The system should ease the process of collecting the , entry and processing data up to produce information that realtime and accurate because the process is already automatically with computer technology .Data storage using technology database in order to facilitate the search for data , process data and is connected with the internet .Output berua system presentation of information that realtime , describing a period of daily , that could support in the efforts that identification will be carried out as increasing awareness and response .
