Abstrak:
Puskesmas pada era JKN ini memegang peranan penting sebagai FasilitasKesehatan Tingkat Pertama penapis rujukan. Sebagai pintu gerbang pelayanankesehatan dasar, puskesmas memiliki tanggung jawab untuk menyelesaikankasus-kasus medis non spesialistik secara tuntas. Penelitian ini bertujuan untukmelihat efektivitas puskesmas yang diwakili oleh nilai rujukan apabiladihubungkan dengan ketersediaan sumber daya puskesmas dan kepemimpinanmanajerial. Metode penelitian adalah metode potong lintang dengan pendekatankuantitatif kepada 25 puskesmas di Kota Tangerang Selatan. Dari hasil penelitiandidapatkan bahwa sumber daya yang dimiliki puskesmas belum memenuhistandar yang telah ditetapkan kecuali untuk obat. Ketersediaan alat/teknologi danbahan penunjang medis berkisar pada level 60-79%. Sedangkan aspekkepemimpinan manajerial yang harus disoroti adalah pengawasan KepalaPuskesmas, pendelegasian tugas dan komunikasi antara pimpinan dan staf. Dari25 puskesmas, terdapat 7 puskesmas dengan kategori efektivitas baik dimana nilairujukan < 15%.Kata kunci : Efektivitas, pelayanan kesehatan, puskesmas

Tesis ini membahas tentang implementasi kebijakan insentif upaya kesehatan masyarakat dalam capaian penyerapan BOK puskesmas di Kota Tangerang Selatan. Penelitian ini adalah penelitian kualitatif dengan pendekatan studi kasus. Hasil penelitian Ketersediaan anggaran insentif UKM di Kota Tangerang Selatan sudah memadai untuk mendukung keberhasilan implementasi kebijakan insentif UKM dalam capaian penyerapan BOK Kinerja puskesmas setelah adanya insentif UKM masih terdapat informan yang mengatakan belum berdampak masih tetap sama karena memang program UKM menjadi kewajiban tupoksinya jadi tetap harus dikerjakan. Ketersediaan SDM puskesmas di Kota Tangerang Selatan sudah diatas standar yang ditetapkan oleh Kementerian Kesehatan dan pembagian tugas akan sudah dibagikan sesuai dengan kompetensinya. Beban kerja puskesmas dalam capaian program UKM sudah dibagikan secara merata sehingga tidak ada petugas yang tidak ikut berkontribusi sehingga petugas mendapatkan insentif secara merata. Perencanaan anggaran puskesmas melalui persetujuan Dinas Kesehatan dan pelaksanaan perhitungan besaran insentif sudah menggunakan aplikasi dari kementerian kesehatan serta pelaporan dilakukan pertriwulan. Implementasi yang dilakukan di Kota Tangerang Selatan sudah cukup baik dengan angka penyerapan d awal adanya insentif UKM sebesar 88,44%
This thesis discusses the implementation of the incentive policy for public health efforts (UKM) in relation to the absorption achievement of the Operational Health Assistance (BOK) funds at Puskesmas in South Tangerang City. This study is a qualitative research using a case study approach. The results indicate that the availability of UKM incentive budget in South Tangerang City is adequate to support the successful implementation of the UKM incentive policy in achieving BOK fund absorption. Regarding Puskesmas performance after the provision of UKM incentives, there are still informants who stated that it has not had a significant impact, as the UKM program is inherently part of their main duties and responsibilities, and must be carried out regardless. The availability of human resources (HR) at the Puskesmas in South Tangerang City is above the standard set by the Ministry of Health, and the task distribution has been assigned according to each staff member’s competencies. The workload related to the UKM program has been distributed evenly, ensuring that all staff contribute and therefore receive incentives equally. The budget planning of Puskesmas is carried out with approval from the District Health Office, the calculation of incentive amounts is already using an application provided by the Ministry of Health, and reporting is conducted quarterly. The implementation in South Tangerang City has been quite effective, with an initial UKM incentive absorption rate of 88.44%.

Kapasitas organisasi dievaluasi melalui tujuh komponen utama, yaitu: ketersediaan sumber daya, kapabilitas manajerial, sistem informasi, kemampuan kepemimpinan, keuangan, serta kemampuan jejaring kerja. Pendekatan yang digunakan adalah kuantitatif dengan desain cross-sectional terhadap 38 Puskesmas dan dilengkapi dengan wawancara mendalam secara kualitatif untuk mengkonfirmasi dan memperkaya temuan. Analisis kuantitatif dilakukan melalui uji bivariat menggunakan uji korleasi spearman, Hasil penelitian menunjukkan bahwa secara umum kapasitas organisasi Puskesmas di Kota Depok tergolong baik dan capaian status gizi balita di wilayah tersebut sebagian besar berada dalam kategori baik. Hasil uji bivariat menunjukkan bahwa tidak seluruh komponen kapasitas organisasi memiliki hubungan signifikan dengan status gizi balita. Namun demikian terdapat beberapa variabel yang memiliki hubungan bermakna secara statistik, yaitu: ketersediaan SDM (p = 0,010), perumusan masalah (p = 0,028), pengimplementasian keputusan strategis (p = 0,043), ketersediaan dana (p = 0,011), kesesuaian penggunaan dana (p = 0,011), ketepatan waktu pencairan dana (p = 0,022), keterlibatan masyarakat (p = 0,046), dan dukungan perangkat desa (p = 0,010). Temuan ini mengindikasikan bahwa keberhasilan program gizi balita tidak hanya ditentukan oleh kekuatan internal organisasi Puskesmas, tetapi juga sangat dipengaruhi oleh faktor eksternal, seperti perilaku masyarakat, keterlibatan aktor lokal, serta kolaborasi lintas sektor. Oleh karena itu, perumusan kebijakan yang efektif perlu mempertimbangkan pendekatan yang holistik, tidak hanya berfokus pada penguatan kapasitas kelembagaan di tingkat layanan primer, tetapi juga mendorong integrasi intervensi berbasis masyarakat serta dukungan multisektor dalam upaya mencapai perbaikan status gizi balita yang berkelanjutan.
This study aims to examine the organizational capacity of primary health centers (Puskesmas) in supporting efforts to improve the nutritional status of children under five in Depok City, Indonesia. Organizational capacity was evaluated through seven main components: resource availability, managerial capability, information systems, leadership ability, strategic planning, financial capacity, and network collaboration. A quantitative approach was applied using a cross-sectional design across 38 Puskesmas, supplemented with in-depth qualitative interviews to confirm and enrich findings. Quantitative analysis was conducted using Spearman’s correlation for bivariate. The findings revealed that, in general, Puskesmas in Depok had relatively good organizational capacity, and the overall nutritional status of under-fives was within a good category. The bivariate analysis showed that not all organizational components were significantly associated with nutritional status. However, several variables demonstrated statistically significant relationships the availability of human resources (p = 0.010), problem identification (p = 0.028), implementation of strategic decisions (p = 0.043), availability of funding (p = 0.011), appropriate use of funds (p = 0.011), timeliness of fund disbursement (p = 0.022), community involvement (p = 0.046), and support from village (p = 0.010). These findings suggest that the success of child nutrition programs is influenced not only by internal organizational strength but also by external factors such as community behavior, local government support, and cross sectoral collaboration. Therefore, effective policy development should adopt a holistic approach focusing not only on strengthening institutional capacity at the primary healthcare level but also on integrating community based interventions and multisectoral support to ensure sustainable improvements in child nutrition outcomes.

Penelitian ini bertujuan mengkaji pelaksanaan pengendalian pneumonia balitadilihat dari komponen input, proses, dan output. Penelitian ini menggunakan pendekatan kualitatif, berlokasi di dinas kesehatan dan 2 puskesmas. Hasil penelitian menunjukkan di dinas kesehatan sarana dan dana cukup. Untuk perencanaan, pelaksanaan dan monitoring kegiatan belum maksimal dilaksanaka nkarena keterbatasan SDM dimana pemegang program ISPA merangkap program diare sehingga tidak fokus dan kesulitan untuk memantau 43 puskesmas. Data kelengkapan laporan sebesar 97,09% dan ketepatan laporan baru mencapai 6,01%.Hasil penelitian di puskesmas masih ada sarana yang belum lengkap dan petugas di BP anak puskesmas belum terampil dalam tata laksana kasus dan menggunakan alat sound timer. Perencanaan kegiatan pneumonia balita belum ada di POA (PlanOf Action) puskesmas. Diperlukan penambahan SDM kesehatan dan workshop MTBS serta bimbingan teknis untuk petugas puskesmas. Kementerian Kesehatan melaksanakan program peningkatan kinerja sumber dayakesehatan melalui pendidikan dan pelatihan, khususnya pelatihan tenaga pelayanankesehatan tradisional, melalui pelatihan pelayanan akupresur bagi Puskesmas, namunpelayanan akupresur belum berjalan di Puskesmas. Di Kota Jakarta Selatan Puskesmasyang sudah menyelenggarakan pelayanan akupresur hanya dua (2). Penelitian ini adalahpenelitian kualitatif, dan bertujuan untuk menganalisis kebijakan dan implementasipelaksanaan pelayanan akupresur di Puskesmas serta hambatannya. Informan dalampenelitian berjumlah 11 orang, yaitu Kementerian Kesehatan, Sudinkes Jakarta Selatan,Kepala Puskesmas, Dokter poli, pelaksana program. Metode pengumpulan data melaluiWM dan telaah dokumen. Hasil penelitian dari komponen input sudah berjalan, adanyadukungan Kepala Puskesmas, SOP pelayanan, dan SK penugasan namun belum optimalrotasi staf menjadi salah satu kendala, komponen output dan outcome belum optimal.Aspek komunikasi (kejelasan dan konsistensi) belum efektif tentang informasi regulasikebijakan yang ada dari penentu kebijakan kepada pelaksana, aspek pembiayaan belumdidukung peraturan daerah, aspek birokrasi masih kurang koordinasi dan sosialisasikebijakan dari Dinas Kesehatan ke Sudinkes dan Puskesmas.

Produktivitas bidan secara individu dapat dipengaruhi faktor predisposisi seperti motivasi dan penguat perilaku lainnya seperti disiplin, pembagian kerja, absensi kerja, indeks massa tubuh dalam melaksanakan tugasnya sebagai bidan. Penelitian dengan desain potong lintang dengan metode kuantitatif bertujuan mengetahui hubungan antar determinan yang mempengaruhi produktivitas bidan di Puskesmas Kota Tangerang Selatan. Studi ini dilaksanakan di 35 puskesmas wilayah kerja Kota Tangerang Selatan pada bulan Desember 2023 sd April 2024. Data dikumpulkan dengan menggunakan kuesioner pada 175 responden. Berdasarkan hasil penelitian, Ditemukan hubungan antara produktivitas bidan puskesmas dengan motivasi .
The productivity of individual midwives can influenced by predisposing factors such as motivation and other behavioral reinforcements such as discipline, division of work, work absenteeism, body mass index in carrying out their duties as amidwife. Research using a cross-sectional design with quantitative methods aims to determine the relationship between determinants that influence the productivity of midwives at the South Tangerang City Health Center. This study was carried out in 35 Health Centers in the working area of South Tangerang City from December 2023 to April 2024. Data was collected using questionnaires from 175 respondents. Base on the research, a relationship was found between the productivity of community health center midwives and motivation.

Sumber daya manusia merupakan salah satu input terpenting dalam sebuah organisasi, tidak terkecuali dengan pelayanan kesehatan Puskemas, dibutuhkan perencanaan kebutuhan SDM yang sesuai agar pelayanan terhadap masyarakat dapat terpenuhi. Penelitian ini dilakukan di Puskesmas Sei.Jang Kota Tanjungpinang yang bertujuan untuk mendapatkan jumlah tenaga kesehatan yang ideal dengan menggunakan perhitungan beban kerja berdasarkan Metode perhitungan Work Load Indicator Staff Need (WISN). Desain penelitiannya kualitatif dan gambarannya secara deskriftif analitik. Informasi pada penelitian melalui data primer dan data skunder serta pengumpulan informasi dengan wawancara mendalam dan observasi langsung. Hasil penelitian menunjukkan tenaga yang ada saat ini melebihi dari kebutuhan yang sebenarnya, dikarenakan beban kerja yang terlalu kecil pada beberapa unit tertentu, selain itu ditemukan penempatan tenaga yang tidak sesuai dengan kualifikasi pendidikan.
Human resources is one important input in an organization, no exception in the service in health. So it is with health services, health center fully needed planning needs human resources corresponding to the service for people to be fulfilled. Abstrak:
Puskesmas merupakan fasilitas kesehatan tingkat pertama yang mempunyai peranan penting dalam menyelenggarakan pelayanan kesehatan dasar. Upaya pelayanan kesehatan tersebut lebih mengutamakan upaya promotif dan preventif untuk mencapai derajat kesehatan masyarakat yang setinggi-tingginya. Fisioterapi merupakan pelayanan inovasi di Puskesmas yang memberikan pelayanan kesehatan yang bersifat promotif dan preventif tanpa mengesampingkan upaya kuratif dan rehabilitatif. Tujuan penelitian ini adalah untuk menganalisis peran layanan fisioterapi dalam upaya memberikan pelayanan kesehatan di enam Puskesmas Kecamatan di wilayah DKI Jakarta. Penelitian ini menggunakan metodologi peneltian kualitatif dengan pendekatan fenomenologi untuk melihat gambaran mendalam dari peran layanan fisioterapi di Puskesmas wilayah DKI Jakarta. Hasil dari penelitian ini pelayanan fisioterapi untuk kasus muskuloskeletal dapat berkunjung ke semua Puskesmas di wilayah DKI Jakarta. Pelayanan fisioterapi untuk kasus neurologi dapat dilayani di Puskesmas Kecamatan Koja, Matraman, Pasar Minggu, Kebayoran Lama, dan Pancoran. Pelayanan fisioterapi untuk kasus kardiorespirasi dapat dilayani di Puskesmas Pasar Minggu, Koja, Kebayoran Lama, dan Pancoran. Peran layanan fisioterapi di Puskesmas berdasarkan Permenkes No.65 tahun 2015 yang tergabung dalam anggota tim hanya Puskesmas Kec. Pasar Minggu dan Puskesmas Kecamatan Matraman. Selain itu didapatkan kurangnya dukungan kebijakan, belum meratanya SDM fisioterapis di Puskesmas serta kurangnya keterampilan fisioterapis dalam melaksanakan pelayanan kesehatan masyarakat. Kesimpulan dalam penelitian ini yaitu masih dominannya layanan fisioterapi dalam upaya kuratif pada kasus di Puskesmas dibandingkan dengan upaya promotif dan preventif pada kelompok.
