Mutu Institusi pendidikan dapat dilihat dari scjauh mana institusi tersebut mewujudkan visinya dalam memenuhi kebutuhan masyarakat, dunia kerja dan kebutuhan profesional. Salah satu faktor yang menentukan mutu institusi pendidikan adalah kinexja sumber daya dosen dalam melaksanakan persiapan pengajamn, pelaksanaan pengajaran dan evaluasi pengajaran. Akaderni Keperawatan Pemerintah Pnopinsi Riau merupakan konversi dari SPK pada tahun 2003, dari basil evaluasi bagian wdemik tahun 2005/2006 terdapat bcbcrapa permasalahan yang ditemui antara lain: Dosen Penanggung jawab mata ajaran yang tidak mempunyai silabus 30%, doscn tidak tetap yang tidak memhuat Rencana Pengajaran (RP) 90%, tingkat kehadiran dosen 75%, dan ketidak puasan mahasiswa terhadap nilaj hasil cvaluasi. Metode penelitian ini menggunakan desain cross sectional dimana sampel penelitian adalah seluruh dosen yang meliputi 34 orang (total sampling). Variabel independen meliputj : umur, jenis kelamin, status kepcgawaian, tingkat pendidikan, alcta mengajar, pelatihan, motivasi, persepsi, kenampilan, fasilitas pendidikan, imbalan, beban mengajar dan supen/isi. Sedangkan variabcl dependen adalah kinelja dosen yang meliputi : pcrcncanaan, pcngajaran, pelakbunaan pengajaran dan evaluasi pengajaran. Untuk melengkapi hasil cross sectional maka dilakukan juga EDOM dan wawancara. Penelitian ini bertujuan Lmtuk memperoleh gambaran kinerja doscn di Akademi Keperawatan Pemerintah Propinsi Riau serta faktor-faktor yang mempengaruhinya. Instrumen yang digunakan bempa checklist dan pedoman wawancara. Pengolahan data hasil penelitian menggunakan program SPSS dan dianalisa secara univariat, bivaxiat dan multivariat. Hasil penelitian menunjukkan secara umum kinerja dosen di Akademi Keperawatan Pemerintah Propinsi Riau masih nendah dimana 47,1 % mempunyai k.i.11Clja baik dan 52,9 % mempunyai kinegia kurang. Faktor-faktor yang mempengaruhi secara signiiikan adalah akta menggiar, pelatihan dan imbalan. Sedangkan faktor yang paliug dominan adalah faktor pelatihan. Disarankan untuk meningkatkan kinexja dosen di Akademi Keperawatan Pemerlntah Propinsi Riau agar mengirim dosen-dosen untuk mengikuti pelatihan dan mengikuti pendidikan akta, disamping itu dilakukan pemberian insentif untuk meningkatkan pendapatan dan kesejahteman dosen.
The quality of an educational institution can be appraised from how succeed that institution to accomplish its visions in order to fulfill the community demand, working world, and professional needs. One of factor that determining the quality of an educational institution is the performance of its human resources, in this case is the teachers, on managing the planning, implementation, and teaching evaluation. A public nursing college of Riau Province, which is a conversion of health nursing school (SPK) in 2003, based the academic affair evaluation has found some problems, such as: 30% of teacher that responsible to the teaching subject has no have syllabus, 90% of temporary teacher is never create a Teaching Planning (TP), level of presence of the teacher is 75%, and student's un-satisfactory towards the result of evaluation. The study is using a cross-sectional design where sample are all 34 teachers at the college (total sampling). The independent variables are consist of: age, sex, employment status, level of education, teaching certification, training, motivation, perception, skill, teaching facilities, reward, teaching load, and supervision. Meanwhile, the dependent variable is the teacher's performance which consists of: planning, teaching, teaching implementation, and teaching evaluation. To complete the study, a result of EDOM (Evaluasi Dosen oleh Mahasiswa/Teacher Evaluation by the Student/TES) and interviews are also included. The study has a purpose to describe the teachers' performance of the public nursing college of Riau Province, as well as its factors related. The instruments are a checklist and interview guidance. Data will analym by using a statistical analysis software to produce a univariate, bivariate, and multivariate analysis. In general, the result ofthe study showed that the teachers' performance is still low, where 47.1% of teachers have a good performance, and 52.9% has poor performance. Factors that significantly related arc: teaching certification, training, and reward. And the most dominant f8Ot01' is training. It is suggested that in order to increase the teachers' performance, a training and acquiring teaching certilication is needed, as well as providing an incentive for increasing the teacher's payment and welfare.
Correlation between Characteristic of Student Diploma III Program with Study Performance on Subject Health Community NursingAs we know, study performance especially on subject health community nursing is generally low. 75 % of students get "C" score for this subject. If this condition not taken seriously, it can impacted to quality of alumni of this institution on doing their jobs in health service after graduate from their school, it also impact to performance of education institution. According to this situation, it should be studied: Correlation between Characteristic of student Diploma III Program with Study Performance on Subject Health Community Nursing.
Penelitian ini merupakan penelitian deskriptif analisis dengan rancangan cross sectional. Data yang digunakan adalah data sekunder untuk pusat-pusat biaya dan untuk menentukan ATP (kemampauan membayar masyarakat) dipakai data Susenas 1999 dan data pengunjung Puskesmas. Data primer dilakukan dengan wawancara terpimpin dengan memakai kuesioner. Perhitungan biaya satuan pelayanan didapatkan dari analisis biaya dengan metode double distribution sedangkan analisis tarif dikembangkan melalui simulasi tarif.
Hasil penelitian menunjukkan bahwa biaya satuan aktual tanpa Annualized Fixed Cost (AFC) dan gaji di Unit BP adalah Rp. 2.617,34 untuk KIA Rp. 3.630,14 dan untuk poli gigi Rp. 5.074,55. Biaya satuan normatif untuk unit BP adalah Rp. 4.603,96 untuk KIA Rp. 7.850,65 dan poli gigi Rp. 12335,55. Biaya satuan yang didapatkan ini lebih besar dari tarif yang berlaku sekarang yang hanya Rp. 1.500.
Dari simulasi tarif di unit pelayanan BP, KIA dan Poli Gigi maka tarif yang rasional, untuk unit BP adalah Rp. 3.000,-dengan jumlah pengunjung Puskesmas yang mampu membayar adalah 97% dan Cost Recovery Rate (CRR) 108,18% untuk unit KIA adalah Rp. 4.000,- dengan jumlah pengunjung yang mampu membayar adalah 97% dan CRR 103,88% dan untuk poli gigi (pengobatan) adalah Rp. 6.000,- dengan jumlah pengunjung Puskesmas yang mampu membayar 94% dan CRR 105,14%. Hasil penelitian ini dapat dijadikan pertimbangan oleh Pemerintah daerah Kota Solok dalam menetapkan tarif rawat jalan di Puskesmas.
The Analysis of the Pricing Policy Outpatient Service Based on Unit Cost and the People Ability to Pay in Community Health Center, Tanjung Paku, Solok at the Year 1999/2000Determination of health care fee in Tanjung Paku Community Health center has not referred unit cost analysis of service and the people ability to pay. In order to know whether the current rate have approached unit cost of service and the people ability to pay and how rational rate in the Community Health Center in Tanjung Paku has done it, a research/analysis regarding this rate has been done in work area of Community Health Center in Solok.
This research is a descriptive analysis with cross-sectional design. The data used is secondary data for cost centers and to determine ATP (the people Ability To Pay) National Census 1999 data is used and data of the Community Health Center. The primary data is obtained by service unit cost is obtained from cost analysis by using double distribution method, while the rate analysis is developed by using rate simulation.
The result of research indicates that the actual unit cost without Annualized Fixed Cost (AFC) and the salary in General Policlinic unit is Rp. 2.617,34 Mother and Children Welfare section is Rp. 3.630,14,- and Dentist Policlinic is Rp. 5.074,55. The normative unit cost for General Policlinic unit is Rp. 4.603,96, Mother and Children Welfare section is Rp. 7.850,65,- and Dentist Policlinic is Rp. 12.735,55. The unit cost obtained is larger than the present rate is only Rp. 1,500,-.
From simulation of rate determination in General Policlinic is Rp. 3.000,- the patient that is able to pay 97% with Cost Recovery Rate (CRR) 147,47%, Mother and Children Welfare section is Rp. 4.000.- the patient that is able to pay 97% with CRR 103,88% and for Dentist Policlinic is Rp. 6.000,- the patient that are able to pay is 94% with CRR 105,14%. The Government of Solok Municipality in determining outpatient service rate in the Community Health Center can use the result of this research as consideration.
