Pelayanan Obstetri dan Neonatal Emergensi Dasar (PONED) merupakan salah satu pelayanan Puskesmas yang diharapkan dapat memberikan kontribusi untuk penurunan AKI dan AKB. Angka Kematian Ibu (AKI), Angka Kematian Bayi (AKB) dan Angka Kematian Balita (AKABA) di Indonesia tertinggi dibandingkan negara-negara ASEAN lainnya. Kabupaten Administrasi Kepulauan Seribu memiliki 2 Puskesmas Kecamatan yang memiliki rawat inap yang berfungsi PONED dan 4 Puskesmas Kelurahan yang mempunyai perawatan 24 jam. Namun demikian indikator pelayanan Program PONED masih belum mencapai target, salah satunya angka Kematian Bayi dan Rujukan Ibu Melahirkan yang masih sangat tinggi. Penelitian ini merupakan penelitian analitik kualitatif. Informan ditentukan dengan menggunakan purposive sampling. Informan penelitian antara lain masyarakat, Pemerintah Daerah, Tim PONED Puskesmas, Para Kepala Puskesmas PONED, penanggung jawab program PONED Sudinkes Pulau Seribu, dan Penanggung Jawab SDM Kesehatan Sudinkes Kepulauan Seribu. Data yang dikumpulkan berupa data primer dan data sekunder berupa hasil wawancara mendalam dan telaah dokumen. Hasil penelitian diperoleh data bahwa pada standar dan ukuran kebijakan telah dipahami oleh pelaksana kebijakan. Pemahaman ini didukung komunikasi yang jelas dan berkelanjutan antara Dinas Kesehatan, puskesmas dan stakeholder, kejelasan informasi dan konsistensi informasi. Ketersediaan anggaran, sarana dan prasarana sudah mencukupi tetapi terkendala masalah pemeliharaan alat karena faktor air asin yang menyebabkan peralatan mudah berkarat dan rusak. Struktur birokrasi sudah terdapat Keputusan Bupati mengenai tim PONED, namun belum ada struktur khusus PONED di Suku Dinas Kesehatan Kepulauan Seribu Disposisi ditunjukan dengan sikap positif berupa komitmen bersama Pemerintah Daerah dan Puskesmas dalam penanganan ibu hamil, penanganan kasus rujukan ibu melahirkan dengan penyulit. Peran serta masyarakat dalam pelaksanaan PONED sudah ditunjukan dengan pemanfaatan Puskesmas PONED dalam pemeriksaan kehamilan dan proses melahirkan, Output pelaksanaan program PONED sudah dilakukan pencatatan dan pelaporan capaian program kepada penanggung jawab di Sudinkes, belum ada format pelaporan khusus PONED dan belum dilakukan analisa pelaporan PONED serta feedbacak pelaporan belum dilaksanakan. Implementasi pelayanan PONED di Puskesmas Kepulauan Seribu Selatan dan Puskesmas Pulau Seribu Utara sudah berjalan tapi belum optimal dengan adanya hambatan dan kendala di komponen input, proses maupun output yang harus diatasi sehingga pelayana PONED di Kepulauan Seribu bisa berjalan dengan baik.
Basic Emergency Obstetric and Neonatal Care (PONED) is one of the Primary Health Care services that is expected to contribute to the reduction of MMR and IMR. Maternal Mortality Rate (MMR), Infant Mortality Rate (IMR) and Toddler Mortality Rate in Indonesia are the highest compared to other ASEAN countries. The Seribu Islands Administrative Regency has 2 sub-district health centers that have PONED inpatient care and 4 sub-district health centers that have 24-hour care. However, the service indicators of the PONED program have not yet reached the target, one of which is the very high infant mortality rate and maternal referral. This study was a qualitative analytic study. Informants were determined using purposive sampling. The research informants included the community, local government, Primary Health Care PONED team, Heads of Primary Health Care PONED, the person in charge of the Thousand Island sub-district PONED program, and the person in charge of the Thousand Islands sub-district health human resources. The research results show that the policy standards and measures have been understood by implementers. This understanding is supported by clear and continuous communication between the Health Service, community health centers and stakeholders, clarity of information and consistency of information. The availability of budget, facilities and infrastructure is sufficient but is hampered by equipment maintenance problems due to the salt water factor which causes the equipment to rust easily and cause damage. The bureaucratic structure already has a Regent's Decree regarding the poned team, but there is no special PONED structure in the Seribu Islands Health Sub-Department. The disposition is shown by a positive attitude in the form of a joint commitment between the Regional Government and the Community Health Center in handling pregnant women, handling referral cases of mothers giving birth with complications. Community participation in the implementation of PONED has been demonstrated by the use of PONED Community Health Centers in pregnancy checks and the birthing process. The output of the implementation of the PONED program has been recorded and reported on program achievements to the person in charge at the Health Sub-Department. reporting has not been implemented. The implementation of PONED services at the South Seribu Islands Community Health Center and North Thousand Islands Health Center is already underway but is not yet optimal due to the existence of barriers and obstacles in the input, process and output components that must be overcome so that PONED services in the Thousand Islands can run well.
PONEK is a comprehensive maternal and neonatal emergency service and is organized by the hospital 24 hours a day and 7 days a week. The purpose of this study was to investigate the implementation of PONEK in RSU Adhyaksa. This study uses a qualitative approach with the Rapid Assessment Procedure (RAP) method. Data was collected through in-depth interviews with 13 informants, document review, and observation. The results of the research based on input elements, namely the lack of a PONEK team in human resources, training that needs to be improved, there is no compliance monitoring SPO, socialization of SPO that is still lacking, the information system is inadequate, the process element is not optimal, the support services that are not yet running the hospital blood bank, monitoring and evaluation that have not been carried out, and aspects of disposition that have not shown a commitment to program implementation due to lack of direction, coordination and communication. In the output, the indicators of sectio cesarean operation have not yet been achieved. The conclusion is that the implementation of PONEK has not run optimally yet not by following the 24-hour PONEK implementation standard. Recommendations need regulations related to neonatal maternal services in clinical forensics, improve communication, socialization, and coordination, improve the function of direction, monitoring and evaluation, increase the function of hospitals to become hospitals capable of PONEK can establish coordination and networks of other health facilities.

NAMUN, HAL INI BELUM SEJALAN DENGAN KEGIATAN PRODUKTIF YANG DILAKUKAN OLEH TENAGA PERAWAT DI UNIT TERSEBUT, PASALNYA KEGIATAN PRODUKTIF DINYATAKAN BELUM OPTIMAL. OLEH SEBAB ITU, PERLU DIADAKAN PERBAIKAN SOP MAUPUN PELATIHAN SDM UNTUK MENINGKATKAN PRODUKTIFITAS TENAGA PERAWAT DI UNIT RAWAT INAP RS MASMITRA, BEKASI SEBELUM DILAKUKAN PENAMBAHAN TENAGA.

THIS STUDY DISCUSSED ABOUT NEEDS ANALYSIS OF NURSING AT THE INPATIENT UNIT OF MASMITRA HOSPITAL, BEKASI YEAR OF 2016. WISN IS USED TO CALCULATE THE NEEDS BASED ON WORKLOAD. THIS STUDY ATTEMPTS TO KNOW THE NUMBER OF NURSES NEEDS AT THE INPATIENT UNIT OF MASMITRA HOSPITAL BASED ON WORKLOAD. THIS IS A QUALITATIVE RESEARCH CONDUCTED BY DURING SEVEN DAYS. THE COLLECTION OF PRIMARY DATA DONE WITH OBSERVATION USING TIME AND MOTION STUDY FORM, WHILE SECONDARY DATA WAS OBTAINED THROUGH REVIEW OF DOCUMENTS.
THE RESULT OF THIS RESEARCH INDICATED THAT NEED TO INCREASE THE QUANTITY OF NURSES ABOUT 5 (FIVE) AT INPATIENT UNIT MASMITRA HOSPITAL, BEKASI. BUT, IT IS NOT IN LINE WITH PRODUCTIVE ACTIVITIES CONDUCTED BY THE NURSES AT THE UNIT, BECAUSE THE PRODUCTIVE ACTIVITY EXPRESSED NOT OPTIMAL, YET. THEREFORE, MUST BE IMPROVEMENT SOP AND RESOURCES TRAINING TO INCREASE PRODUCTIVITY OF NURSES AT INPATIENT UNIT OF MASMITRA HOSPITAL, BEKASI, PRIOR TO INCREASE THE QUANTITY OF WORKER.

Lebih dari 50% penduduk di Indonesia memiliki permasalahan gigi dan mulut, ironisnya
berdasarkan Riskesdas 2018, hanya sekitar 10% yang mampu mendapat akses ke layanan
kesehatan gigi. Rifaskes 2011 mengindikasikan cakupan program usaha kesehatan gigi
berbasis masyarakat di puskesmas masih sangat rendah, termasuk di wilayah DKI Jakarta.
Penelitian ini bertujuan untuk melakukan kajian atas kinerja unit pelayanan gigi
puskesmas kelurahan di wilayah Kecamatan Koja. Pendekatan wawancara mendalam,
observasi, dan telaah dokumen dilakukan pada dua jenis unit pelayanan gigi yang ada di
puskesmas kelurahan wilayah Kecamatan Koja. Terdapat dua skema, yaitu Pola I yang
memiliki dokter gigi saja dan Pola III memiliki dokter gigi dan terapis gigi. Hasil
penelitian menyatakan bahwa unit pelayanan gigi pola III memiliki kinerja pelayanan gigi
yang lebih baik karena dapat menangani lebih banyak pasien dan tindakan, serta dapat
memenuhi program Usaha Kesehatan Gigi Sekolah (UKGS) dan Upaya Kesehatan Gigi
Masyarakat (UKGM). Sebaliknya, unit pelayanan gigi pola I hanya dapat memenuhi
program UKGS dan menangani jumlah pasien yang lebih sedikit. Adanya kompetisi
waktu antara program kesehatan gigi masyarakat dan poli gigi membuat dokter gigi
kesulitan memenuhi semua pelayanan gigi. Pelaksanaan program UKGS maupun UKGM
yang dipenuhi hanya terbatas pada penyuluhan singkat dan pemeriksaan sederhana yang
dilaksanakan sekedar memenuhi target. Akibatnya, permasalahan gigi dapat terus
berkembang menjadi penyakit yang semakin parah dan membutuhkan perawatan lebih
kompleks. Hasil kajian juga menguak bahwa tindakan mayoritas, yaitu mumifikasi,
kurang sesuai dengan standar perawatan yang dibutuhkan karena keterbatasan sumber
daya. Disamping itu, tugas manajemen puskesmas ternyata menambah beban kerja dokter
gigi dan mempengaruhi kinerja unit pelayanan gigi. Kolaborasi dokter gigi dengan terapis
gigi akan meningkatkan kinerja unit pelayanan gigi karena dapat mengakomodasi
kenaikan permintaan pelayanan, membantu melaksanakan semua upaya kesehatan gigi,
dan meningkatkan kualitas pelayanan dalam era Jaminan Kesehatan Nasional (JKN).

More than 50% of the population in Indonesia were reported to have dental problems,
ironically based on Riskesdas 2018, only around 10% are able to get access to dental
services. Rifaskes 2011 has indicated the coverage of the community-based oral health
program at the Puskesmas is quietly low, even in the DKI Jakarta. This study aims to
analyze the performance of the dental medical unit at the puskesmas kelurahan in Koja
District area. The approach is through in-depth interviews, observations, and document
studies were carried out on two types of dental medical units that mostly be divided into
Pattern I with only dentist and Pattern III which have dentist and dental therapist. The
results of the study indicated that Pattern III had higher dental service performance
primarily because it could handle more patients and type of treatments also could carry
out School-based Oral Health (UKGS) and Community-based Oral Health (UKGM)
programs. In contrast, Pattern I only fulfill the UKGS program and handle fewer patients.
Clash of time between community-based program and dental poly makes it difficult for
dentists to fulfill all dental services. The implementation of the UKGS and UKGM
programs which only brief counseling and screening tended merely meet the targets so
that dental problems become more severe then require more complex treatments. The
study also revealed that the mummification, which were among the most frequent
treatment, were not in accordance with the standard of care due to limited resources. In
addition, management duties within puskesmas adds further workload of dentists and
influenced the performance of dental service. Dentist collaboration with dental therapist
will improve the performance of the dental service, allowing them to accommodate the
increase in demand, support implementation of all dental health efforts, and improve
dental service quality in the era of National Health Insurance (JKN).
