Tesis ini membahas analisis Pelaksanaan Standar Pelayanan Minimal Rumah Sakit Pada Instalasi Rawat Inap Di RSUD Kabupaten Ciamis Sebelum Dan sesudah Menjadi Badan Layanan Umum Daerah di Tahun 2013. Penelitian ini menggunakan pendekatan kualitatif dengan melakukan wawancara mendalam dari informan terpilih.
Hasil penelitian menunjukkan dari aspek SPO, SDM, sarana prasarana pada instalasi rawat inap sesudah menjadi BLUD lebih lengkap dari segi kuantitas maupun kualitas meskipun dari aspek SPO masih ada tindakan yang tidak sesuai dengan SPO, sedangkan dari aspek SDM masih kekurangan dokter spesialis, dan dari aspek sarana dan prasarana masih kurang dalam sistem pemeliharaannya. Kesimpulannya, pelaksanaan Standar Pelayanan Minimal di instalasi rawat inap belum dilaksanakan secara maksimal, karena keadaan rumah sakit yang masih mempunyai kelemahan dan kekurangan.
Saran peneliti bagi RSUD Kabupaten Ciamis diharapkan dapat lebih bekerja sama dan melakukan koordinasi yang baik dengan pihak Pemerintah Daerah agar dapat dicarikan solusi yang terbaik, dan diperlukan evaluasi berkala SPM agar pelaksanaannya lebih baik.
This thesis studied an analysis of the implementation of Hospital Minimum Service Standards of Ciamis District General Hospital at Inpatient Care Unit which was held before and after becoming Local Public Service Institution in 2013. This research used a qualitative approach by conducting detailed interview to selected interviewees.
The result of the research showed that aspects of SPO, Human Resources, infrastructures at Inpatient Care Unit, viewed after the hospital's becoming Local Public Service Institution are more quantitatively and qualitatively complete although if viewed from SPO there are still acts which are not appropriate with SPO, meanwhile viewed from Human Resources, it is still lack of specialists, and from its infrastructures, it’s maintenance system is regarded still inadequate. The Minimum Service Standards implementation at Inpatient Care Unit has not been maximally implemented because of the hospital's weaknesses and lack.
The researcher suggestion for Ciamis District General Hospital is that hopefuly there will be more cooperative good coordination with the local government in order to find the best solution, and the Minimum Service Standards periodic evaluations is required so that the implementation will be better conducted.
Studi ini bertujuan untuk mendapatkan gambaran tentang kepuasan klien dan Faktor yang diduga herhubungan dengan kepuasan klien yaitu interaksi perawat-klien dan karakteristik klien. Penelitian ini dilakukan di Poliklinik Penyakit Dalam Instalasi Rawat Jalan RSMH Palembang dari tanggal 12 Maret sampai 17 Maret 2001 dengan pendekatan kuantitatif, crossc sectional pada 114 klien rawat jalan.
Hasil penelitian menunjukkan bahwa tingkat kepuasan klien sebesar 55,3 % yang merupakan gambaran komposit dari respon perawat, kecepatan pelayanan, keramahan dan kejelasan informasi yang dilakukan oleh perawat. interaksi perawat-klien dicerminkan dengan 4 komponen yaitu perilaku, tampilan emosional, waktu dan tahapan interaksi. Keempat komponen ini seluruhnya berhubungan dengan kepuasan klien dan salah satu diantaranya yaitu perilaku merupakan faktor yang paling dominan.
Dengan hasil penelitian ini disarankan kepada Kepala lnstalasi Rawat Jalan untuk lebih meningkatkan layanan kepada masyarakat melalui petugas kesehatan untuk dapat memperhatikan klien yang mempunyai harapan yang tinggi terhadap perilaku perawat dan cenderung tidak puas terhadap layanan perawat. Perlu penelitian lebih lanjut tentang kepuasan ini terutama menyangkut tentang kepuasan klien diruang-ruang rawat inap dan kualitas pelayanan keperawatan di Instalasi Rawat Jalan.

In order to encourage the achievement of UHC in Indonesia, the government organized National Health Insurance (JKN) program. One of the objectives of the JKN program is the improvement of access and equity utilization of health services. This study aims to analyze Equity of Inpatient Utilization in Health Service in second and third year of JKN program implementation in 2015 and 2016. This study uses secondary data of SUSENAS in 2015 and 2016. The results showed that the Utilization of inpatient services in hospitals in the JKN group of participants increased in 2015 to 2016. The richer population utilizes more Health Service than the poor, as evidenced by concentration curves below the diagonal line (equity line) and the value of the positive concentration index of 0.0336 in 2015 and 0.0382 in 2016. There was an increase in inequity utilization in inpatient services in 2015 to 2016 which was seen from the difference of concentration index value of 0.0045. Pro-rich inequity caused by inequalities in age, income, education, regional residence and JKN ownership. While sex and job variables reduce inequality in inpatient service utilization in hospital by 2015 and 2016.

This thesis discusses the description of hospitalization performance of ABC hospitalthrough balanced scorecard (BSC) approach. The research design is descriptive analyticalwith quantitative approach and to support the results obtained also conducted qualitativeapproach by conducting interviews, study documents on four perspectives on BalancedScorecard. The results of the year 2013-2017 show : (1). Financial perspective : averageinpatient income growth is not ideal, average cost of spending is ideal, ratio income andexpenditure is ideal, (2). Customer perspective: inpatient satisfaction is not ideal,customer retention is not ideal, customer acquisition is not ideal, (3). Internal businessprocess perspective: BOR is not ideal, AvLOS is not ideal, BTO is ideal, TOI is not ideal,NDR is ideal, GDR is ideal, inpatient growth is ideal, (4) Perspective of growth andlearning : employee satisfaction is not ideal, turn over employee is ideal, access toeducation and training is not ideal. General advice should ABC Hospital measure itsperformance by using balanced scorecard approach, which is effective in measuringhospital performance comprehensively, effectively and can identify problems, and canassist hospital management to determine improvement measures to improve performancehospitals especially inpatient performance.
