Abstrak:
Sampah pasar merupakan sumber sampah kedua pada sampah perkotaan di Indonesia.Penelitian ini bertujuan untuk mengindentifikasi akar masalah pada sistem pengelolaansampah padat pada pasar di Kota Y pada tahun 2019. Penelitian ini menggunakan jenispenelitian kualitatif dengan melakukan obervasi menggunakan daftar tilik dan telaahdokumen. Untuk menentukan akar masalah pada sistem pengelolaan sampah padat dipasar peneliti menggunakan fishbone diagram yang dianalisis berdasarkan empat aspekyaitu, aspek kelembagaan, aspek teknis, aspek lingkungan, dan aspek sosial-budaya.Hasil penelitian menunjukkan akar masalah dari sistem pengelolaan sampah berdasarkananalisis fishbone diagram dan perhitungan skoring adalah aspek lingkungan karena tidakditemukannya penerapan dari semua kriteria aspek ini. Kesimpulan dari penelitian ini,untuk menyelesaikan permasalahan pada aspek lingkungan diperlukannya analisisstakeholder, serta perlu adanya penguatan peran dari pengelola pasar yang dapatdibangun dengan pengadaan mekanisme fit and proper test. Selain itu penting untukmelakukan asesmen kebutuhan sarana-prasarana pengelolaan sampah berdasarkan luaspasar.

Pasar adalah kontributor sampah terbesar kedua di Indonesia setelah rumah tangga. Sebagian besar sampah pasar masih dilakukan pengelolaan secara tradisional yang tidak memadai, yaitu sampah yang terkumpul diangkut ke Tempat Penampungan Sementara kemudian sampah dibawa truk pengangkut untuk dibuang, dan belum menerapkan pengolahan. Tujuan penelitian ini adalah menilai kelayakan ekonomi dari pengelolaan sampah di Pasar X dan Pasar Y dengan pertimbangan nilai biaya dan manfaat. Pendekatan kuantitatif deskriptif berdasarkan studi kasus evaluasi ekonomi Cost Benefit Analysis pada pengelolaan sampah Pasar X dibandingkan dengan Pasar Y. Hasil total biaya pengelolaan sampah Pasar X adalah Rp593.412.023 dan total manfaat yang diperoleh sebesar Rp31.707.992. Dari total biaya dan total manfaat tersebut dihasilkan net value senilai -561.704.031 dan BCR 0,053. Total biaya yang dikeluarkan untuk Pasar Y sebesar Rp662.910.538 dan total manfaat yang didapatkan sejumlah Rp11.406.250. Dari total biaya dan total manfaat tersebut, dihasilkan net value senilai -651.504.288 dan BCR 0,017. Dari hasil penelitian dapat disimpulkan bahwa Pengelolaan sampah Pasar X lebih memungkinkan untuk dilakukan dibanding Pasar Y meskipun sama-sama tidak menguntungkan dan tidak layak secara ekonomi untuk dilakukan.

This study aims to assess the economic feasibility of waste management at X Market and Y market by considering the costs and benefits involved. A descriptive quantitative approach based on a case study of economic evaluation using Cost-Benefit Analysis (CBA) was applied to compare waste management at X Market with waste management at Y Market. The total cost of waste management at X Market amounted to Rp593,412,023, with total benefits is Rp31,707,992. From the total costs and total benefits, a net value of -561,704,031 and a BCR of 0.053 were obtained. Dalam rangka pengurangan sampah yang diangkut ke TPA, pentingnya melakukan pengelolaan sampah yang dimulai dari masyarakat yang dapat dilakukan secara sinergis melalui program nasional yaitu bank sampah. Namun hingga saat ini, bank sampah masih belum berfungsi secara maksimal. Pengurangan sampah yang berhasil dilakukan baru mencapai 27,73% dari target sebesar 30% total sampah. Tujuan penelitian ini adalah untuk menganalisis sistem pengelolaan sampah pada bank sampah dan mengetahui strategi yang tepat untuk bank sampah di Kecamatan Pasar Minggu agar dapat berkelanjutan dan dapat mengurangi sampah yang diangkut ke TPA. Analisis data dilakukan dengan pendekatan analisis SWOT melalui perhitungan bobot dan rating pada indikator kekuatan, kelemahan, peluang, dan ancaman berdasarkan aspek-aspek pengelolaan sampah yang ada pada teori Integrated Sustainable Waste Management (ISWM). Pengumpulan data dilakukan melalui wawancara mendalam kepada 13 petugas bank sampah, observasi secara langsung ke 4 bank sampah, dan telaah dokumen bank sampah di Kecamatan Pasar Minggu. Hasil analisis SWOT diperoleh bahwa nilai internal atau Internal Factors Analysis Summary (IFAS) sebesar 0,732 dan nilai eksternal atau External Factors Analysis Summary (EFAS) sebesar -1,406 menunjukan bahwa bank sampah di Kecamatan Pasar Minggu sudah berada di posisi yang cukup baik, yaitu berada pada kuadran 2 pada posisi antara sumbu kekuatan (strength) dan ancaman (threat). Posisi ini dapat diartikan bahwa bank sampah di Kecamatan Pasar Minggu disarankan untuk melakukan strategi diversifikasi, yaitu dengan menggunakan kekuatan dari segi internal untuk mengatasi ancaman. Kesimpulannya, bank sampah di Kecamatan Pasar Minggu telah berjalan dengan baik. Namun, untuk terus mempertahankan dan meningkatkan kualitas bank sampah, penting dukungan dari semua pihak dimulai dari masyarakat setempat, RT dan RW, pemerintah setempat, hingga lembaga swasta.
To reduce waste transported to the trash yard, it is important to carry out waste management starting from the community which can be carried out synergistically through a national program, waste bank. However, the waste bank is still not functioning optimally. The successful reduction of waste banks has only reached 27.73% of the target of 30% of total waste. This study aims to analyze the waste management system at the waste bank and find out the right strategy for the waste bank in Pasar Minggu District so that it can be sustainable and can reduce the waste transported to the trash yard. Data analysis was carried out using the SWOT analysis approach by calculating weights and ratings on indicators of strengths, weaknesses, opportunities, and threats based on aspects of waste management in the Integrated Sustainable Waste Management (ISWM) theory. Data collection was carried out through in-depth interviews with 13 waste bank officers, direct observation of 4 waste banks, and review of waste bank documents in Pasar Minggu District. The results of the SWOT analysis showed that the internal value (IFAS) was 0.732 and the external value (EFAS) was -1.406 indicating that the waste bank in Pasar Minggu District is in a fairly good position, which is in quadrant 2 in the position between the strength and threats. This position can be interpreted that the waste bank in Pasar Minggu District is advised to carry out a diversification strategy, namely by using strength from an internal perspective to overcome threats. In conclusion, the waste bank in Pasar Minggu District is running well. However, to continue to maintain and improve the quality of bank waste, support from all parties is important, starting from the local community, RT and RW, local government, to private institutions.

Abstrak:
Tanpa program manajemen sampah yang efektif dan efisien, sampah yang dihasilkan di Universitas Indonesia dapat mengakibatkan dampak terhadap kesehatan dan lingkungan. Tujuan penelitian ini adalah mengembangkan program perencanaan teknik operasional pada pengelolaan sampah di Universitas Indonesia. Lokasi sampel penelitian ini di FISIP, FKM, FT dan Asrama Mahasiswa UI. Peneliti mengukur timbulan sampah gedung, taman, kantin dan jalan selama 8 hari berturutturut dan melakukan observasi terhadap sistem pengelolaan saat ini. Timbulansampah padat di UI sebesar 0.023 ± 0.007 kg/orang/hari atau 0.32 ± 0.01liter/orang/hari, 1.08 ± 0.27 m3/kantin/hari untuk sampah kantin, 2.72 ± 0.58m3/ha/hari untuk sampah taman dan 0.19 ± 0.008 liter/m/hari untuk sampah jalan.Sistem pemilahan sampah harus dilakukan dari sumbernya hingga proses pengolahan sampah. Di tahun 2014 diperlukan armada pengangkut dengan kapasitas 3 m3 sebanyak empat gerobak motor dan truk kapasitas 6 m3 berjumlah tiga truk.

Abstrak:
ABSTRAK Kegagalan dalam pengelolaan sampah berarti kegagalan dalam menjaga dan melindungi kesehatan masyarakat dan lingkungan. Penelitian ini mengembangkan indikator kinerja TPS3R dan bank sampah serta indikator tingkat kepuasaan rumah tangga terhadap layanan pengelolaan sampah di TPS3R dan bank sampah. Diterapkan pendekatan gabungan, yaitu studi kualitatif untuk menggali indikator kinerja, serta studi kuantitatif untuk memeriksa validitas dan reliabilitas instrumen pengukur kinerja TPS3R dan bank sampah. Data memperlihatkan bahwa validitas dan reliabilitas instrumen yang dikembangkan cukup baik. Skor kinerja TPS3R yang berkinerja baik (skor 60 atau lebih) lebih banyak (48,61%) dari pada bank sampah (24,04%). Terungkap asosiasi secara statistik antara indikator masukan dan keluaran kinerja di TPS3R, namun tidak demikian halnya di bank sampah. Pemerintah daerah disarankan dapat memakai instrumen yang dikembangkan ini untuk mengukur kinerja TPS3R dan bank sampah. Namun tetap diperlukan studi lain guna memperbaiki indikator kinerja di wilayah yang lebih luas. This study developed performance indicator of TPS3R and waste bank, as well as household satisfaction indicators towards services done byTPS3R and waste bank. A combined qualitative approach to explore performance indicators, and quantitative study to test the validity and reliability of instruments, was employed. The validity and reliability of developed instruments were satisfied. Using total score, it was revealed that TPS3R good performance (score 60 or higher) was found more frequent (48,61%) than the waste bank (24,04%). The association of input and output performance indicators was statistically found in TPS3R, but not in waste bank. The local government to assess the level of performance of TPS3R and waste bank might use these instruments. Hence, it still calls for more studies to improve indicators in a wider area. Abstrak:
Perubahan sistem pengelolaan sampah di Universitas Indonesia telah dilaksanakan seperti kegiatan pemilahan sampah tingkat fakultas dan pendirian UPS UI. Tujuan dari penelitian ini adalah untuk mendeskripsikan pengelolaan sampah masing-masing fakultas dan efektivitas UPS UI dalam mengolah sampah organik yang dihasilkan oleh fakultas dan unit menjadi pupuk kompos. Penelitian dilakukan pada 14 titik kumpul sampah di Universitas Indonesia dan UPS UI. Peneliti melakukan observasi dan wawancara kepada petugas pemilah sampah, koordinator petugas kebersihan, koordinator/manajer fakultas, dan pekerja di UPS UI. Kegiatan pengelolaan sampah di fakultas terdiri dari pemilahan dan pewadahan sedangkan pengangkutan dan pengolahan sampah organik dilakukan oleh pihak universitas. Jumlah sampah makanan yang diolah menjadi pupuk kompos pada tahun 2017 mencapai 148.652 kg dengan tingkat efektivitas pengolahan mencapai 99.35%. Penggunaan APD pada petugas pemilah sampah berupa sarung tangan sebesar 71%, masker 50%, penutup kepala 64%, dan sepatu boot 79%. Riwayat gangguan kesehatan pada petugas pemilah sampah antara lain pilek dan batuk 67% dan demam sebesar 41%. Hasil pengukuran kualitas sumber air di UPS UI menunjukan jumlah bakteri koliform sebanyak 72 koloni dan Eschericia coli sebanyak 15 koloni. Perbaikan sistem monitoring dan evaluasi perlu dilakukan untuk meningkatkan sistem pengelolaan sampah di tingkat fakultas dan universitas.

The main purpose of this study, therefore, is twofold that are to describe the current status of waste management in each faculty and to assess the effectiveness of organic solid waste processing in the Solid Waste Handling Facility of the campus. This study is based on the survey in 14 waste rallying points of the campus. In this study we observe and interview sorting waste workers, coordinators of each point, workers and the manager in the Solid Waste Handling Facility. Questions of interview include the waste management system, the use of Personal Protective Equipment (APD) and history of health problems. Activities of waste management in the faculties consist of sorting and packaging. Moreover, activities of organic waste transportation and processing involve the university. The results show that from organic solid waste amount of compos fertilizer is approximately 148.652 kg and the effectiveness of processing is about 99.35% in 2017. Workers in the sorting unit are around 50% using maskers, 71% using gloves, 64% using helmets, and 81% using boots. Furthermore, the history of health problems of workers in the sorting unit shows around 67% of them have suffered from flu and 41% of them have suffered from cough. Finally, the result of water quality in the UPS UI shows that there are 72 colonies of bacteria of coliform and 15 colonies of Escherichia coli. The improvement of monitoring dan evaluation system is needed for enhancement of waste management both in the faculty and university level.
