Abstrak:
Tulisan ini bertujuan untuk memberikan pengetahuan tentang peran organisasi dan kepimpinan dalam memberikan bentuk reward kepada tenaga kesehatan. Penelitian ini menggunakan metode literature review dengan basis data Google Scholar, Remote Lib UI dan PubMed. Hasil pencarian didapat 10literatur berasal dari China, AS, Eropa, Afrika, England, Italy, Indonesia yang telah melakukan penelitian terkait reward yang dapat diberikan untuk tenaga kesehatan selama masa pandemi COVID-19. Hasil telaah literatur menunjukan peran organisasi dan pemimpin dalam menganalisis bentuk reward yang diberikan yaitu mengenai kesehatan mental, finansial dan reward lainnya yang mendukung kebutuhan tenaga kesehatan. Penulis melakukan analisis kebijakan reward ini agar dapat digunakan oleh organisasi atau fasilitas kesehatan di Indonesia dalam memberikan gambaran reward yang tepat untuk diberikan sesuai dengan kebutuhan tenaga kesehatan selama masa pandemi COVID-19, namun perlu dilakukan penelitian lanjutan untuk mengetahui tingkat efektivitas reward, agar lebih representatif.

Abstrak:
Hasil penelitian menunjukkan beberapa kegiatan pelaksanaan kesehatan jiwa tidak terlaksana karena adanya pembatasan sosial, ukuran dan tujuan kebijakan dipahami dan telah dilaksanakan, kurangnya koordinasi lintas sektor, minimnya ketersediaan sumber daya manusia dan kompetensi bidang kesehatan jiwa, komunikasi antar organisasi berjalan baik, disposisi pelaksana baik, serta adanya pengaruh lingkungan ekonomi, sosial dan politik.
Kesimpulannya implementasi kebijakan kesehatan jiwa dan psikososial pada masa pandemi COVID-19 belum berjalan dengan baik dikarenakan pembatasan sosial, minimnya sumber daya manusia dan kompetensi bidang kesehatan jiwa, serta kurangnya koordinasi lintas sektor. Rekomendasinya perlu dibuat Surat Edaran maupun Rencana Aksi Daerah tentang pelaksanaan kesehatan jiwa dan psikososial pada masa pandemi termasuk upaya mitigasi

Due to the increasing number of cases, the Depok City Government implemented Large-Scale Social Restrictions (PSBB). The implementation of these policies also affects mental and psychosocial health.
The purpose of this study is to find out the implementation of mental health and psychosocial policies during the COVID-19 pandemic in Depok City, West Java Province. The research method used a qualitative approach through in-depth interviews with informants and document review with the Van Meter & Van Horn framework, and the validity of the data used triangulation of sources and methods. This research was conducted from October to December 2020. The results showed that some mental health implementation activities were not carried out due to social restrictions, policies and objectives were understood and implemented, lack of cross-sector coordination, lack of availability of human resources and competence in mental health, communication between organizations is running well, the disposition of the executor is good, as well as the influence of the economic, social and political environment. In conclusion, the implementation of mental health and psychosocial policies during the COVID-19 pandemic has not been going well due to social restrictions, lack of human resources and mental health competence, and lack of cross-sector coordination. The recommendations need to formulate neither Circular Letter nor Regional Action Plan on the implementation of mental and psychosocial health during the pandemic including mitigation efforts

Kota Depok merupakan kota pertama ditemukan kasus terinfeksi COVID-19. Akibat meningkatnya jumlah kasus, Pemerintah Kota Depok menerapkan Pembatasan Sosial Berskala Besar (PSBB) di Kota Depok. Penerapan kebijakan tersebut juga memengaruhi kesehatan kesehatan jiwa dan psikososial.
Penelitian ini dilakukan dengan tujuan untuk mengetahui implementasi kebijakan kesehatan jiwa dan psikososial pada masa pandemi COVID-19 di Kota Depok, Jawa Barat. Metode penelitian menggunakan pendekatan kualitatif melalui wawancara mendalam kepada informan dan telaah dokumen dengan framework Van Meter & Van Horn, serta keabsahan data menggunakan triangulasi sumber dan metode. Penelitian ini dilakukan selama bulan Oktober sampai Desember 2020. Abstrak:
Telekonsultasi FKTP adalah salah satu kebijakan yang dikeluarkan BPJS Kesehatan. Defenisi yang digunakan dalam Telekonsultasi ini adalah Pelayanan Kontak Tidak Langsung yang merupakan pemberian pelayanan kesehatan melalui sistem informasi yang digunakan oleh FKTP dan Peserta sebagai sarana komunikasi, atau melalui sistem informasi yang disediakan oleh BPJS Kesehatan, sebagai sarana komunikasi/konsultasi secara 2 arah. Kebijakan ini mulai dilaksanakan April 2020 dan hingga Agustus 2021, pencapaian secara Nasional masih belum optimal, hanya beberapa kabupaten/kota yang menunjukkan pencapaian lebih baik, salah satu nya adalah pencapaian tertinggi di FKTP Kota Malang, Penelitian ini bertujuan menganalisis Implementasi kebijakan Telekonsultasi FKTP dalam mencegah penyebaran COVID-19 tanpa pasien kehilangan hak nya untuk dapat akses ke layanan kesehatan, menggunakan metode kualitatif, selama bulan Oktober 2021 - Desember 2021 di FKTP Kota Malang. Teknik pengumpulan data melalui FGD dan Wawancara Mendalam kepada Informan utama dan telaah dokumen, menggunakan Implementasi Kebijakan Van Meter dan Van Horn. Hasil penelitian di bulan November 2021 diperoleh capaian Angka Kontak KBK tercapai 135/mill dari target minimal 150/mill, Angka Kontak Tidak Langsung untuk indikator kepatuhan faskes pada kualitas mutu baru tercapai dengan bobot 15% dari target 20%, 100% FKTP Kota Malang telah Implementasi Telekonsultasi, dan pemanfaatan oleh pasien perlahan meningkat sampai dengan 33.66% serta terjadi trend peningkatan FKTP kerjasama. Pada penelitian ini, Peneliti menyarankan pelatihan petugas FKTP dilakukan secara periodik, dimulai dengan melakukan Telekonsultasi pada Peserta Prolanis, supervisi langsung dijadikan kegiatan rutin dan dukungan politik melalui Pemerintah Kota Malang untuk dapat memperbanyak hotspot-hotspot gratis yang dapat diakses oleh warga, sehingga dapat memanfaatkan pelayanan Telekonsultasi

The definition used in this Teleconsultation is Indirect Contact Service, which is the provision of health services through an information system used by FKTP and Participants as a means of communication, or through an information system provided by BPJS Health, as a means of two-way communication/consultation. This policy began to be implemented in April 2020 and until August 2021, national achievements are still not optimal, only a few districts/cities have shown better achievements, one of which is the highest achievement in the Malang City FKTP. This study aims to analyze the implementation of the FKTP Teleconsultation policy in preventing the spread of COVID-19 without patients losing their rights to access health services, using qualitative methods, during October 2021 - December 2021 at the Malang City FKTP. Data collection techniques through FGD and in-depth interviews with key informants and document review, using the Van Meter and Van Horn Policy Implementation. The results of the research in November 2021 obtained that the KBK Contact Number reached 135/mill from the minimum target of 150/mill, the Indirect Contact Number for health facilities compliance indicators on quality was only achieved with a weight of 15% of the 20% target, 100% of Malang City FKTP had Teleconsultation implementation, and utilization by patients slowly increased up to 33.66% and there was an increasing trend of collaborative FKTP. Abstrak:
Meningkatnya jumlah kasus COVID-19 dan ketidakpastian berakhirnya penyebaran dari COVID-19 memberikan dampak di berbagai sektor salah satunya pada tenaga kesehatan yang bekerja di fasilitas pelayanan kesehatan. Secara global, menunjukkan bahwa stres adalah perasaan yang paling sering dilaporkan oleh tenaga kesehatan, dengan 93% dari mereka secara teratur mengalami stres dalam 3 bulan terakhir, hal ini diikuti oleh kecemasan sebanyak 86%, frustasi 77%, kelelahan 76%, dan perasaan kewalahan 75%. Penelitian ini bertujuan untuk mengetahui gambaran karakteristik tenaga kesehatan, gambaran tingkat stres pada tenaga kesehatan dan penyebab dari terjadi tingkat stres pada tenaga kesehatan selama masa pandemi COVID-19 di UPTD Puskesmas Tanah Baru. Metode yang digunakan dalam penelitian ini menggunakan metode kombinasi antara pendekatan kuantitatif dan pendekatan kualitatif. Pendekatan kuantitatif dengan desain cross sectional dilakukan kepada 25 responden tenaga kesehatan di UPTD Puskesmas Tanah Baru berupa pengisian kuisioner DASS-21 serta pendekatan kualittatif berupa wawancara mendalam kepada 4 narasumber. Hasil pada penelitian ini, tenaga kesehatan yang bertugas selama masa pandemi COVID-19 sebanyak 72% tidak mengalami stres, 24% mengalami stres ringan, dan 4% mengalami stres sedang dengan berbagai macam ternjadinya faktor penyebab terjadinya resiko seperti presepsi reiko pada peningkatan kasus COVID-19, kelengkapan sarana berupa APD, peningkatan durasi kerja yang terjadi selama masa pandemi COVID-19, dan stigmatisasi terhadap tenaga kesehatan selama masa pandemi COVID-19.

Abstrak:
Pemerintah daerah Kabupaten Kudus telah berkomitmen untuk percepatan pencegahan kasus stunting dan berupaya dalam mewujudkan Kudus zero stunting dengan menerbitkan Peraturan Bupati Kudus No. 53 tahun 2020 tentang Percepatan Pencegahan Stunting di Kabupaten Kudus. Namun pelaksanaan konvergensi di Kabupaten Kudus belum berjalan optimal. Hasil rapat kerja penilaian aksi konvergensi pencegaham stunting terintegrasi di Jawa Tengah tahun 2020, kapasitas pelaksanaan analisis situasi dan inputing serta kualitas analisis situasi dengan keterlibatan lintas sektor di Kabupaten Kudus belum optimal, rembug stunting belum dilakukan secara intensif, dan belum adanya regulasi untuk memperkuat publikasi pencegahan stunting. Selain itu pandemi COVID-19 menimbulkan adanya refocusing anggaran dari pelayanan dan program yang lain termasuk pencegahan stunting. Tujuan penelitian ini untuk menganalisis implementasi kebijakan percepatan pencegahan stunting pada masa pandemi COVID-19 di Kabupaten Kudus. Penelitian ini merupakan penelitian kualitatif. Pengambilan data dilakukan melalui wawancara mendalam kepada informan dan telaah dokumen dengan framework Edward III meliputi variabel komunikasi, sumber daya, disposisi, dan struktur birokrasi dan Van Meter dan Van Horn meliputi variabel lingkungan ekonomi, sosial dan politik. Informan penelitian yaitu perwakilan dari perangkat daerah yang tergabung dalam tim percepatan pencegahan stunting pada tingkat kabupaten, kecamatan, maupun desa/kelurahan serta Kader Pembangunan Manusia (KPM). Penelitian dilakukan bulan April hingga Mei 2022. Hasil penelitian menunjukkan bahwa implementasi kebijakan sudah berjalan namun intervensi gizi sensitif belum maksimal, komunikasi yang dilakukan terbatas dikarenakan kondisi pandemi COVID-19, sumber daya yang tersedia cukup memadai, terdapat panduan kebijakan yang telah diketahui dan dipahami oleh pelaksana kebijakan, koordinasi yang terjalin belum optimal, lingkungan ekonomi dan sosial yang belum cukup mendukung dan lingkungan politik cukup mendukung kebijakan. Kesimpulannya implementasi kebijakan percepatan pencegahan stunting pada masa pandemi COVID-19 belum berjalan dengan optimal dengan masih adanya kendala pada variabel sumber daya manusia, koordinasi, serta lingkungan ekonomi dan sosial. Dengan demikian pelaksanaan konvergensi masih perlu ditingkatkan dengan melaksanakan kegiatan secara koordinatif antar lembaga. Sosialisasi kepada masyarakat tetap digencarkan agar tujuan kebijakan dapat tercapai. Diperlukan adanya penyesuaian kebijakan dengan Perpres terbaru tantang percepatan penurunan stunting.
The local government of Kudus Regency has committed to accelerating the handling of stunting cases and is trying to realize Kudus zero stunting by issuing Regional Regulation Number 53/2020 concerning the Acceleration of Stunting Prevention in Kudus Regency. However, the implementation of convergence in Kudus has not run optimally. The results of the work meeting on the assessment of the integrated stunting prevention convergence action in Central Java in 2020, the capacity for implementing situation analysis and inputting as well as the quality of situation analysis with cross-sectoral involvement in Kudus Regency has not been optimal, the stunting discussion has not been carried out intensively, and there are no regulations to strengthen publications of stunting prevention. In addition, the COVID-19 pandemic has led to a refocusing of the budget from other services and programs, including stunting prevention. The purpose of this study is to analyze the implementation of policies to accelerate stunting prevention during the COVID-19 pandemic in Kudus Regency. This research is qualitative research. Data were collected through in-depth interviews with informants and document review with the Edward III framework covering the variables of communication, resources, disposition, and bureaucratic structure and Van Meter and Van Horn covering variables of the economic, social and political environment. Research informants are representatives from regional apparatus who are members of the stunting prevention acceleration team at the district, sub-district, and village/kelurahan levels as well as the Human Development Cadre (KPM). The study was conducted from April to May 2022. The results show that policy implementation has been running but sensitive nutrition interventions have not been maximized, communication is limited due to the COVID-19 pandemic, the available resources are adequate, and there are policy guidelines that are known and understood by policy implementers, coordination is not optimal. , the economic and social environment is not yet sufficiently supportive and the political environment is sufficiently supportive of policies. In conclusion, the implementation of the policy to accelerate stunting prevention during the COVID-19 pandemic has not run optimally, with constraints on human resource variables, coordination, as well as the economic and social environment. Thus, the implementation of convergence still needs to be improved by carrying out activities in a coordinated manner between institutions. Socialization to the community continues to be intensified so that policy objectives can be achieved. This policy need to be adjusted with the latest Presidential Regulation on accelerating stunting reduction.

Pandemi COVID-19 berdampak pada kesehatan mental sebagian besar masyarakat di dunia. Meskipun kebutuhan akan pelayanan kesehatan mental lebih tinggi selama masa Pandemi COVID-19, ketersediaan layanan dan akses justru terganggu akibat meningkatnya permintaan, pembatasan sosial, dan peraturan untuk tetap tinggal di rumah. Penelitian bertujuan untuk memperoleh gambaran pemanfaatan pelayanan kesehatan mental selama Pandemi COVID-19 di berbagai negara. Penelitian ini menggunakan metode literature review yang bersumber dari beberapa basis data seperti Proquest, SCOPUS dan Pubmed. Terdapat 16 studi yang terpilih berdasarkan kriteria inklusi dan ekslusi. Dalam hasil penelitian ini ditemukan bahwa kondisi kesehatan mental masyarakat cenderung memburuk selama masa Pandemi COVID-19 dan terjadi penurunan pemanfaatan pelayanan kesehatan mental selama pandemi COVID-19. Selain itu ditemukan juga faktor yang berkaitan dengan pemanfaatan pelayanan kesehatan mental diantaranya jenis kelamin, ras, tingkat pendidikan, wilayah tempat tinggal, dan kepemilikan asuransi kesehatan. Ada beberapa rekomendasi yang dapat digunakan untuk memperkuat strategi dalam menghadap isu kesehatan mental selama Pandemi COVID-19 diantaranya alokasi dana untuk mendukung penyelenggaraan pelayanan kesehatan dan sebagai bantuan bantuan finansial bagi masyarakat yang terkena dampak Pandemi COVID-19; peningkatkan jumlah, distribusi, dan kapasistas tenaga kesehatan mental; peningkatan perawatan dan asesmen berbasis bukti yang disertai dengan evaluasi; pendekatan inovatif untuk intervensi kesehatan mental; serta memaksimalkan akses pelayanan kesehatan secara virtual.
The COVID-19 pandemic has impacted the mental health of most people in the world. Although the need for mental health services was higher during the COVID-19 pandemic, the availability of services and access was disrupted due to increased demand, social restrictions, and regulations to stay at home. The study aims to obtain an overview of the use of mental health services during the COVID-19 pandemic in various countries. This study uses the literature review method sourced from several databases such as Proquest, SCOPUS and Pubmed. There were 16 studies selected based on inclusion and exclusion criteria. In the results of this study, it was found that people's mental health conditions tended to worsen during the COVID-19 pandemic and there was a decrease in the use of mental health services during the COVID-19 pandemic. In addition, there were also factors related to the use of mental health services including gender, race, education level, region of residence, and ownership of health insurance. There are several recommendations that can be used to strengthen strategies in facing mental health issues during the COVID-19 pandemic, including the allocation of funds to support the implementation of health services and as financial support for people affected by the COVID-19 pandemic; increasing the number, distribution, and capacity of mental health workers; improving evidence-based care and assessment accompanied by evaluation; innovative approaches to mental health interventions; and maximizing access to virtual health services.

Abstrak:
Penelitian ini bertujuan untuk mengetahui gambaran serta faktor-faktor yang dapat mempengaruhi gangguan kesehatan mental tenaga kesehatan selama pandemi COVID-19 di Asia menggunakan metode literature review melalui database online ProQuest, PubMed, ScienceDirect, dan Google Scholar. Hasil pencarian didapatkan sebanyak 9 artikel, yang berasal dari Indonesia, Vietnam, China, dan Yordania. Hasil dari telaah Pustaka menunjukan faktor yang mempengaruhi gangguan kesehatan mental tenaga kesehatan selama pandemi COVID-19 adalah Faktor biologis antara lain memiliki penyakit organik, jenis kelamin, dan usia. Faktor psikologis, antara lain merasa cemas dan sedih terhadap pekerjaan saat ini, berulang kali melihat berita terkait COVID-19, dan memiliki ketakutan akan terinfeksi atau menulari orang lain. Faktor sosial-budaya, antara lain adanya penolakan sosial, banyak dipengaruhi oleh masyarakat, dicurigai positif COVID-19, mengalami kesulitan keuangan, pekerjaan, dan pendidikan. Faktor lingkungan, antara lain bekerja di bangsal COVID-19, berisiko tinggi untuk terpapar, memiliki riwayat kontak dengan pasien COVID-19, lingkungan tempat tinggal, serta adanya hubungan yang buruk dengan pasangan maupun keluarga.

Abstrak:
Dalam menghadapi pandemi COVID-19, penggunaan masker menjadi salah satu langkah preventif yang direkomendasikan oleh WHO dan terbukti efektif dalam mencegah penyebaran infeksi COVID-19. Namun terdapat perbedaan implementasi kebijakan penggunaan masker di berbagai negara. Oleh karena itu, penelitian ini dilakukan untuk mengetahui gambaran kebijakan penggunaan masker di berbagai negara serta faktor-faktor yang mempengaruhi adanya perbedaan kebijakan di berbagai negara tersebut. Metode yang digunakan dalam penelitian ini adalah literature review dengan menggunakan empat online database yaitu PubMed, ProQuest, ScienceDirect dan Scopus. Kriteria insklusi yang diterapkan dalam penelitian ini antara lain: tersedia dalam Bahasa Indonesia maupun Bahasa inggris, merupakan literatur yang dipublikasi tahun 2020 sampai 2022, artikel tersedia dalam bentuk full-text dan fokus membahas perbedaan kebijakan penggunaan masker selama pandemi COVID-19 di berbagai negara. Penelitian ini menggunakan 10 studi literatur terpilih yang menunjukkan bahwa terdapat 5 kategori kebijakan penggunaan masker di berbagai negara yaitu; no policy, recommended, required in some public spaces, required in all public spaces, dan required outside-the-home at all time. Dalam penelitian ini ditemukan bahwa faktor-faktor yang mempengaruhi kebijakan penggunaan masker di berbagai negara antara lain: perbedaan instrumen epidemiologi COVID-19, politik, policy demands, budaya, dan angka capaian vaksinasi. Ditemukan juga bahwa kebijakan penggunaan masker selama pandemi COVID-19 bersifat time dependent.

However, there are differences in the implementation of policies on the use of masks in various countries. Therefore, this study was conducted to determine the description of face masks policy in various countries and the factors that influence the differences in policies in these countries. The method used in this research is a literature review using four online databases, namely PubMed, ProQuest, ScienceDirect and Scopus. The inclusion criteria applied in this study include: available in both Indonesian and English, literature published from 2020 to 2022, articles available in full-text form and focus on discussing differences in policies on the use of masks during the COVID-19 pandemic in various countries. Hepatitis B merupakan penyakit menular berbahaya yang menimbulkan peradangan pada organ hati dengan penyebab virus Hepatitis B. Salah satu upaya untuk mencegah dan menurunkan Hepatitis B dengan vaksinasi Hepatitis B0 pada bayi baru lahir kurang dari 24 jam, sesuai dengan Peraturan Menteri Kesehatan Nomor 12 Tahun 2017 Tentang Penyelenggaraan Imunisasi. Kementerian Kesehatan mengeluarkan kebijakan terkait upaya vaksinasi selama masa pandemi meliputi SE Dirjen P2P No.SR.02.06/4/1332/2020 tentang pelayanan imunisasi kepada anak selama masa pandemi Covid-19, Surat Menteri Kesehatan No.SR.02.01/Menkes/213/2020 tentang Pekan Imunisasi Dunia, serta Petunjuk Teknis Pelayanan Imunisasi di Puskesmas. Sebagai tindak lanjut, Pemerintah Provinsi DKI Jakarta menerbitkan SE No.3243/1.772.1 tentang pelaksanaan imunisasi rutin dalam keadaan pandemi Covid-19. Dalam masa pandemi, capaian pelaksanaan vaksinasi Hepatitis B0 di Kota Administrasi Jakarta Selatan pada tahun 2020 tidak mencapai target, namun pada tahun 2021 dapat mencapai target sebesar 96,7%. Penelitian ini bertujuan untuk mengetahui faktor keberhasilan pelaksanaan kebijakan vaksinasi Hepatitis B0 pada masa pandemi Covid-19 di Kota Administrasi Jakarta Selatan Tahun 2021, dengan pendekatan sistem yang melihat faktor input, proses, dan output. Penelitian ini adalah penelitian kualitatif dengan pengambilan data dilakukan melalui wawancara mendalam dan telaah dokumen pada bulan April-Juli 2022. Pengambilan data dilakukan di empat Puskesmas di wilayah Jakarta Selatan, Suku Dinas Kesehatan Kota Administrasi Jakarta Selatan dan Rumah Sakit Aulia dengan jumlah informan 15 orang. Hasil penelitian menunjukkan tiga Puskesmas mencapai target pada tahun 2021. Satu Puskesmas belum mencapai target, tetapi ditemukan adanya peningkatan capaian vaksinasi Hepatitis B0. Dari hasil disimpulkan Faktor keberhasilan Sudinkes Jakarta Selatan dalam pelaksanaan kebijakan vaksinasi Hepatitis B0 yaitu dari input terdapat tenaga kesehatan yang kompeten yang didukung dengan kader, adanya penambahan sarana dan prasarana, pemberian informasi vaksinasi Hepatitis B0 melalui media sosial dan koordinasi lintas sektor. Dari proses berupa penggerakan bidan koordinasi dan kader. Selain itu, tidak ditemukan kejadian KIPI serta pencatatan dan pelaporan terlaksana dengan baik
Hepatitis B is a dangerous infectious disease that causes inflammation of the liver where the cause is the Hepatitis B virus (HBV). One of the efforts to prevent and reduce Hepatitis B disease is by vaccinating Hepatitis B0 in newborns for less than 24 hours, in accordance with the Regulation of the Minister of Health Number 12 of 2017 concerning Immunization. During the pandemic, the Ministry of Health issued several policies in the form of SE Director General of P2P No. SR.02.06/4/1332/2020 regarding immunization services for children during the Covid-19 pandemic, Letter of the Minister of Health Number SR.02.01/Menkes/213/2020 regarding World Immunization Week and issued a Technical Guide to Immunization Services at Health Centers. As a follow-up, Provincial Government of DKI Jakarta issued SE Number 3243/-1.772.1 regarding the implementation of routine immunizations in a state of the Covid-19 pandemic. During Covid-19 pandemic, the implementation of Hepatitis B0 vaccination in the South Jakarta Administrative City in 2020 did not reach the target, but in 2021 the Hepatitis B0 vaccination could reach the target of 96.7%. This study aims to determine the success factors for implementing the Hepatitis B0 vaccination policy during the Covid-19 pandemic in the South Jakarta Administrative City in 2021, with system approach theory that looks at input, process, and output factors. This research is a qualitative research with data collection carried out through in-depth interviews and document review conducted in April-July 2022. Data collection was carried out at four Puskesmas in South Jakarta, the South Jakarta Administrative City Health Sub-dept. and Aulia Hospital with 15 informants. The results showed that three Puskesmas reached the target in 2021. One Puskesmas had not yet reached the target, but it was found that there was an increase in the Hepatitis B0 vaccination.The success factors of the South Jakarta Health Office in implementing the Hepatitis B0 vaccination policy are the input, especially the presence of competent health workers who are supported by cadres, additional facilities and infrastructure, providing information on Hepatitis B0 vaccination through social media and cross-sectoral coordination. From the process, especially in the form of mobilizing coordination midwives and cadres. In addition, there were no AEFI incidents and the recording and reporting were carried out properly. Pelayanan fisioterapi sebagaimana diatur dalam Permenkes Nomor 65 tahun 2015 Tentang Standar Pelayanan Fisioterapi mencakup penyelenggaraan pelayanan, manajemen pelayanan, dan sumber daya. Penelitian ini memiliki tujuan untuk melihat implementasi kebijakan pelayanan fisioterapi selama masa pandemi COVID-19 di RSUP Persahabatan tahun 2020-2021 dengan mengadopsi teori implementasi kebijakan Edward III. Metode penelitian ini menggunakan pendekatan kualitatif berupa wawancara dengan teknik FGD maupun in-depth interview, dimulai dari tenaga Fisioterapis, Bidang Pelayanan Medik RSUP Persahabatan, hingga Bidang IV ? Standarisasi Pelayanan PP PERFI disertai telaah dokumen dari berbagai sumber. Hasil dari penelitian ini, baik komunikasi, sumber daya, disposisi, dan struktur birokrasi memiliki keterkaitan kuat satu sama lain sehingga berpengaruh pada kinerja implementasi kebijakan berupa jumlah kunjungan pasien dan ketercapaian indikator mutu. Komunikasi menjadi faktor utama dalam penelitian ini yang dilakukan dengan berbagai cara dan media sehingga menjadi sebuah komitmen agar terbentuknya kolaborasi antar SDM dan lintas sektor sesuai kebijakan yang berlaku. Saran yang direkomendasikan, yaitu untuk semakin meningkatkan kualitas pemberian layanan fisioterapi yang dititikberatkan pada penambahan SDM sebagai faktor penentu keberhasilan implementasi kebijakan. Diperlukan dukungan berupa peraturan atau regulasi turunan yang lebih spesifik, alur birokrasi secara jelas agar koordinasi dan peran andil antara PERFI dengan rumah sakit khususnya di tingkat manajemen, serta tenaga Fisioterapis yang juga memerlukan pemahaman tentang manajerial fisioterapi.
Physical therapy services as regulated in the Minister of Health Regulation Number 65 of 2015 concerning Physical Therapy Service Standards including service delivery, service management, and resources. This study aims to look at the implementation of physical therapy service policies during the COVID-19 pandemic at RSUP Persahabatan in 2020-2021 with Edward III?s policy implementation to analyze. This qualitative research method used interviews with FGD techniques, and in-depth interviews, starting with physical therapists and the Medical Services Division of RSUP Persahabatan, until Standardization Services of PP PERFI Division accompanied by studies from various sources. The results of this study, show both communication, resources, disposition, and bureaucratic structure have a strong-relations with each other, which affects the performance of policy implementation in the form of the number of patient visits, and the achievement of quality indicators. Communication is the main factor in this research which is carried out in various ways and media to become a commitment to the formation of collaboration between human resources and across sectors according to applicable policies. The recommended suggestion is to improve further the quality of physical therapy service delivery, which focuses on increasing physical therapists as a determining factor for the success of policy implementation. Support is needed in the form of more specific derivative regulations, a clearly bureaucratic flow of the coordination and role of participation between PERFI and RSUP Persahabatan, especially at the management level, as well as physical therapists who also need an understanding of managerial physical therapy.
