Although schools in various regions in Indonesia have been opened, the threat of exposure to COVID-19 for the school residents has not disappeared. This can be seen from the number of positive cases of COVID-19 in Indonesia, where DKI Jakarta Province is the province with the highest positive cases of COVID-19 in Indonesia. The COVID-19 transmission clusters in schools also show the importance of implementing COVID-19 health protocols in schools. SDN Ujung Menteng 02 was one of the schools that had to be closed due to several school residents who were positive for COVID-19. This study discusses the implementation of the COVID-19 health protocol at SDN Ujung Menteng 02 by looking at the variables from Edward III Implementation Model. The type of research used is qualitative research with case study design, using in-depth interviews and observation. Based on the data obtained, there are still behaviors of school residents that must be addressed, such as the use of masks, physical distancing, etc. Resources, communication, and disposition of school residents are good in implementing the COVID-19 health protocol at SDN Ujung Menteng 02. However, the bureaucratic structure of the Satgas COVID-19 SDN Ujung Menteng 02 still needs to be improved.
The first cases of COVID-19 found in Indonesia were imported cases. To prevent and control it, the Ministry of Health issued a policy related to health protocols in handling passenger arrivals from abroad in the form of a circular in May 2020. From May to September 2020, were found 704 passengers that RDT results were reactive to COVID-19. The purpose of this thesis research is to analyze the implementation of health protocol policies for handling passengers from abroad in preventing the spread of COVID-19 by Soekarno Hatta Port Health Office. This research is a qualitative analytic research with the perspective of policy implementation theory. The results found that the implementation of the health protocol policy not working effectively because there were still found problems in the field. There are still policy targets that do not comply with the requirements to enter Indonesia. Researchers suggest to consider making higher legal force regulations than the circular letter, so can regulate sanctions for passengers who do not obey.In additions, it is necessary to increase supervision and commitment between sectors and develop eHAC applications to digitally validate PCR results, classify the risk of infection from tourists based on travel history and passenger tracking
Schools play an important role in Covid-19 transmission, therefore understanding the transmission pattern helps improve capability in planning effective intervention to address covid-19 pandemic. This study aims to define public schools preparedness in implementing the health protocol for limited Face-to-face meeting during Covid-19 pandemic in Bogor District. This study uses qualitative data types with non-experimental and comparative descriptive designs was conducted during April-June 2022. Data was derived from documents review, observation, and in-depth interview to 13 informants from schools including teachers, Focus Group Discussion (FGD) with 8 students. This study shows that the implementation of Face-to-face meeting, organized by the education authorities in 4 schools from 4 villages has been well-planned, focused, and has routinely conducted evaluation, despite the hurdles in achieving SKB 4 2022 requirements. This study suggests Bogor District Education Authorities and schools to keep increasing both quality and quantity in distributing information, monitoring and enforcing discipline. Socializing the way to improve immunity, and doing evaluation in planning PTM according to new regulation, SKB from 4 Ministries 2022.
Penelitian ini dilakukan dengan tujuan untuk mengetahui implementasi kebijakan kesehatan jiwa dan psikososial pada masa pandemi COVID-19 di Kota Depok, Jawa Barat. Metode penelitian menggunakan pendekatan kualitatif melalui wawancara mendalam kepada informan dan telaah dokumen dengan framework Van Meter & Van Horn, serta keabsahan data menggunakan triangulasi sumber dan metode. Penelitian ini dilakukan selama bulan Oktober sampai Desember 2020.
Hasil penelitian menunjukkan beberapa kegiatan pelaksanaan kesehatan jiwa tidak terlaksana karena adanya pembatasan sosial, ukuran dan tujuan kebijakan dipahami dan telah dilaksanakan, kurangnya koordinasi lintas sektor, minimnya ketersediaan sumber daya manusia dan kompetensi bidang kesehatan jiwa, komunikasi antar organisasi berjalan baik, disposisi pelaksana baik, serta adanya pengaruh lingkungan ekonomi, sosial dan politik.
Kesimpulannya implementasi kebijakan kesehatan jiwa dan psikososial pada masa pandemi COVID-19 belum berjalan dengan baik dikarenakan pembatasan sosial, minimnya sumber daya manusia dan kompetensi bidang kesehatan jiwa, serta kurangnya koordinasi lintas sektor. Rekomendasinya perlu dibuat Surat Edaran maupun Rencana Aksi Daerah tentang pelaksanaan kesehatan jiwa dan psikososial pada masa pandemi termasuk upaya mitigasi
Depok is the first city to find cases of COVID-19 infection, until 19 October 2020 there have been 6,661 people were confirmed positive. Due to the increasing number of cases, the Depok City Government implemented Large-Scale Social Restrictions (PSBB). The implementation of these policies also affects mental and psychosocial health.
The purpose of this study is to find out the implementation of mental health and psychosocial policies during the COVID-19 pandemic in Depok City, West Java Province. The research method used a qualitative approach through in-depth interviews with informants and document review with the Van Meter & Van Horn framework, and the validity of the data used triangulation of sources and methods. This research was conducted from October to December 2020.
The results showed that some mental health implementation activities were not carried out due to social restrictions, policies and objectives were understood and implemented, lack of cross-sector coordination, lack of availability of human resources and competence in mental health, communication between organizations is running well, the disposition of the executor is good, as well as the influence of the economic, social and political environment.
In conclusion, the implementation of mental health and psychosocial policies during the COVID-19 pandemic has not been going well due to social restrictions, lack of human resources and mental health competence, and lack of cross-sector coordination. The recommendations need to formulate neither Circular Letter nor Regional Action Plan on the implementation of mental and psychosocial health during the pandemic including mitigation efforts
The dynamics of COVID-19 cases until 2022 are still ongoing worldwide and resulting high fluctuations in morbidity and mortality rates. Various explosions of cases due to Variant of Concern (VOC) have a direct impact on puskesmas as primary care. To strengthen puskesmas, a policy strategy for controlling COVID-19 is needed in the form of prevention, detect, and response, followed by optimizing the implementation of policies carried out in the field. This study aims to describe the implementation of policies at the puskesmas level in the era of the COVID-19 pandemic based on a literature review. The analysis used in this study is a literature review with the PRISMA approach. The need for literature searches using online database in the form of Google Scholar and GARUDA so that 14 included literatures are obtained. In addition, various literatures obtained in the research are in the form of journal articles, reports from health institutions, text books, and websites in English and Indonesian. The result showed that the implementation of policies at the puskesmas still found various problems and obstacles, including the making of SOPs that were not comprehensive followed by a lack of socialization related to SOPs to puskesmas officers, the limited number of surveillance officers at the puskesmas, training and socialization for tracing and surveillance were still inadequate, and limited health logistics in the form of COVID-19 therapeutic drugs such as oseltamivir, azithromycin, and favipiravir. In conclusion, the implementation of policies at puskesmas has not gone well due to the lack of optimal implementation of preventive, detect, and response policies in controlling COVID-19. Therefore, suggestions that can be given are making a comprehensive SOP for handling COVID-19, strengthening communication strategies and community engagement, planning for surveillance officer estimates, and facilitating health workers to receive training programs.
Latar Belakang: Kondisi pandemi COVID-19 saat ini mengharuskan seluruh Fasilitas Pelayanan Kesehatan untuk melakukan berbagai penyesuain agar kegiatan pelayanan tetap dapat berjalan dengan maksimal dan aman dengan tujuan dapat menurunkan dan menekan angka penyebaran COVID-19. Upaya pencegahan dan pengendalian COVID-19 sangat diperlukan untuk dilakukan oleh puskesmas mengingat fungsi utama puskesmas yaitu dalam upaya promosi dan pencegahan. Tujuan dari penelitian ini adalah untuk mengetahui gambaran implementasi upaya pencegahan dan pengendalian COVID-19 di Puskesmas Kota Binjai dalam penularan infeksi COVID-19 dan diketahui rekomendasi perbaikannya. Metode: Penelitian ini menggunakan pendekatan kualitatif yaitu dengan melakukan wawancara mendalam dan telaah dokumen. Didapatkan informan sebanyak 8 orang dengan latar belakang peran yang berbeda. Teknik triangulasi sumber dan metode digunakan untuk melakukan crosscheck atau validasi data informan. Hasil: Pelaksanaan upaya pencegahan dan pengendalian COVID-19 di Puskesmas berjalan mengikuti aturan dan kebijakan yang berlaku. Namun, dalam pelaksanaannya, masih ditemukan beberapa ketidaksesuaian. Permasalahan yang ditemui pada kesiapan variabel input yaitu SDM yang belum mendapatkan pelatihan terkait COVID-19, pelaksanaan kegiatan belum sesuai dengan Pedoman Pencegahan dan Pengendalian COVID-19 yang dikeluarkan oleh Kemenkes seperti penggunaan formulir pencatatan dan pelaporan serta monitoring indikator capaian keberhasilan. Kemudian dari kesesuaian variabel proses mulai dari perencanaan, pengorganisasian, pelaksanaan, kontrol dan evaluasi masih harus dimaksimalkan seperti konsisten dalam menggunakan APD sesuai dengan ketentuan, mensosialisasikan COVID-19 dan program vaksin COVID-19 untuk meningkatkan cakupan, melakukan kegiatan evaluasi program secara formal dengan melibatkan pihak terkait. Pada indikator capaian output belum dapat dinilai dikarenakan Puskesmas belum melakukan monitoring indikator capaian program dan dokumen yang tersedia tidak mendukung. Kesimpulan: Implementasi upaya pencegahan dan pengendalian COVID-19 di Puskesmas sudah cukup baik namun belum berjalan optimal dikarenakan masih adanya ketidaksesuaian dalam pelaksanaannya deng Pedoman Pencegahan dan Pengendalian COVID-19 dan Petunjuk Teknik Pelayanan Puskesmas di Masa Pandemi yang dikeluarkan oleh Kemenkes. Disarankan agar semua pihak yang terlibat untuk melakukan evaluasi kegiatan sehingga dapat memperbaiki pelaksanaan untuk memaksimalkan upaya pencegahan dan pengendalian COVID-19 di Puskesmas.
Background: The current condition of the COVID-19 pandemic requires all Health Care Facilities to make various adjustments so that service activities can continue to run optimally and safely with the aim of reducing and suppressing the spread of COVID-19. Prevent and control COVID-19 are urgently needed to be carried out by Puskesmas considering the main function of puskesmas is in promotion and prevention efforts. The purpose of this study was to describe the implementation of COVID-19 prevention and control efforts at Puskesmas in Binjai in the transmission of COVID-19 infection and to identify recommendations for improvement. Method: This study use a qualitative approach. Data was obtained through document review which strengthened by in-depth interviews. It was found 8 informants from different backgrounds. It use the techniques of sources and method triangulations to crosscheck data from the informants. Result: The implementation of COVID-19 prevention and control efforts at the Puskesmas is running according to the applicable rules and policies. However, in practice, there are still some discrepancies. The problems encountered in the readiness of the input variables are HR who have not received training related to COVID-19, the implementation of activities has not been in accordance with the COVID-19 Prevention and Control Guidelines issued by the Ministry of Health such as the use of recording and reporting forms and monitoring of indicators of success. Then from the suitability of process variables starting from planning, organizing, implementing, controlling and evaluating, it still has to be maximized such as consistently using PPE in accordance with the provisions, socializing COVID-19 and the COVID-19 vaccine program to increase coverage, conducting formal program evaluation activities involving related parties. The output achievement indicators cannot be assessed because the Puskesmas has not monitored program achievement indicators and the available documents do not support it. Conclusion: The implementation of COVID-19 prevention and control efforts at Puskesmas has been quite good but has not run optimally due to discrepancies in its implementation with the COVID-19 Prevention and Control Guidelines and Technical Instructions for Community Health Center Services during the Pandemic Period issued by the Ministry of Health. It is recommended that all parties involved evaluate activities so that they can improve implementation to maximize efforts to prevent and control COVID-19 at the Puskesmas
Teleconsultation FKTP is one of the policies issued by BPJS Kesehatan. The definition used in this Teleconsultation is Indirect Contact Service, which is the provision of health services through an information system used by FKTP and Participants as a means of communication, or through an information system provided by BPJS Health, as a means of two-way communication/consultation. This policy began to be implemented in April 2020 and until August 2021, national achievements are still not optimal, only a few districts/cities have shown better achievements, one of which is the highest achievement in the Malang City FKTP. This study aims to analyze the implementation of the FKTP Teleconsultation policy in preventing the spread of COVID-19 without patients losing their rights to access health services, using qualitative methods, during October 2021 - December 2021 at the Malang City FKTP. Data collection techniques through FGD and in-depth interviews with key informants and document review, using the Van Meter and Van Horn Policy Implementation. The results of the research in November 2021 obtained that the KBK Contact Number reached 135/mill from the minimum target of 150/mill, the Indirect Contact Number for health facilities compliance indicators on quality was only achieved with a weight of 15% of the 20% target, 100% of Malang City FKTP had Teleconsultation implementation, and utilization by patients slowly increased up to 33.66% and there was an increasing trend of collaborative FKTP. In this study, the researcher suggests that the training of FKTP officers be carried out periodically, starting with teleconsultation to Prolanis participants, direct supervision as a routine activity and political support through the Malang City Government to be able to increase free hotspots that can be accessed by residents, so they can take advantage of the services.
