Public awareness of the importance of health continues to grow along with increasinglevels of education and social life status. To improve the quality of health services,comfortable, and consumer-oriented, the government as a healthcare provider isrequired to fix the service system that is public service. To support health developmentprograms by improving services to the community, a Local Public Service (BLU) isestablished in every Public Health (Puskesmas). In Bogor regency in 2017, there are 19public health centers have been set up for administrative assessment as a condition ofdetermination to become the Local Public Service Agency (BLUD). This study aims tosee the preparedness of Puskesmas in terms of input that is resources, namely human,budget, facilites, and regulations to be established into BLUD. In addition, analysis isalso conducted to find out how the management of puskesmas in the form oforganizational arrangement process and goal setting in preparation of the determinationof BLUD. The outside factors of the puskesmas also have an influence in the puskesmasreadiness in applying BLUD. From the results of this study will be known in-depthinformation about the administrative readiness of the application BLUD Puskesmas, aswell as any factors that hamper the preparation process in the application of BLUDPuskesmas in Bogor Regency.
Tesis ini membahas analisis Pelaksanaan Standar Pelayanan Minimal Rumah Sakit Pada Instalasi Rawat Inap Di RSUD Kabupaten Ciamis Sebelum Dan sesudah Menjadi Badan Layanan Umum Daerah di Tahun 2013. Penelitian ini menggunakan pendekatan kualitatif dengan melakukan wawancara mendalam dari informan terpilih.
Hasil penelitian menunjukkan dari aspek SPO, SDM, sarana prasarana pada instalasi rawat inap sesudah menjadi BLUD lebih lengkap dari segi kuantitas maupun kualitas meskipun dari aspek SPO masih ada tindakan yang tidak sesuai dengan SPO, sedangkan dari aspek SDM masih kekurangan dokter spesialis, dan dari aspek sarana dan prasarana masih kurang dalam sistem pemeliharaannya. Kesimpulannya, pelaksanaan Standar Pelayanan Minimal di instalasi rawat inap belum dilaksanakan secara maksimal, karena keadaan rumah sakit yang masih mempunyai kelemahan dan kekurangan.
Saran peneliti bagi RSUD Kabupaten Ciamis diharapkan dapat lebih bekerja sama dan melakukan koordinasi yang baik dengan pihak Pemerintah Daerah agar dapat dicarikan solusi yang terbaik, dan diperlukan evaluasi berkala SPM agar pelaksanaannya lebih baik.
This thesis studied an analysis of the implementation of Hospital Minimum Service Standards of Ciamis District General Hospital at Inpatient Care Unit which was held before and after becoming Local Public Service Institution in 2013. This research used a qualitative approach by conducting detailed interview to selected interviewees.
The result of the research showed that aspects of SPO, Human Resources, infrastructures at Inpatient Care Unit, viewed after the hospital's becoming Local Public Service Institution are more quantitatively and qualitatively complete although if viewed from SPO there are still acts which are not appropriate with SPO, meanwhile viewed from Human Resources, it is still lack of specialists, and from its infrastructures, it’s maintenance system is regarded still inadequate. The Minimum Service Standards implementation at Inpatient Care Unit has not been maximally implemented because of the hospital's weaknesses and lack.
The researcher suggestion for Ciamis District General Hospital is that hopefuly there will be more cooperative good coordination with the local government in order to find the best solution, and the Minimum Service Standards periodic evaluations is required so that the implementation will be better conducted.
To increase community affordability towards basic health services, several Public Health Center (PHC) in Indonesia have been upgraded to inpatient PHC, including in Bogor Regency. The number of inpatient visits during the last few years did not increase significantly, even during the last 2 years decreased. Even though during that period there were two new inpatient PHC unit. It is still unknown whether the low level of patient visits is related to the performance of that inpatient PHC unit. The purpose of this study was to determine the performance description and organizational factors related to the performance of inpatient PHC unit at the Bogor Regency in 2020 based on Malcolm Baldrige's criteria: leadership; strategic planning; patient focus; measurement, analysis and knowledge management; workforce focus, and process management. The design of this research is sequential explanatory by using mixed methods between quantitative and qualitative. The study involved 168 respondents from 13 inpatient PHC in Bogor Regency. Data analized with Chi Square Test and multiple logistic regression. In-depth interviews were conducted with 8 informants from selected PHC and 1 informant from Bogor Public Health Office. The results showed that the proportion of respondents who rated the performance of the inpatient PHC unit as good (54.2%) was greater than the proportion of respondents who rated the performance of the inpatient PHC unit as not good (48.2%). Based on Malcolm Baldrige's score, nine PHC are in the benchmark leader criteria while four other PHC are in the industry leader criteria. The results also show that there is a relationship between strategic planning (p-value=0.011), measurement analysis and knowledge management (p-value=0.003) and process management (p-value=0.011) with the results of the performance of inpatient services. The most dominant variable related to performance in this research is measurement, analysis and knowledge management (OR = 7.678). Recommendations for this study are the acceleration of BLUD legal protection making by the local government of Bogor Regency, increasing the frequency of scientific update activities and training for health workers and data management personnel at the PHC, better management of patient voices by the PHC, and a better reward system by the chief of PHC.

Increasing public health status can be manifested through conventional and traditional medicines.Traditional medicines carry a health paradigm that focuses on the healthy, complementary side ofconventional medicine and preventive promotive efforts. Puskesmas is a health service facility thatprioritizes promotive and preventive to improve community health status. Puskesmas can be saidimplementing traditional health if they meet one of the criteria: have traditional medicine-trained staff,carry out coaching, and perform self-care traditional medicine. West Java Province has a smaller numberof health centers providing traditional health compared to other provinces in Java. Kabupaten Bogor(District of Bogor) as the most densely populated in the West Java Province has its midwives and nursesAnalisis implementasi..., Evita Diniawati, FKM UI, 2018ixUniversitas Indonesiacertified in acupressure in these Puskesmas: Ciawi, Caringin, and Ciomas. This study aims to discoverinformation of how traditional health program being implemented in Puskesmas Ciawi, PuskesmasCaringin, and Puskesmas Ciomas. This qualitative study uses following methods: document review,observation, and in-depth interview. The study reveals there were no acupressure services in those threepuskesmas because the health workers were kept occupied by other workload, traditional health guidancecould be improved through an inventory of traditional health data, identification of traditional healthservices in their working areas, and guidance to traditional health professionals. The three puskesmas didnot implement self-care traditional medicine because they do not have trained independent care staff butcan be implemented by community empowerment with TOGA and acupressure socialization for minorcomplaints.
