Trends in the case of the spread of COVID-19 in Indonesia is always increasing andcurrently Indonesia become a country which having the highest number of COVID-19 casesin South East Asia. The trend of increasing cases of COVID-19 is also occurred in DepokCity, West Java. On July 17, 2020 there were 1.058 positive cases in Depok City. Thissituation absolutely become a challenge for University of Indonesia Hospital as a newHospital in Depok City. But in the other side, nowadays University of Indonesia Hospital isappointing as referral hospital for COVID-19 in Depok City. The purpose of this researchis to learn University of Indonesia Hospital readiness in serving patients during COVID-19.This qualitative study used in depth interview, observation, document review (document andsocial media). The research utilizes approach of Hospital Readiness for COVID-19 WHOwhich have comprehensive recommendations for preparing hospital in the COVID-19 era.The results of this research found that University of Indonesia Hospital readiness wasgenerally good in providing service for patients in the COVID-19 era. In general, only threecomponents are fully prepared, while seven components still lack 2 until 3 recommendationsaction of WHO.Key words:COVID-19, hospital readiness, hospital preparedness, kesiapan rumah sakit.
Tesis ini membahas implementasi Peraturan Menteri Kesehatan No.HK.02.02/MENKES/068/I/2010 tentang kewajiban menggunakan obat generik di fasilitas pelayanan kesehatan pemerintah. Penelitian ini adalah penelitian kualitatif. Hasil penelitian pendahuluan menyatakan bahwa penggunaan obatgenerik di rumah sakit pemerintah pada tahun 2009 sebesar 65,31% dan 2010 sebesar 57,24%. Hasil penelitian menunjukkan bahwa Permenkes 068/2010 inibelum terimplemetasikan secara maksimal di rumah sakit pemerintah. Masih adakomunikasi yang belum efektif antara Kementerian Kesehatan, Direktur Rumah Sakit, Dokter dan Apoteker. Juga, dari hasil penelitian ini, disarankan bahwapemerintah harus lebih terintegrasi dalam melakukan sosialisasi dan mendukung implementasi Permenkes ini dengan melakukan dukungan terhadap faktor-faktoryang terkait dalam implementasi Permenkes 068/2010 ini. Termasuk melakukankomunikasi efektif terhadap Kementerian Dalam Negeri dalam mengimplementasikan Permenkes ini. Penghapusan terminologi nama “generik bermerek dagang” yang beredar di Indonesia, sehingga obat yang beredar adalah obat paten dan obat generik. Langkah ini untuk menjamin mutu, keterjangkauan harga obat dan kemudahan akses masyarakat terhadap obat. Kementerian Kesehatan hendaknya membuat standar baku dalam pemantauan penggunaan obat generik sehingga didapatkan data yang valid. Kata Kunci : Obat Generik, Implementasi, Kebijakan, Rumah Sakit.
This study described the implementation of the Regulation of Peraturan Menteri Kesehatan No. HK.02.02/MENKES/068/I/2010 about the obligation to use generic drugs in government hospital. Study design of this research is qualitative. The results of preliminary research that the use of generic drugs in government hospital in the year 2009 of 65,31% and 2010 amounted to 57,24 %. The result indicates that the Permenkes 068/2010 has not been implemented maximally in the government hospital. There is ineffective communication between The Ministry of Health, Director of Hospitals, doctors and pharmacists. Also, it is suggested the government should be more integrated doing socialization dan support to the factors which involved in the implementation of this Permenkes 068/2010. Include make an effective communication to the Ministry of Home Affairs. Removal the terminology name of “generic branded name” that circulated in Indonesian, so there is only “ethical drugs” and “ generic drugs”. The aims are to ensure quality, affordability of drug prices, and easy access for public to get the drug. Ministry of health should make a standard in monitoring the use of generic drugs, so we can get a valid data. Key words : Generic Drugs, Implementation, Policy, Hospital
