Persaingan dalam perumahsakitan dewasa ini, menuntut rumah sakit untuk selalu meningkatkan mutu pelayanan. Salah satu indikator untuk mengukur mutu pelayanan keperawatan adalah kepuasan pasien. Penelitian ini bertujuan untuk memperoleh gambaran tentang tingkat kepuasan pasien terhadap pelayanan dan fasilitas keperawatan, melihat bagaimana hubungan antara kepuasan pasien dengan karakteristik pasien, variabel yang paling berpengaruh pada kepuasan pasien terhadap pelayanan dan fasilitas keperawatan serta mengetahui area pelayanan dan fasilitas keperawatan yang perlu ditingkatkan kualitasnya. Penelitian ini dilaksanakan di Ruang Rawat Inap Rumah Sakit Umum Kabupaten Belitung. Data primer diperoleh dari pengisian kuesioner oleh pasien. Penilaian kepuasan pasien merupakan salah satu cara untuk mengetahui kelemahan atau kekurangan pelayanan yang diberikan rumah sakit dalam rangka meningkatkan mutu pelayanan kesehatan / keperawatan di rumah sakit. Anallsis statistik yang digunakan adalah analisis univariat untuk melihat gambaran deskriptif analisis bivariat untuk melihat bagaimana hubungan antara karakteristik pasien dan kepuasan pasien serta analisis multivariat untuk mengetahui variabel yang paling berpengaruh pada kepuasan pasien terhadap pelayanan dan fasilitas keperawatan. Secara keseluruhan hasil penelitian menunjukkan, bahwa sebagian besar responden pasien tidak puas dengan pelayanan dan fasilitas keperawatan yang diberikan rumah sakit, sehingga perlu adanya upaya perbaikan. Dengan upaya ini diharapkan mutu pelayanan dan fasilitas keperawatan di Rumah Sakit Umum Kabupaten Belitung akan meningkat dan memuaskan pasien (pelanggan) rumah sakit.

Patient Satisfaction of the Nursing Care and Facility in the Inpatient Ward at the District Hospital of Belitung Year 2001Nowadays, the competition among hospitals made them to increase the service quality. One of indicators to measure the quality of nursing care is the patient satisfaction. This study intends to find the description of patient satisfaction level of nursing care and facility to know the association between patient satisfaction and characteristic of patient, the variables that most related to the patient satisfaction on nursing care and facility, and the aspects of nursing care and facility in which needs to be increased its quality. This study was conducted in the inpatient ward at the District Hospital of Belitung. Primary data was gained from filling in questionnaire done by the patient. The assessment of patient satisfaction is one of the methods to know the weakness or lack of hospital service in term of improving the quality in health/nursing care in the hospital. Statistical analysis that used was univariate analysis to find the general description of variables; meanwhile bivariate analysis was to find the association between patient characteristics and patient satisfaction, and multivariate analysis was used to find which variables that most associated with the patient satisfaction of nursing care and facility. In general, this study revealed that most of respondents were not satisfied with the nursing care and facility in the hospital, so that quality improvement is required with such attempts. And hopefully the patient satisfaction will increase as well as will satisfy the hospital's patient (customer).

ABSTRAK Masih tingginya Angka Kematian Ibu di Kabupaten Bintan dan rendahnya anggaran kesehatan masyarakat di daerah menyebabkan Puskesmas belum maksimal dalam menjalan fungsi strategisnya. Penelitian ini adalah penelitian kualitatif dengan desain studi kasus yang bertujuan untuk melihat efektifitas BOK dalam percepatan MDGs di Kabupaten Bintan Provinsi Kepulauan Riau tahun 2011 dan Tahun 2012. Hasil penelitian diketahui bahwa Bantuan Operasional Kesehatan belum efektif dalam mendukung percepatan MDGs. Hal ini disebabkan karena pegawai masih berorientasi pada uang lumpsum, peruntukkan kegiatan lebih besar diluar program tujuan MDGs dan menurunnya anggaran kesehatan dari APBD setalah ada BOK. Saran: agar Dinas Kesehatan melakukan advokasi kepada legislatif dan executive untuk mempertahankan dan meningkatkan anggaran kesehatan, melaksanakan pengawasan dan evaluasi terhadap kinerja program yang dibiayai BOK dan meningkatkan pembinaan ke lapangan untuk memaksimalkan pencapaian MDGs 2015.

ABSTRACT The persistently high maternal mortality rate in the District of Bintan and low areas of public health budget led health centers have not been up in running the strategic function. The study was a qualitative research design with case studies that aim to see the effectiveness of the BOK in the acceleration of MDGs in Bintan regency in Riau Islands Province 2011 and Year 2012. Survey results revealed that the Operational Health Support not been effective in supporting the acceleration of the MDGs. This is because employees are oriented journey?s expences, greater activity outside the designated program goals MDGs and declining health budgets from existing budgets After BOK. Advice: Health Department to advocate for legislative and executive to maintain and improve the health budget, supervise and evaluate the performance of programs financed by BOK and improve guidance to the field to maximize the achievement of the MDGs by 2015.
