Banyak negara di dunia bertujuan untuk meraih Universal Health Coverage (UHC) agar dapat mencapai hak asasi manusia dalam kesehatan. Oleh karena itu, pemerintah Republik Indonesia meluncurkan program Jaminan Kesehatan Nasional (JKN) pada tahun 2014. Implementasi JKN pada tahun 2014 mengakibatkan adanya perubahan sistem pembayaran dari fee for service menjadi prospective payment system (PPS) melalui INA CBG (Indonesia Case Base Group) yang dilakukan oleh BPJS. Peneliti terdorong untuk melakukan penelitian tentang pengaruh dampak implementasi JKN dengan menggunakan analisis rasio keuangan untuk melihat tingkat kinerja rumah sakit. Kinerja rumah sakit yang dianalisis adalah kinerja pada tahun 2012 - 2018 dimana dilihat dari kinerja keuangan. Penelitian ini bertujuan untuk melihat pengaruh pemberlakuan JKN terhadap kinerja keuangan Rumah Sakit, serta melihat gambaran kebijakan serta kinerja operasional rumah sakit Unit Pelaksana Teknis Kementerian Kesehatan di wilayah DKI Jakarta. Metode dalam penelitian ini adalah menggunakan metode mix method yaitu metode yang memadukan pendekatan kuantitatif dan kualitatif dalam suatu penelitian. Hasil dari penelitian ini adalah sejak adanya penerapan JKN terdapat peningkatan pendapatan layanan Rumah Sakit UPT Kementerian Kesehatan, rumah Sakit UPT Kementerian Kesehatan memiliki tingkat likuiditas yang tinggi dan mengalami kenaikan, masa Penagihan piutang rumah Sakit UPT Kementerian Kesehatan mengalami penurunan, Solvabilitas Rumah Sakit UPT Kementerian Kesehatan rendah karena tingkat utang yang rendah dan proporsi utang pada pendanaan sangat kecil, tidak menurunkan kinerja keuangan Rumah Sakit Vertikal Kementerian Kesehatan terlihat dari masih dipertahankannya opini laporan keuangan Rumah Sakit Vertikal Kementerian Kesehatan Wajar Tanpa Pengecualian (WTP). ABSTRACT Many countries worldwide aim to achieve Universal Health Coverage (UHC) to actualize health as a human right. Therefore, the Government of the Republic of Indonesia launched the National Health Insurance (Jaminan Kesehatan Nasional/JKN) program in 2014. The implementation of JKN in 2014 changed the payment system from fee for service into the Prospective Payment System (PPS) through INA CBG (Indonesia Case Base Group) that was administered by BPJS. The researcher is compelled to conduct research on the influence of JKN implementation by using the financial ratio analysis to examine the hospital’s performance. The hospital’s performance that is analyzed is that of 2012-2018 in which the financial performance before and after JKN implementation is considered. This research aims to observe the influence of JKN enforcement on the hospital’s financial performance as well as the overview of visions and missions and also the operational performance of the Ministry of Health Technical Implementation Unit in DKI Jakarta. The theoretical framework used in this research is Social Policy theory, Prospective Policy Analysis, Retrospective Policy Analysis, and Integrated Policy Analysis. The method of this research is a combination of quantitative and qualitative research methods. The findings of this research show that since JKN implementation, there is an increase in the service revenue of the Ministry of Health’s Vertical Hospital. The Ministry of Health’s Vertical Hospital has a high level of liquidity and experiences an increase, its debt collection period experiences a decrease, the hospital’s solvability is low due to the low level of debt and the debt proportion within the funding is very low that it does not lower the hospital’s financial performance as seen from the persistence toward the unqualified opinion regarding the financial report of the Ministry of Health’s Vertical Hospital.
