Tarif detemnination at Public Health Center, Lahat Regency, has not been based on the analysis result of unit cost, local paying ability and willingness so iiir. The eifective tariifhas been Rp. 300,- since the commence of regional regulation No. 25, 1987. The analysis of local paying ability and willingness toward the tariif of health services has the objective to get public health center tariH` based on the description of local paying ability and willingness at public health center of Merapi ll, Met-api distric, Lahat Regency, in the year 2001. This research applies descriptive analysis with cross sectional design. Data collecting was conducted by holding interviews based on questionnaires, which refer to National-Social Economic Survey of the year 1999 towards families at public Health Center of Mcrapi II. The result of this research is described through analysis of local percentage that is marginalized (or neglected) from health service of certain tariff From the research, it is found that there are two kinds of tariff which are based on examiner (medical examiner), those are, first, tariff of Rp. 1000 for checking up by nurse and 1 - 3 kinds of medicine, and second, tari{I` of Rp. 2000 checking up by doctor with 1 - 3 kinds of medicine. Locals who are marginalized or neglected can be supported by giving (or extending) health cards.

Penelitian ini mengkaji Willingness to Pay (WTP) iuran asuransi kesehatan sosial di kalangan pekerja informal. Meskipun WTP merefleksikan kesediaan membayar, realitas pendapatan fluktuatif dan kendala operasional di sektor informal menjadi tantangan signifikan bagi kepatuhan iuran, berbeda dengan sistem formal yang terjamin melalui pemotongan gaji. Tujuan penelitian ini adalah menyintesis faktor-faktor dominan yang memengaruhi WTP pekerja informal berdasarkan tinjauan pustaka yang komprehensif. Hasil analisis menunjukkan bahwa faktor sosioekonomi, literasi asuransi, persepsi manfaat, dan kepercayaan, serta kualitas dan aksesibilitas layanan secara kolektif memengaruhi WTP. Temuan ini menggarisbawahi bahwa WTP pekerja informal cenderung di bawah tarif iuran JKN yang berlaku, dipicu oleh ketidaksesuaian premi dengan kemampuan membayar. Studi ini berkontribusi pada pemahaman yang lebih baik tentang determinan WTP pekerja informal, sebagai dasar perumusan kebijakan premi yang lebih adaptif dan strategi peningkatan kepatuhan yang efektif untuk mencapai UHC.

This research examines the Willingness to Pay (WTP) for social health insurance premiums among informal sector workers. Although WTP reflects the willingness to pay, the reality of fluctuating incomes and operational constraints in the informal sector poses a significant challenge to premium compliance, unlike the formal system which is guaranteed through salary deductions. The objective of this study is to synthesize the dominant factors influencing WTP among informal sector workers based on a comprehensive literature review. The analysis results indicate that socioeconomic factors, insurance literacy, perception of benefits, and trust, as well as service quality and accessibility, collectively influence WTP. These findings highlight that informal workers' WTP tends to be below the prevailing JKN premium rates, triggered by a mismatch between premiums and their ability to pay. This study contributes to a better understanding of the determinants of WTP among informal sector workers, serving as a basis for formulating more adaptive premium policies and effective compliance improvement strategies to achieve UHC.
