Abstrak:
Kecelakaan kendaraan bermotor adalah penyebab utama yang fatal di PT X. Jumlah kejadian kecelakaan kendaraan bermotor (motor vehicle crash/MVC) di PT X untuk wilayah operasi Sumatera, lebih banyak dibandingkan jumlah kejadian kecelakaan kerja lainnya. PT X telah menerapkan sebelas model kebijakan keselamatan berkendara (Motor Vehicle Safety/MVS) dari tahun 2012 hingga 2019. Dari laporan kinerja MVS di tahun 2019, diketahui bahwa tren kejadian MVC di PT X menujukkan penurunan setiap tahunnya yaitu 55 kejadian pada tahun 2012 menjadi 24 kejadian pada tahun 2019. Tujuan penelitian untuk mengetahui kebijakan yang berkontribusi menurunkan kejadian kecelakaan dalam kurun waktu itu, sebagai titik kritis yang menjadi perhatian untuk dikembangkan. Penelitian dilakukan dengan pendekatan kuantitatif, menggunakan data kecelakaan kendaraan bermotor dari tahun 2012 hingga 2019 dengan metode Change Point Analysis untuk mencari titik perubahan tingkat kejadian kecelakaan sepanjang periode 2012 hingga 2019. Selanjutnya diidentifikasi bagaimana penerapan atau perubahan kebijakan MVS yang telah dilakukan oleh PT X, baik sebelum atau sesudah periode perubahan tingkat kejadian MVC. Pada akhirnya dilakukan analisis konten untuk mengetahui hubungan faktor risiko dan kejadian MVC dalam kurun waktu sebelum atau sesudah periode perubahan dengan analisis bivariat. Hasil penelitian menunjukkan dari total 315 kejadian MVC dideteksi 1 titik perubahan dalam tingkat kejadian MVC yang ditemukan pada Januari 2017, dipengaruhi oleh sembilan rangkaian model yang selesai diselenggarakan pada Mei 2016. Tingkat kejadian MVC menunjukkan penurunan 32% (=0,68; 95%; 0,47- 1,01). Disimpulkan kebijakan Field Verification Competency yang selesai diselenggarakan pada Mei 2016 terbukti menurunkan tingkat kejadian MVC di PT X

PT X has implemented eleven models of motor vehicle safety (MVS) policies in period 2012 to 2019. MVS performance report in 2019 shows that the trend of MVC incidents is decreasing for each year i.e., 55 incidents in 2012 to 24 incidents in 2019. The objective of the research is to determine the policies that contribute in reducing the incident during that period, as a critical point of concern to be developed. The research was conducted with a quantitative approach, using motor vehicle incident data from 2012 to 2019 with the Change Point Analysis method to find the point of change in the incident rate throughout the period 2012 to 2019. Furthermore, it is identified how to implement or change the MVS policy, whether before or after the MVC event rate change period. Finally, content analysis was carried out to determine the relationship between risk factors and MVC events in the period before or after the change period with bivariate analysis. The results showed that out of a total of 315 MVC events, one point change in the MVC incident rate was detected in January 2017, influenced by nine series of models that were completed in May 2016. Siklus logistik obat yang baik diperlukan oleh manajemen rumah sakit dalam memenuhi ketersediaan obat di Rumah Sakit. Siklus logistik obat tersebut dimulai dari tahap perencanaan sampai dengan pengawasan dan pengendalian, yang melibatkan semua unsur organisasi dari pimpinan tingkat atas sampai dengan tingkat pemakai (user). Penelitian ini dilatarbelakangi dengan tingginya jumlah kunjungan pasien kardiovaskular sehingga ketersediaan obat kardiovaskular menjadi hal penting di RSIJCP. Tujuan penelitian ini adalah untuk mengetahui faktor input yaitu SDM, anggaran, kebijakan, fasilitas, dan sistem informasi terhadap siklus logistik obat dalam upaya pemenuhan ketersediaan obat kardiovaskular di RSIJCP. Desain penelitian ini berupa penelitian observasional studi kasus di RSIJCP dengan pendekatan teori IPO (Input Process Output). Penelitian ini bersifat kualitatif disertai dengan data perhitungan analisis ABC Indeks Kritis, Economic Order Quantity (EOQ) maupun Reorder Point (ROP) sebagai metode pengendalian persediaan obat kardiovaskular. Kesimpulan penelitian menunjukkan bahwa setiap faktor berpengaruh pada ketersediaan obat kardiovaskular, namun faktor yang dinilai masih kurang dan perlu diperbaiki oleh manajemen adalah pada faktor sistem informasi, fasilitas gudang, dan kelancaran arus kas sebagai faktor input, serta faktor perencanaan dan penyimpanan sebagai faktor proses. Ketersediaan obat kardiovaskular di RSIJCP sudah cukup baik, namun dari total 257 item obat kardiovaskular, terdapat 22 item obat (8,56%) yang harganya lebih besar dari harga E-Katalog untuk pelayanan BPJS Kesehatan. Diperlukan adanya kolaborasi antar bagian dan dukungan manajemen dalam melakukan pengelolaan obat, terutama obat kardiovaskular
A good drug logistics cycle is needed by hospital management in meeting the availability of drugs in the hospital. The drug logistic cycle starts from the planning stage to supervision and control, which involves all elements of the organization from the top management to the user level. This study was motivated by the high number of visits by cardiovascular patients so that the availability of cardiovascular drugs is important at RSIJCP. The purpose of this study was to determine the input factors, namely human resources, budget, policies, facilities, and information systems on the drug logistics cycle in an effort to meet the availability of cardiovascular drugs at RSIJCP. The research design was an observational case study at RSIJCP with the IPO (Input Process Output) theory approach. This research is qualitative studies accompanied by the calculation data of the ABC Critical Index analysis, Economic Order Quantity (EOQ) and Reorder Point (ROP) as a method of controlling cardiovascular drug supplies. The conclusion of the study shows that each factor affects the availability of cardiovascular drugs, but the factors that are considered to be lacking and need to be improved by management are information systems, warehouse facilities, and smooth cash flow as input factors, as well as planning and storage factors as process factors. The availability of cardiovascular drugs at RSIJCP is quite good, but from a total of 257 items of cardiovascular drugs, there are 22 drug items (8.56%) whose prices are higher than the E-Catalog price for BPJS Kesehatan services. Collaboration between divisions and management support is needed in managing drugs, especially cardiovascular drugs
